HomeMy Public PortalAboutJanuary 21 2004 Special Session Greencastle Board of Park Commissioners ,...\ Minutes of the Special Board Meeting—Retreat#1 Wednesday, January 21, 2004 Present: President Leslie Hanson,Vice President Tim Trigg, Secretary Becky Harlan, and Dr.John Hennette Absent: City Council Liason Russ Evans,Greencastle Community Schools Ex-Officio Member Jeff McCall and Putnam County Library Ex-Officio Member Margot Payne Also Present: Big Walnut Sports Park Board President Adam Cohen,BWSP Secretary- Treasurer Helen Gunn,Parks Maintenance Supervisor David Bault and Parks& Recreation Director Rod Weinschenk Call to Order The special Greencastle Board of Park Commissioners meeting/retreat was called to order at 7:00 p.m.by President L.Hanson in the administration office of the Parks&Recreation Department. Master Plan Review Director R.Weinschenk provided copies of"Chapter Six: Action Plan"of the 2003-2007 City of Greencastle Parks&Recreation Master Plan for everyone's review. He highlighted the items that have been completed in the year 2003 and those that needed yet to be accomplished. He pointed out that removal of the water tower under 2006 could be removed from the list. President L.Hanson stated that the conversations held in retreat will also be used to. formulate an amendment to the department's Master Plan,which needs to be submitted to the Indiana Department of Natural Resources by March 1,2004. Big Walnut Sports Park Master Plan-R.Weinschenk informed everyone that the conversations held in regards to future development of Big Walnut Sports Park will be used as an input session for the park's Master Plan,in which Gove Associates is preparing. L.Hanson invited everyone to Wednesdays, February 4th,regular board meeting which will begin with a public input session in regards to the Master Plan of BWSP. Items discussed included: a. Paved roads are needed. A question arose as to the extend of paving,whether they be constructed of concrete, asphalt or chip&seal. b. Additional Adult Slow-Pitch Softball Field(lighted)was needed. A location was discussed. c. Additional Girls Slow-Pitch Softball Field(lighted)was needed,with a possible location discussed. d. Additional Girls Fast-Pitch Softball Field was needed. Discussion determined that this could be shared with the Adult Slow-Pitch Field. e. Community Center—possible locations within the boundaries that may accommodate a community center. f. Parking for practice soccer fields in Southeast corner of property g.Additional parking is needed with possible locations discussed. h. Modern restroom facilities,which will be partially taken care of through the maintenance agreement with the department i. Flag Football Field needed, with possible locations discussed. j. ADA accessible walkways needed to all facilities k. ADA accessible bleacher pads needed at all facilities 1. Drinking fountains needed that won't break during cold seasons BWSP Maintenance Plan—R.Weinschenk reminded everyone that as of January 1S` we are now in charge of maintenance of Big Walnut Sports Park. We will be trimming trees next week. LWCF Grant Reapplication—The board discussed the Land&Water Conservation Grant from last year. They felt that a lot of changes from last year's application wasn't necessary, but will wait until the public input session scheduled for February 4 to see what ideas are collected. People Pathways Updates-L.Hanson updated everyone in regards to People Pathways: Phase III,N and V. Between the People Pathways organization and the City of Greencastle,we will need to raise an approximate$240,000 to match the$905,410 received through the ISTEA Grant. Future Plans—R.Weinschenk recommended that we hold off in submitting grant applications for trail improvements until the funding has been raised for Phase N: The Health Link. Once that has been collected,then we should target these grant applications for the development of Rokicki, Maple Berry,Jaycee and Big Walnut Sports Parks. Other Updates Council Retreat-President L.Hanson reminded everyone that the group would meet with the City Council on January 28 as a joint retreat. Project Updates—President L.Hanson passed on updates re: Rokicki Community Park,Maple- Berry Park,Putnam County Annex and Jaycee Park.
