HomeMy Public PortalAboutJanuary 28 2004 Special Session Greencastle Board of Park Commissioners Minutes of the Special Board Meeting—Retreat #2 Wednesday, January 28, 2004 Present: President Leslie Hanson,Vice President Tim Trigg, Secretary Becky Harlan,Dr. John Hennette, and City Council Liason Russ Evans Absent: Greencastle Community Schools Ex-Officio Member Jeff McCall and Putnam County Library Ex-Officio Member Margot Payne Also Present: The Honorable Mayor Nancy Michael; City Council members: Mark Hammer, Bob Sedlack,Tom Roach,John Lanie;Mayor's Intern Brian Winstead; Parks Maintenance Supervisor David Bault and Parks&Recreation Director Rod Weinschenk Call to Order The special Greencastle Board of Park Commissioners meeting/retreat was called to order at 7:00 p.m.by President L.Hanson in the lower meeting room of Greencastle City Hall. Master Plan Review Director R.Weinschenk provided copies of"Chapter Six: Action Plan" of the 2003-2007 City of Greencastle Parks &Recreation Master Plan for everyone's review. He highlighted the items that have been completed in the year 2003 and those that needed yet to be accomplished. He pointed out that removal of the water tower under 2006 could be removed from the list.�,,,N President L.Hanson stated that the conversations held in retreat will also be used to formulate an amendment of the department's Master Plan,which needs to be to the Indiana Department of Natural Resources by March 1, 2004. Big Walnut Sports Park Master Plan - R.Weinschenk informed everyone that the conversations held in regards to future development of Big Walnut Sports Park will be used as an input session for the park's Master Plan, in which Gove Associates is preparing. L.Hanson invited everyone to Wednesdays, February 4th,regular board meeting which will begin with a public input session in regards to the Master Plan of BWSP. Ideas received in regards to BWSP included: 1. Russ Evans -Upgrade the restroom facilities 2. Mark Hammer—Concentrate on improving paving and roadways 3. Tom Roach—Seek financial help from the County Commissioners 4. Mark Hammer- Secure Grants funding& sponsorships for funding development BWSP Maintenance Plan—R.Weinschenk reminded everyone that we are not in our contract period for maintaining BWSP and that we will be echoing the past contract between BWSP and the leagues, mainly mowing and weedeating and general upkeep of the buildings and restrooms. Retreat Minutes—page two People Pathways �''., President L.Hanson provided an update and lead discussions regarding People Pathways' Phases III, IV and V, as well as secured thoughts towards future pathway projects. Rokicki Community Park Master Plan - The Master Plan for Rokicki Park was discussed, with a thought on securing partnerships with the Greencastle Fire Department, Quail Unlimited, People Pathways and Sycamore Trails when developing this property. Development Timeline-R.Weinschenk reminded the group that the timeline for development was forecast for 5-7 years in the future as grant funding is secured. Sign Design—R.Weinschenk passed around photos of a proposed permanent sign he would like to see constructed at Rokicki Community Park. This sign would be constructed of Indiana Limestone. Maple-Berry Park Discussion was held on a Brownfield Grant application to clean up the petroleum residual located on the eastern end of the property and the timeline for development. Putnam County Courthouse Annex This piece of property was discussed including the maintenance agreement in exchange for using the property for a neighborhood park and future development. Possible New Projects The group discussed the possibilities of creating a Non-Reverting Capital Fund for park development,maintenance of Jaycee Park, creation of a Community Center Fact-Finding subcommittee, and future acquisition and development of a park surrounding qarry located directly east of Robe-Ann Park.
