HomeMy Public PortalAboutOctober 28 2003 Special Session 410 Greencastle Board of Park Commissioners Minutes of Special Board Meeting Tuesday, October 28, 2003 Present: President Leslie Hanson,Vice President Tim Trigg, Secretary Becky Harlan and Dr. John Hennette Absent: Greencastle Schools Ex-Officio Member Jeff McCall,Putnam County Library Ex-Officio Member Margot Payne and City Council Liaison Tom Roach Also Present: Banner Graphic Editor Eric Bernsee, Jan Firebaugh, Amy Robinson, Park Maintenance Supervisor David Bault and Park&Recreation Director Rod Weinschenk Call to Order The special board meeting of the Greencastle Board of Park Commissioners was called to order by President Leslie Hanson at 6:30 p.m. in the Greencastle City Hall Council Room. Approval of Minutes On a motion from B.Harlan, seconded by T.Trigg,the minutes from the Executive Meeting held on Wednesday, September 3, 2003,which were tabled during the last regular meeting were approved as presented. All Ayes. Public Input: Questions, Concerns, Statement-None Discussion of"Loud Music in the Park"Policy President L.Hanson presented a rough draft for the amplified music policy and a policy for holding public events in the park clarifying procedures for when groups have to request permission from the Board of Park Commissioners. These policies read: "No person shall cause, allow or permit noise, music, and or sounds from any radio, stereo, or other sound amplification system which is plainly audible at a distance of twenty-five feet at all Greencastle Park Facilities without permission of the Greencastle Park Board or the Director of Parks and Recreation. Any public event taking place at any Greencastle Park and Recreation Facility not sponsored in partnership with the Department of Parks and Recreation must obtain permission from the Greencastle Board of Park Commissioners." After some discussion on the word"noise", the board decided to drop the word"noise" and present the policy to City Attorney Lori Robertson for review. The policy will be brought back with her changes. Skateboard Lessons Program Director R.Weinschenk presented a proposal from the Putnam County Tobacco Prevention and Cessation Group to co-sponsor a Skateboard Lesson Program providing a positive activity with a "No Smoking"theme. The board gave their"head nod"to closing the skatepark from 10:30- 1:30 p.m. on Saturday,November 1 for the program. Special meeting—page two 11111110 Authorization to sign contract w/Gove Associates On a motion from J.Hennette, seconded by B.Harlan,the board authorized the hiring of Gove Associates, Indianapolis, to complete the Master Plan of the Big Walnut Sports Park facility. All ayes. Authorization to sign contract with Civil Engineering Consultants On a motion from J.Hennette, seconded by T.Trigg, the board authorized the hiring of Civil Engineering Consultants to complete the engineering of People Pathways Phase V Project: Big Walnut Sports Park Loop. All Ayes. Miscellaneous 1. Big Walnut Sports Park—J.Hennette presented a request from the Big Walnut Sports Park Board that the Greencastle Parks &Recreation Department not absorb any program which may be owe payment to the BWSP Board for participation at the sports park. R.Weinschenk stated that he and BWSP President Adam Cohen have had this discussion and agreed to it on both sides. 2. Courthouse Annex Park—President L.Hanson reported that she, Director R.Weinschenk and City Attorney Lori Robertson will be meeting with County Attorney Tim Bookwalter on Thursday,November 6,to discuss the maintenance agreement of the Putnam County Courthouse Annex in turn for providing the open area for a neighborhood park. 3. Old Industrial Park Site Plan—President L.Hanson reported that we will be presenting a preliminary plan for review by the board at next week's regular meeting. This plan will then be presented to the City Council on Wednesday,November 12. 4. Lil'Halloween Pumpkin Hour—Assistant Director Lori Newsom gave a report on her latest recreation program which target preschool aged children and their parents and was held at the Gathering Grounds downtown. The program attracted 10 individuals with everyone creating crafts and having fun. 5. Sand&Seal Days—Park Maintenance Supervisor D.Bault reported that the annual Sanding& Seal of the Emerald Palace Playground will be held this weekend with the help of the Phoenix Community Corrections. Adjournment With no further business,the meeting was adjourned at 7:22 p.m. on a motion from J.Hennette, seconded by T.Trigg. All Ayes.
