The following guests attended the meeting: Jack Deeken, Joe Ridenhour, Derek Thomas, Angela Hirsch, Zeke Long, Randy Aulbur, Grant Shorthose and Matt Brenneke. 1) Introductions No formal introductions were made at this time. 2) Approval of the August 11, 2022 Committee meeting minutes Councilman Lester moved and Councilman Kemna seconded to approve the August 11 minutes, motion carried. 3) Business Minutes/Jefferson City Public Works and Planning Committee September 8, 2022 1. MoDOT Presentation of the Highway 54/63 Lane Addition North of the Missouri River Bridge and the Truman Boulevard Interchange Scoping Study 2 Mr. Aulbur gave a presentation and explained the various options for a lane addition on Highway 54/63. He stated MoDOT will be having public meetings in the next couple months regarding the options. He then went on the discuss the unfunded needs project on Truman Boulevard interchange project and how it is not a good pedestrian and bicycle mode due to site distance problems. He stated there will be public meetings coming up soon. 2. Parking Garage Study Update and App Update (Britt Smith) Mr. Smith explained the consultant should have the draft study to the City next month. Staff has ordered new parking rate cards to place on the meters, new signage to reflect the time limit change, and the software vendor is working on the app. There was discussion among Committee members and staff regarding the draft study taking so long, one of the parking garage stairwells being closed, possibly supply chain issues for rate cards, and possible changes to additional parking rates. Chairman Fitzwater requested the raising the parking rates be placed on the October Committee meeting for discussion. 3. Program for Upgrading Private Stormwater Systems (Committee Feedback) Mr. Morasch explained staff has created another section in the stormwater code. There was discussion among Committee members and staff regarding the cost to the homeowner, the restoration of the property would be at the homeowner cost, and the petition needing to be signed by all owners whose property agreed upon the drainage system resides. Committee members requested staff bring this item back to the Committee at the October Committee meeting. 4. TAP Grants for City Street Crosswalks at Southwest Boulevard, Lafayette Street, Edgewood Drive, and the Highway 179 Bypass Trail (David Bange) Mr. Bange explained staff is requesting the Committee to move the Missouri Highways and Transportation Commission Transportation Alternatives Funds Program agreement for the improved crosswalks at Southwest Boulevard and at Lafayette Street to the Council with recommendation to approve. The agreement for the acceptance of the grant for the 179 Bypass Trail will be presented to the Parking Commission for approval at their upcoming meeting. Minutes/Jefferson City Public Works and Planning Committee September 8, 2022 3 There was discussion among Committee members and staff regarding the height of the raised crosswalk, the funding of the 20 percent match, and safety. Councilman Kemna moved and Councilman Lester seconded to refer the TAP grant agreements to the City Council with recommendation to approve, motion carried. 5. Public Transit Advisory Committee (PTAC) Recommendation for Transit Fare Increase (Mark Mehmert) Mr. Mehmert explained the PTAC recommended the Committee consider a change to transit fares at their August 30 meeting. Fare changes should be considered in light of the level of inflation, which is up approximately 42 percent since the last fare change in 2007. There was discussion among Committee members, staff and those present regarding electronic payment and cost, and the required public hearings prior to consideration by the Council. Councilman Spencer moved and Councilman Lester seconded to refer the fare change recommendation to the City Council with recommendation to approve, motion carried. 6. On-line Building Permit Process (Matt Kreyling) Mr. Kreyling explained the new permitting and inspection software has been implemented to improve internal and external communications and processes through the plan review, permitting, and inspection phases of all construction project within the City. This will give a public access portal where designers, contractors, and property owners can track the progress of their projects. There was discussion among Committee members and staff regarding if this was presented to the Home Builders Association, on-line payments for permits, and a much easier application process. Mr. Kreyling stated he would discuss the program with the HBA. 7. Regulation of Utilities in Right-of-Way (Chairman Fitzwater) Chairman Fitzwater stated he gets several calls from citizens complaining regarding the utilities not fixing the yards when doing work in the City. There was discussion among Committee members, staff, and those present regarding the disruptions, restoring yards, keeping the streets clean, State law allowing standards for restoration, and the possibility of the City restoring and billing the utilities, the need for better communications with property owners, and using door hangers to Minutes/Jefferson City Public Works and Planning Committee September 8, 2022 4 explain to property owners when the restoration may be finished. There was also discussion of cables running through the streets. Mr. Moehlman stated many of these items discussed could be put in the City standards and staff would work with the utility companies on time limits. Chairman Fitzwater requested the item come back to the Committee at a future meeting. 8. Annexation in General (Chairman Fitzwater) Councilman Spencer asked about the Wildwood and Algoa areas for annexation. There was discussion among Committee members and staff regarding if properties want City sewer they must sign for voluntary annexation, involuntary annexation, and development agreements. Chairman Fitzwater requested Mr. Crowell and Mr. Moehlman work to get an Annexation Committee together. 4) Citizen opportunity to address Council/Staff on Stormwater and Other Public Works Issues) • Mr. Shorthose asked the Committee to not approve the removal of the ramp MoDOT is discussing on Route W. There is a lot of traffic that uses Route W. Committee members requested staff coordinate with the businesses across the river to get their idea. Staff explained the City Council could do a resolution to send an official position letter to MoDOTto keep this ramp open. Mr. Morasch stated staff would have something for the next Committee meeting. 5) Reports: Neighborhood Service Grant Updates (Rachel Senzee) Ms. Senzee gave an update on the grants. She explained staff is continually looking for opportunities for use of grant funds. She stated this item will be a continual agenda item to update the public about funding opportunities, give Council the information to provide their respective constituency, and provide information to support budgetary decisions. There was discussion among Committee members and staff regarding if the developer could do a presentation at a Council meeting or if a Special Work Session would be needed. *Councilman Spencer left the meeting at this time (10:05 a.m.). 6) Adjourn Councilman Kemna moved and Councilman Lester seconded to adjourn the meeting at this time (10:15 a.m.), motion carried. U:\Public Works\Engineering\dbange\PUBLIC WORKS & PLANNING\2022\1 0-2022\Funding Private Stormwater.docx • Sec 31-280.-PRIVATE STORMWATER CONVERSION PROGRAM The purpose of this article is to provide a means by which privately owned stormwater systems may be accepted for future maintenance by the City through the granting of easements, system reconstruction to City standards, and the participation in cost by private property owner. • Sec 31-281.-Petition necessary. For each project which may be eligible for inclusion in the City's Private Stormwater Conversion Program (PSCP), a petition shall be submitted by the owner or owners upon whose property the stormwater system exists. The petition shall be made on a form approved by the Director of Public works and said form shall be submitted by March 1 of each year for consideration for the following year's fiscal budget. Petitions shall be considered denied if not funded in the following year's budget. Any denied petition shall not be carried over to the next budget year. • Sec 31-282. -Participation requirement. Property owners may petition the City Council, on a form approved by the Director of Public Works, to reconstruct private stormwater systems along an existing stormwater system or a portion of that system that is agreed to in advance by the Director of Public Works. The petition shall be signed by all of the owners upon whose property the agreed upon drainage system resides. • Sec 31-283. -Cost to applicant. A. The cost to each property owner for the installation of the storm water system for an approved PSCP project shall be set by the City Administrator each year in appendix Y. If the stormwater system lies along a property line the owner on each side shall pay~ of the cost outlined in schedule Y. B. Owners are required to prepay the entire amount of their participating costs prior to the approval of the construction contract by the city Council or City Administrator. C. All costs associated with the restoration of the property sha II be the responsibility of the petitioners in addition to the costs outlined in appendix Y. This shall include but is not limited to the restoration of pools, out buildings, driveways, sidewalks, retaining walls, fences, trees, landscaping, and grassed areas. D. The Council at its discretion may elect to lower the cost to the petitioner by reducing the costs outlined in appendix Y or by increasing the City's participation in other aspects of the project. • Sec 31-284. -Stormwater system design and granting of easement. A. The stormwater system will be designed by the City or by their consultants. The system will be designed to meet City of Jefferson standards and located so as to as to be efficient and easily maintained. B. The property owners upon whose property the stormwater system is placed shall grant to the City an easement for said storm water system. The width of the easement shall be as prescribed by City Standards. C. The petitioners shall grant temporary construction easements as may be required for the installation of the stormwater system. • Sec 31-285.-Funding, criteria for project selection. In determining which if any projects shall be funded the following criteria will be considered: A. Funding available B. Number of properties affected C. Existing condition D. Effect on existing City infrastructure E. Staff have prepared a Resolution in opposition to the proposed removal of the on ramp from Highway W (also called Cedar City Drive) onto westbound Highway 54 for the approval of the Committee and ultimately the City Council as a whole. At last month's Committee meeting MoDOT presented plans for the widening of Highway 54/63 to three lanes between the Missouri River and the Highway 54/63 interchange . The plan that was presented as the preferred option included the removal of the on ramp from Highway W onto westbound Highway 54. The removal of this ramp will require those wishing to come from North Jefferson to Jefferson City to travel eastbound (north) on Highway 54 to the interchange with Highway 63 then take the Highway 63 exit and then without leaving the acceleration/deceleration lane take the Highway 54 exit ramp to then reach westbound Highway 54 . This proposed routing would add approximately 1.5 miles to the trip for anyone wishing to come into Jefferson City from the Airport or Sand Plant and slightly more for anyone coming from MFA or other origins located on the western side of the Highway . The closing of this ramp would also affect the return journey of anyone from Jefferson City who may be taking part in the recreational activities on the northern side of the river including the Highway 63 sports complex and the Katy Trail as well as other amenities such as the dog park, community gardens , and other practice and sports fields. MoDOT did present alternatives which allowed for the access to remain . With one of the options being to widen the land-based portion of the Missouri River bridge which would allow the ramp and the access into Jefferson City essentially as it is now. From the stand point of travel distance and driver expectation this appears to be the best option. If you have any questions you may contact me at 634-6433 . WHEREAS, MoDOT has presented a plan to add an additional lane in each direction to Highway 54/63 between the Missouri River and the Highway 63 interchange and said project is part of MoDOT's STIP; and WHEREAS, the preferred plan presented by MoDOT includes the removal of the westbound on ramp to Highway 54 from Route W (Cedar City Drive); and WHEREAS, the Route W westbound ramp supports economic vitality of the region and businesses such as the Jefferson City Memorial Airport, Capitol Sand Company with the companion asphalt plant, and MFA Agri Services by providing direct access to Jefferson City; and WHEREAS, the Route W westbound ramp supports quality of life and recreational opportunities to the citizens of Jefferson City by providing access from the community gardens, the dog park, the 63 Diamonds Sports Complex, the Katy Trail State Park, and other recreational activities in North Jefferson; and WHEREAS, the removal of the Route W westbound ramp onto Highway 54 would require motorists seeking to come to Jefferson City from North Jefferson to first travel north to the Highway 63 interchange and navigate two cloverleaf ramps; and WHEREAS, the routing of traffic to the Highway 63 interchange would defy driver expectation, increase travel distance, and consume additional time and fuel. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Jefferson Missouri opposes the removal of the westbound on ramp to Highway 54 from Highway W as proposed by MoDOT in the preferred plan presented to the Public Works and Planning Committee on September 8· 2022. McCarty Street o Jefferson City, Missouri 65101 o P 573-634-6410 o F 573-634-6562 o www .jeffcitymo .org Date: October 6, 2022 To: Public Works and Planning Committee Through: Matt Morasch, Public Works Director From : Eric Seaman , Wastewater Division Director Subject: Biosolids Upgrade Project This project to upgrade the sewage sludge or "biosolids" processing at the treatment plant was profiled as a first priority project that will require a large expenditure of funds (approximately $11M) to renew and improve the facility . To date , staff has acquired the necessary environmental clearances for funding and the Missouri Department of Natural Resources has placed this project on the Intended Use Plan for State Revolving Loan Fund (SRF) funding . To meet many of the supply shortages and cost increases that are anticipated for the near future , staff researched alternatives and issued a request for supplier qualifications to approach this project as progressive Design-Build Project. Staff has selected Burns & McDonnell Engineering Co., Inc. working with Engineering Surveys and Services LLC for the project. The progressive Design-Build process delivers projects on average 33% faster and 6% less cost than conventional procurement methods. It presents an advantage for this project for multiple reasons: 1) The loan closing with MDNR can occur once a guaranteed price is established so the City can expend less money before being reimbursed from the SRF . 2) It will allow procurement prior to 2024 when the market is expected to experience cost accelerators due to ARPA fund projects. 3) Cost and time risks are managed by the Design-Build team impact the City only in rare occasions (force majeure , etc .) The progressive Design-Build process also has an "off-ramp" clause that allows the City to bid the construction conventionally if the project is not progressing during the design phase . Department of Planning and Protective Services Memorandum 320 East McCarty Street • Jefferson City, Missouri 65101 • P: 573 .634 .64 10 Date: October 13, 2022 To: Public Works and Planning Committee From: Eric Barron, Planning Manager Subject: Home-Based Businesses -Changes in State Law The Missouri Legislature recently passed, and the Governor signed, House Bill 1662, which includes limitations on restrictions that cities can place on home-based businesses. These limitations include that cities cannot prohibit what is defined as a "no impact home-based business", and limitations on what regulations cities can place on home-based businesses. Missouri Revised Statutes Section 71.990 and Section 89 .500 are attached for your reference . Regulations for home -based businesses in Jefferson City are contained in the Zoning Code. The purpose of the regulations is to permit limited home-based businesses while protecting the surrounding residential area . These regulations include a prohibition on businesses that rely on customers coming to the residence to receive goods or services, and include various performance standards in areas such as vehicle traffic, storage, and use of mechanized equipment. Section 35-41. B.12 of the Zoning Code dealing with Home Occupations is attached for your reference. Certain sections of the City Zoning regulations for home-based businesses are in conflict with the new state laws. In particular, the definition of a "no impact home-based business" in state law includes businesses that provide service by appointment at the residence, and may involve more than one client at the residence at one time. In order to remove conflicts between the Zoning Code and the new state law, and establish regulations or standards where the state law permits, staff are preparing amendments to the Zoning Code regulations and amendments to the approval process for home-based businesses . Planning Division staff process approximately 30 home-based business licenses per year. Inquiries on types of businesses that are not permissible are common (typically service based businesses such as hair stylists, dog grooming, massage therapy, etc). Home-based business, use of residential dwelling -limitations on restrictions by political subdivisions -reasonable regulations permitted. -1. As used in this section, the following terms mean: (1) "Goods", any merchandise, equipment, products, supplies, or materials; (2) "Home-based business", any business operated in a residential dwelling that manufactures, provides, or sells goods or services and that is owned and operated by the owner or tenant of the residential dwelling. 2. Any person who resides in a residential dwelling may use the residential dwelling for a home-based business unless such use is restricted by: (1) Any deed restriction, covenant, or agreement restricting the use of land; or (2) Any master deed, bylaw, or other document applicable to a common-interest ownership community. 3. Except as prescribed under subsection 4 of this section, a political subdivision shall not prohibit the operation of a no-impact, home-based business or otherwise require a person to apply for, register for, or obtain any permit, license, variance, or other type of prior approval from the political subdivision to operate a no-impact, home-based business. For the purposes of this section, a home-based business qualifies as a no impact, home-based business if : (1) The total number of employees and clients onsite at one time does not exceed the occupancy limit for the residential dwelling; and (2) The activities of the business: (a) Are limited to the sale of lawful goods and services; (b) May involve having more than one client on the property at one time; (c) Do not cause a substantial increase in traffic through the residential area; (d) Do not violate any parking regulations established by the political subdivision; (e) Occur inside the residential dwelling or in the yard of the residential dwelling; (f) Are not visible from the street; and (g) Do not violate any narrowly tailored regulation established under subsection 4 of this section. 4. A political subdivision may establish reasonable regulations on a home-based business if the regulations are narrowly tailored for the purpose of: (1) Protecting the public health and safety, including regulations related to fire and building codes, health and sanitation, transportation or traffic control, solid or hazardous waste, pollution, and noise control; or (2) Ensuring that the business activity is compliant with state and federal law and paying applicable taxes. 5. As used in this section, the term "home-based work" means any lawful occupation performed by a resident within a residential home or accessory structure, which is clearly incidental and secondary to the use of the dwelling unit for residential purposes and does not change the residential character of the residential building or adversely affect the character of the surrounding neighborhood. 2. A zoning ordinance or regulation adopted pursuant to this chapter that regulates home-based work shall not: (1) Prohibit mail order or telephone sales for home-based work; (2) Prohibit service by appointment within the home or accessory structure; (3) Prohibit or require structural modifications to the home or accessory structure; (4) Restrict the hours of operation for home-based work; or (5) Restrict storage or the use of equipment that does not produce effects outside the home or accessory structure. 3. A zoning ordinance or regulation adopted pursuant to this chapter that regulates home-based work shall not contain provisions that explicitly restrict or prohibit a particular occupation. 4 . The application of this section does not supersede any deed restriction, covenant, or agreement restricting the use of land nor any master deed, by law or other document applicable to a common interest ownership community. Home occupations. a. Purpose. The purpose of these home occupation regulations, standards and requirements are: (1) To permit and regulate the conduct of home occupations as an accessory use incidental to a dwelling unit, whether owner or renter occupied; (2) To ensure that such home occupations are compatible with, and do not have a injurious effect on adjacent and nearby residential properties and uses; (3) To adequately protect existing residential neighborhoods from dust, odors, noise, traffic and/or other potentially adverse effects of home occupations; (4) To allow residents of the community to use their homes as a work place and a source of livelihood, under certain specified standards, conditions and criteria; (5) To enable the fair and consistent enforcement of these home occupation regulations; and (6) To promote and protect the public health, safety and general welfare. b. Generally. No home occupation, except as otherwise provided herein, may be initiated, established, or maintained except in conformance with the regulations, administrative procedures and standards set forth in this Section. c. Permit required. No home occupation shall be established until a home occupation permit has been issued by the Director. d. Home occupation performance standards. Home occupations shall comply with the following performance standards: (1) Home occupations may be operated only by a full-time resident of the property in which the activity occurs. A home occupation shall not involve the assistance of on-site employees who do not reside on the premises as full-time residents. (2) The home shall maintain a residential appearance and shall not be modified to call attention to the home occupation. (3) No more than one non-illuminated sign, with a maximum size of one square foot, and affixed against the wall or a window, shall be permitted for a residence where one or more home occupations are operated. (4) The home occupation shall be conducted completely within the residence or accessory structure and the total space used for all home occupations shall not exceed 25 percent of the total floor area, or 400 square feet, whichever is less, of the residence including basement and/or finished attic spaces. (5) The applicant for a home occupation shall demonstrate that public facilities and utilities are adequate to safely accommodate any equipment used in conjunction with the home occupation. (6) Mechanized equipment, used in conjunction with the home occupation, shall be used only within a completely enclosed structure. No equipment shall be used that creates a nuisance due to odor, vibration, noise, electrical interference or fluctuation in line voltage beyond the property line of the lot upon which the home occupation is conducted. Use of power equipment in open garages, on driveways, or on patios is prohibited. No mechanized equipment shall be stored outside. (7) No materials, goods or equipment, including equipment being repaired or used in conjunction with the home occupation, shall be stored or displayed outdoors. (8) Only one vehicle may be used for the home occupation and shall not exceed one ton capacity. One trailer only may be used in the conduct of a home occupation and shall be stored in an enclosed garage on the premises or stored off-site at a location approved for such storage. (9) Storage or use of dangerous, combustible or volatile materials to be used in conjunction with the home occupation shall be governed by the Jefferson City Fire Code. (10) No more than eight additional vehicle trips per day shall be generated by the home occupation. (11) Deliveries related to the home occupation shall not occur more frequently than twice per day between 7:00 a.m. and 7:00 p.m., not including any deliveries made by the U.S. Postal Service. Deliveries shall not require the use of vehicles other than parcel post or similar parcel service vehicles. Tractor trailer use for general freight hauling is not permitted. (12) Customer and client contact shall be conducted by electronic means, telephone, by mail, or off-site and not on the premises of the home occupation, except for home occupations such as day care service, tutoring, or teaching. The home occupation shall not solicit customers to come to the home address by (1) advertising an "open house" for marketing products or services available; or (2) print or broadcast media including telephone "yellow page" ads. e. Prohibited home occupations. The following uses shall not be permitted as home occupations: (1) Any home occupation that involves the congregation of non-resident employees at a dwelling unit; (2) Barber shops and beauty parlors; (3) Cabinet making, furniture making; (4) Dancing schools; (5) Medical or dental offices or clinics, chiropractors, veterinarians, massage therapy, tattooing, body piercing, and counseling provided at the residence; (6) Motor vehicle repair or service; (7) Stripping, sanding, refinishing, restoration or painting of vehicles, household appliances or furniture; (8) Antique, resale, or second hand shops; (9) Repair shop for appliances, computers or equipment, except that an office only for such businesses may be established as a home occupation with no storage or dropping off of the appliances, computers or equipment at the residence; {10} Studios, including photography, audio and video production; (11) Contractors' operations, including home maintenance, excavating, landscaping or lawn maintenance services; except that an office only for such businesses may be established as a home occupation, with no storage or dropping off of equipment, vehicles, or materials at the residence; (12) Home occupations which fail to meet the standards of this Article. f. Burden of proof. In any and all procedures, hearings and appeals, the burden of proof regarding compliance and qualification for a home occupational use of property shall be on the person seeking or attempting to retain a home occupation use. g. Application content. Any application required for any permit or license related to a home occupation shall include at least the following information: (1) The first and last name(s) of the persons operating the home occupation; {2} The specific nature of the home occupation; {3} The address of the residence to be used for said home occupation; {4) Whether or not the home occupation will involve the receiving of clients or customers, and if so, the anticipated volume and frequency of the same; (5) The anticipated frequency of the deliveries related to the home occupation; and {6} list of chemicals, materials and substances used in conjunction with the home occupation. h. Revocation of home occupation permits. If, in the opinion of the Director, any home occupation has become a safety hazard to the public, pedestrians, motorists, or to adjacent or nearby properties, residents or businesses, the Director shall institute proceedings to revoke the home occupation permit. Failure to abide by performance standards in this ordinance, failure to abide by any special conditions of the permit or the operation is not in compliance with the conditions described in the permit application shall be grounds for revocation of the home occupation permit. Notice of intent to revoke the home occupation shall be sent to the property owner on which the home occupation is being undertaken and the operator of the home occupation. Notice and procedure shall be in accordance with section 35-70. i. Appeals of decisions involving home occupations. The applicant shall have the right to file an appeal of a decision of the Director with the Board of Adjustment in conformance with subsection 35-73.B or C. The City is seeking grant funding to fund the third phase of the West Main Street Survey project. The proposed project is Phase Ill of a multi-phase approach to surveying the neighborhoods along and off of West Main Street. Phase Ill will focus on the High Point, Wolffs, Jefferson Heights, and Carlins Addition subdivisions. The City is interested in assessing National Register District eligibility. Carlins Addition subdivision was formed in 1899, High Point Place subdivision was formed in 1915, Wolffs subdivision was formed in 1917, and the Jefferson Heights subdivision was formed in 1946. The proposed subdivisions to be surveyed are bounded on the north by West Main Street, on the East by Havana Street, Hart Street and West McCarty Street, on the South by Industrial Drive, and on the west by Ridgewood Drive and Vista Road. The structures located within the subdivisions are smaller and more vernacular in terms of architectural style. They are characteristics of working class homes built in the late 19th and early 20th centuries. Residential structures are generally one-story, one-and-a-half story, or two stories in height. The vast majority of the houses have a front porch; turned porch columns and balustrades are frequent. Several structures sit on raised foundations made of native stone. A number of homes feature architectural details such as fish scale shingles, carved wooden entry doors, turned balusters and columns, and leaded or stained glass windows. The High Point Place subdivision features 1920's kit homes. The original survey was completed in 1992 and did result in the creation of the Capitol Avenue Historic District and the Hobo Hill Historic District. Within the survey boundaries there are multiple National Register sites: East End Drug, H.E. Gensky Grocery Store, John B. & Elizabeth Ruthven House, Kaullen Mercantile Company, and the Woodlawn and Jefferson City National Cemetery. However, the survey was approached in a manner that is not consistent with current best practices, making it difficult for the possibility of additional National Register Districts. The original survey map carved around potential resources for reasons that are not clear. In some cases, not all structures in a subdivision were included, making it difficult to maintain integrity for the neighborhood. The second reason the City of Jefferson would like to resurvey the Historic East is due to the damage sustained from the 2019 EF-3 tornado. Several structures were demolished by, or subsequently after, the storm. The City is interested in accessing what historic resources remain and if those resources remain intact. The Historic East neighborhood lies directly east of Jefferson City's downtown. The neighborhood tapers from commercial to residential with mixed used structures along main thoroughfares. During the City's formative years, the Capitol and the Missouri State Penitentiary (MSP) were the economic drivers that initiated original development in those respective areas. Rapid growth (1880-1940) to sustain two State institutions attribute to the mixture of commercial, mixed use, and residential in the Historic East neighborhood. Easily identifiable as two distinct development locations, the Historic East and Capitol areas eventually met at their respective boundaries and merged into what exists today. The boundaries for the resurvey of the Historic East will carve out those areas that have already been listed. It will also attempt to capture resources that were left out of the original survey. The western most boundary will be Adams Street; northern boundary will be High Street and E Capitol Avenue; eastern boundary will extend to Benton Street and Clark Avenue; southern boundary will be the State Highway 50/63. CDBG-CARES (CV)-Childcare Facility Grants-$413,435 Current Timeline: • Funds need to be spent by December 31, 2022 • All funds have been subgranted to 11 childcare facilities for: childcare subsidies, overhead costs, or small construction projects to prepare, prevent, or respond to COVID-19 • $82,687 for ad min {staff time and Housing Needs Assessment) • $330,748 in subgrants • One project is currently experiencing delays due to the environmental review process . CDBG-Disaster Recovery (DR)-Housing Recovery Activities $7,309,300 • Program Proposal was sent to the Department of Economic Development {DED). • Grant Award was received and will be on the Consent Agenda at the October 17 Council meeting. • Next Steps: o Once MHDC selects recipients, the City will know what remains of the DR budget and will begin working on other program opportunities. Historic Preservation Fund (HPF) HPF Resurvey Historic East -$12,500 Total Project Cost • Consultant, David Taylor, did not comply with the terms of his contract and was unable to produce the product. The SHPO will allow the City to pursue the project in a future funding cycle. HPF Lower Jefferson Survey-$12,500 Total Project Cost • Consultant, David Taylor, did not comply with the terms of his contract and was unable to produce the product. The SHPO amended the City's 2022 grant agreement to complete this project with a new consultant. HPF Historic Context-$50,000 Total Project Cost • Project has been completed. HPF Structural Assessment-$28,000 • All -State has completed its assessments and will present to Council on October 19. Paul Bruhn Revitalization Grant -$675,000 • Received 6 applications.
