Minutes of Regular Board Meeting
Wednesday, October 1, 2003

Call to Order
The board meeting of the Greencastle Board of Park Commissioners was called to order
by President Leslie Hanson at 6:35 p.m. in the Greencastle City Hall Council Room.
Old Industrial Park Site Plan
President Leslie Hanson introduced Terry Killen with Gove Associates from
Indianapolis, Indiana, who began with a description of the 40-acre plat of land. During
this input session many ideas in regards to the development of the 40-acre tract of land
referred to as the Old Industrial Park site were received from members of the public, city
council, and board. Amenities discussed included:
• Greencastle Fire Station or substation— 1-2 acres located at the Northwest corner
to include some training grounds
• People Pathways Extension along Zinc Mill Road
• Nature path or Interpretive walk throughout the park, since many animals can be
seen wandering the area
• Educational/Plant Identification Trail- Tree and plant identification, wildlife
viewing areas would benefit and draw school field trips from the Middle School,
High School and New Pathways
• Playground equipment to serve the bordering neighborhoods to the south and west
• Community building with a divided meeting room and kitchenette that could be
rented for special occasions, such as family reunions, wedding receptions, prom.
• Gazebo that could serve as an outdoor shelter or a place for outdoor weddings,
graduation photos, reunions, etc.
• Meditation gardens that would include butterfly gardens, flowers and planting
areas surrounding the gazebo area,which could lead to a senior citizen Adopt-A-
Garden Program

• A Great Lawn, located on the northern portion, which could be an open field area
for kite flying, pickup (unorganized) soccer and football games, etc.
• Crossing of Highway 240 (Veteran's Memorial Highway) from the Wood's
Edition neighborhood to the Middle and High Schools, with either a lighted cross
walk or under pass (tunnel)
• Relocate on site, for the short-term, or locate to another site, on the long-term, the
yard waste recycling center and leaf dump
Following the public's response period, Parks &Recreation Director Rod Weinschenk
embellished on everyone's suggestions and gave a verbal walk through the future
municipal park.
President Leslie Hanson added that once a plan has been drafted, we (Park Board)would
like to schedule a presentation with the City Council to discuss the plan of developing the
Old Industrial Park site into a municipal park.
Final Design of the People Pathways Phase III: Albin Pond Road Trail Project-
Garth Hughes from Civil Engineering presented the final design for the Albin Pond Road
Trail Project. He presented a virtual tour along the proposed 2.04-mile route, which will
connect Tzouanakis Elementary School via Albin Pond Road to Deer Meadow
Elementary School.
Approval of Minutes
On a motion from T.Trigg, seconded by B.Harlan, the minutes from the regular meeting
held on Wednesday, September 3, 2003 were approved as presented. All Ayes. The
minutes from the Executive Meeting were unavailable, so were tabled until the next
meeting.
Finances: Approval of Monthly Claims & Invoices
Monthly Claims & Invoices - On a motion from B.Harlan, second by T.Trigg, the
October 2003 claims were approved for payment. All Ayes.
Public Input: Questions & Concerns—None
Big Walnut Sports Park Maintenance Agreement
The board authorized signing an agreement to maintain the green areas and structures at
Big Walnut Sport Park, beginning January 1, 2004 on a motion from B.Harlan, seconded
by J.Hennette. All Ayes. Signatures from the Big Walnut Sports Park Board
representatives will be sought.
Big Walnut Sports Park Master Plan
We are still in discussions with Gove Associates in regards to the contract to complete

the master plan for Big Walnut Sports Park, so this issue was tabled on a motion from
T.Trigg, seconded by B.Harlan. All Ayes.
Civil Engineering Consultants
We are still in discussion with Garth Hughes, Civil Engineering Consultants, in regards
to a contract to complete the People Pathways Phase V: Big Walnut Sports Park Loop, so
this issue was tabled on a motion from T.Trigg, seconded by J.Hennette. All Ayes.
Amplified Music at the Skatepark
A letter from Chad McAtee, First Assembly of God Church, was presented to the board
for a request to play amplified music at the skatepark. Since C.McAtee was unavailable
to address the board,the request was tabled on a motion from B.Harlan, seconded by
J.Hennette. All Ayes.
This issue raised a question in regards to the need for a policy addressing amplified music
in the park system. President L.Hanson and Director R.Weinschenk will contact City
Attorney Laurie Robertson to draft a proposal for the board's review.
Friends of the Park, Special Projects and Old Business
1. Friends of the Park—Lynn Wilson gave an update in regards to the Friends-of-
the-Park organization. President Bart Spencer has resigned his position on the
board, which then elected L. Wilson as the new president. New members for this
organization are being recruited.
2. People Pathways
a. SADD 5K - Joy Marley reported on the success of the SADD 5K Run held on
the Greencastle-to-Fillmore Trail. She reported that over 200+participants
lead to the success of the event to raise funds for a driving simulator for the
High School's Driver Education Program.
b. Backroad Bike Tour—Leslie Hanson reported that $3,300 was raised for
maintenance of the Fillmore-end of the Greencastle-to-Fillmore Trail.
c. "Hike With Your Hound"Program —Assistant Director Lori Newsom will
hold a new and innovative program on Saturday, October 4 on the
Greencastle-To-Fillmore Trail.
3. Emerald Palace Playground Improvements
a. Annual Sanding and Sealing—The Emerald Palace Playground will receive
its annual resealing with the help of 30 Depauw University students on Make
a Difference Day, Saturday, October 11, 10:30a.m.-12:45 p.m. and Phoenix
Community Corrections on Sunday, October 12, from 9:00 a.m.-4:00 p.m.
b. Musical Addition to the Playground—The Emerald Palace will be gaining a
new musical section through an addition being constructed by the Sigworth

family. It should be installed sometime in the next 10 days and will provide a
musical experience for the young users of the playground.
4. Maple Berry Park
a. Tree Plan —With the help of Stephanie Sheldon, Shrubworks, a plan for
the tree plantings at Maple Berry Park has been completed.
b. Greencastle Civic League—The Civic League has requested the tree plan
for a project they are interested in completing as an Arbor Day gift for the
new park.
c. Kiwanis Club—R.Weinschenk reported that he is scheduled to speak to
the Kiwanis Club on Wednesday, October 23, 12:00 Noon, in regards to
the Maple Berry Park project. The Kiwanis Club has expressed interest in
becoming involved with this park development project.
Putnam County Courthouse Annex Greenspace Maintenance Agreement
President L.Hanson reported that she has been in contact with County Attorney
Bookwalter's office in regards to the maintenance agreement with the county. He hasn't
returned her phone calls. This agreement is needed before we can improve the sight as
requested by the residents of the west side and City Council Member Tom Roach.
New Business - None
Director's Report
Parks&Recreation Director R.Weinschenk gave a short report on upcoming programs,
including the youth basketball program.

On a motion from B.Harlan, seconded by T.Trigg the meeting was adjourned at 8:35 p.m.
