Property Acquisition Per Indiana Code 5-14-15-6.1 (a)(2)(D), Property Acquisition was discussed by the board. Weinschenk,Director Greencastle Parks& Recreation Department SIGNATURES OF GOVERNING BOARD Lest anson, President Tim Trigg, ' e President i �^* ecky Harl A cretary Dr. John Hennette 1 Greencastle Board of Park Commissioners Minutes of Regular Board Meeting Wednesday, June 25, 2003 Present: President Leslie Hanson, Vice President Tim Trigg, Secretary Becky Harlan Absent: 1 Vacancy,Putnam County Library Ex-Officio Member Margot Payne, Greencastle Schools Ex-Officio Member Jeff McCall, and City Council Liaison Tom Roach Also Present: Mayor Nancy Michael, Jan Firebaugh, Banner Graphic Editor Eric Bernsee, Park Maintenance Supervisor David Bault and Park&Recreation Director Rod Weinschenk Call to Order The board meeting of the Greencastle Board of Park Commissioners was called to order by President Leslie Hanson at 7:00 p.m. in the Greencastle City Hall Meeting Room, due to a scheduling conflict with the City Council Room. Approval of Minutes On a motion from B.Harlan, seconded by T.Trigg, the minutes from the regular meeting held on Wednesday, June 4, 2003 were approved. All Ayes. Finances: Approval of Monthly Claims&Invoices On a motion from B.Harlan, second by T.Trigg,the July 2003 claims were approved for payment. All Ayes. Public Input: Questions&Concerns—News Editor E.Bernsee inquired into various park issues involving the softball programs and progress of the aquatic season. Parks & Recreation Director R.Weinschenk responded with a short report. Special Season Pass Requests 1. Cummins Mental Health Center—R.Weinschenk presented a letter from Child& Adolescent Programmer Cortney Miller requesting discounted admission rates for their day campers. The park board members had some questions in which R.Weinschenk will follow up with a call. The board authorized Weinschenk to set a discount similar to last month's PCCS agreement on a motion from T.Trigg, second by B.Harlan. All Ayes. 2. Crisis Pregnancy Center of Putnam County—R.Weinschenk presented a letter from the CPC Director Shelly McFadden for use of the People Pathways trail for the annual Walk for Life and 5K run on the morning of September 6,2003. The run will use the gazebo shelter at Calbert Way Park for their registration. The request was approved on a motion from T.Trigg, second by B.Harlan. All Ayes. Friends Of The Park, Special Projects,and Old Business 1. People Pathways a. Recreation Trails Grant Update—President L.Hanson reported that we are still awaiting official news on our Recreation Trails Grant application. b. Backroad Bike Tour—President L.Hanson presented a flier for the upcoming Backroad Bike Tour organized by People Pathways as a fundraiser for the care Minutes—page two and maintenance of the Fillmore-end of the Greencastle to Fillmore Trail. The Parks & Recreation Department will participate as cosponsor of the event. 2. Putnam County Skatepark—PCS Committee Chair J.Firebaugh gave an update in regards to the progress of the skatepark's construction. a. Completion Date-Construction is coming along slowly, but an expected date of opening is mid-to-third week of July. b. Grand Opening Celebration—A grand opening celebration has been scheduled for Saturday, August 2,which will include a variety of bands from Noon to 9:00 p.m. She passed out fliers for the event. c. Rules—J.Firebaugh stated she e-mailed a copy of proposed rules to R.Weinschenk, who then stated he will forward them to the insurance company for their review. 3. Emerald Palace Playground—R.Weinschenk reported on a few phone calls he has received in regards to an incident with older kids swearing and throwing rocks at younger kids. a. Correction of behavior-The phone calls pertained to who actually has the right to correct situations in the playground. R.Weinschenk stated that since he couldn't provide supervision 24 hours a day and in his opinion, any adult may correct any given situation if rude behavior is happening in the facility. He also felt"the older kids should look out for the younger kids". The board agreed. b. Age limit of user—R.Weinschenk also stated the playground was intended for use by individuals 2-12 years of age. He has received requests to limit the use to just those ages. He stated that since he couldn't provide supervision 24 hours a day and in his opinion, anyone could use the facility as long as they weren't causing a problem. If they cause a problem and are asked to stop, (see previous section)the individual had better stop and/or leave. If he were to correct it, it would result in their being asked to leave the facility. c. Hand Tile Towers—On a good note, Park Maintenance Supervisor David Bault reported that the hand tile towers for the entrance of the playground are complete and will be installed in the near future. The board felt these will provide an excellent and decorative entryway to the playground and thanked the Palace Guard for their continued support of the project. 4. Big Walnut Sports Park—Land&Water Conservation Grant Document: R.Weinschenk presented a letter of notification that the InDNR has received our Land& Water Conservation Grant application and are looking forward to visiting our site. 5. Maple Berry Park a. Recycled Product Purchasing Grant—R.Weinschenk stated he has received official notification that the department has received the$5,000 Recycled- Product Grant for which we applied. The grant will be used toward the purchase of recycled product amenities during the development of Maple Berry Park. b. IDEM—Mayor N.Michaels shared her conversation with a representative from the Indiana Department of Environmental Management who stated there are no Brownfield issues at Maple Berry Park. New Business Executive Session—President L.Hanson reminded everyone of the executive session with the city council and CACFED set for July 14, 6:30 p.m. to discuss upcoming"Land Acquisition". Minutes—page three Director's Report 1. Greencastle Jaycee's Annual Independence Day Celebration—R.Weinschenk presented an e-mail announcement he received from Greencastle Jaycee's President Chad Remsburg in regards to the plans for the upcoming Independence Day Celebration scheduled for Saturday, July 561 . 2. 2004 Fiscal Year Budget—R.Weinschenk presented an official copy of the third draft of the 2004 FY Budget proposal, which he presented to City Clerk Treasurer Pamm Jones and Mayor Nancy Michael following the last board meeting. 3. Recreation Program Updates a. SPARK—R.Weinschenk reported that Assistant Director Lori Newsom is doing a great job with SPARK Program. Over 200 kids have registered with approximately 150 kids attending each day. b. Blast Ball—Sponsored this year by Mike Rokicki Insurance, the Blast Ball program drew 40 participants, up from 24 last year. c. Tennis Lessons—Alisa Hodges is the instructor again this year, is doing an excellent job with 37 kids participating. Next Meeting President L.Hanson reminded everyone of the executive session on July 14, 6:30 p.m and that our next regular meeting will be held on August 2, 2003.
