HomeMy Public PortalAboutMay 21 2003 Special Session Greencastle Park Board of Commissioners Minutes Special Session May 21,2003 Present: Leslie Hanson, Rod Weinschenk,Tim Trigg, Becky Harlan, David Bault, Margot Payne, G. Morrow 1. Call to Order: The meeting was called to order by B. Harlan at 6:35 p.m. 2. Maple Berry Park Discussion: Glen Morrow was present to discuss with the board plans for the Maple Berry Park area. Sandy Huffman from Sycamore was also present. Glen informed the board that the city would be hiring an engineer to draw up the plans for the area. The board reviewed Rod's original drawings. Glen would like to see sidewalks that go all the way around the facility. He also reported that the SW section of the area is "hot" - traces of gasoline, petroleum products were found during an environmental study. IDEM will recommend how the city should deal with the contamination. The board also discussed asking for a park speed zone in the area to make drivers more aware of the presence of children or the posting of "Children at Play" signs. It was recommended that Sycamore Street become one- way going east. Glen hopes that the project will be under construction this Fall and completed by Arbor Day 2004. On a motion by T. Trigg and a second by B. Harlan the board unanimously approved the preliminary plans. 3. Public Input: Tom DeCarlo was present to ask the board's permission to film 3 scenes in Robe Ann park from a movie he and Zachary Spicer. He will not need to rope off any areas of the park and hopes to do all his filming in the morning when the park is less crowded. Rod reminded him that he will need signature releases from anyone whose image appears on the film. On a motion from B. Harlan and a second from T. Trigg the board unanimously approved the request. 4. Personnel:On a motion from B. Harlan and a second from T. Trigg the board unanimously approved the hiring of Lori Newsom as Assistant Director. She will begin work June 2nd. 5. Big Walnut Sports Park Update: Rod reported to the board that the Putnam County Commissioners turned down our request for assistance in funding the Sports Park. 6. 2004 Fiscal Year Budget Request: Rod passed out a preliminary budget which the board will discuss and vote on at the June 4th regular session. 7. Miscellaneous: The board set a special session for Tuesday, May 27th at 6:30 p.m. (-`* at City Hall for public input on the LWCF grant for the Big Walnut Sports Park. Also Rod reminded the board that the aquatic center opens Saturday, May 24th, weather permitting and we will be having Adult Lap Swim Tuesday, Thursday, Saturday from 11:00 a.m. -noon and that the Independence Day Celebration will s- • • • be held July 5th at Robe Ann Park. Adjournment: On a motion from T. Trigg and a second from B.
