Call To Order And Roll Call
The meeting was called to order by Mayor Eimers at 3:00 p.m. Mr. Colton, Mr. Eimers,
Mr. Muller and Mr. Venable answered the roll call. Ms. Arp was absent. A quorum was
present. Members of the staff present were Acting City Manager Carla Donica and
Personnel Clerk Chelsi Sholty.
City Manager Position
Mr. Eimers summarized the selection process. Mr. Colton stated that the next step was
to review the information from the reference checks done by Committee / Council
members.
Ben McMakin - Mr. Muller and Mr. Parapovich reported on information received on Ben
McMakin. Some of the comments reflected Mr. McMakin management style was hands
on, will delegate but wants to stay involved, detailed oriented, available to the public,
and oversaw various committees. Mr. McMakin's strong points were finance, urban
renewal, and personnel. Weaknesses were intelligence mistaken for condescending
and worked to hard. Mr. McMakin apparently left because of actions of Council.
However, it was related to Mr. Parapovich that now Mr. McMakin's vision did have
merit.
Discussion followed on length of short term / interim position, time to select permanent
City Manager, employment at will without contract, etc.
Bill Kretschmer— Mr. Parapovich reported that information received showed Mr.
Kretschmer to be intelligent, well rounded, good decision maker, team player, reliable,
and strong in finance. Weakness stated was Mr. Kretschmer would get impatient when
things were not done. A former business competitor was contacted and the comment
was that Mr. Kretschmer was capable and would do a good job as City Manager.
Bill Robertson — Mr. Eimers and Mr. Venable reported comments revealed Mr.
Robertson's strengths to be extremely competent, ethical, organized, loyal, excellent in
dealing with tasks, able to delegate, excellent communicator, open to suggestions /
input and goal orientated. Weakness mentioned was conflict with other manager which
was later resolved.
Mr. Colton outlined the next step of the selection process was to contact the candidates
and learn what their expectation were, make City expectations clear, and set date and
time for personal interview.

Discussion followed on expectations and what was wanted in a City Manager, some of
the issues / projects that will required decisions by the City Manager, moving and living
expenses, salary with and without a contract, possibility of hiring on consultant basis,
availability timeframe of candidates, and extent of background checks.
Mr. Colton recommended personal interviews be set up as soon as possible. Mr. Muller
will contact the candidates February 19tn
Mr. Eimers thanked everyone on the Selection Committee for their participation. Mr.
Colton reminded them that the job was not yet over.
Adjournment
Without further business, Mr. Colton moved to adjourn. Mr. Eimers seconded and the
motion carried unanimously. The council adjourned at 4:30 p.m.
