Minutes of the Regular Board Meeting
Wednesday, March 3, 2004
Present: President Leslie Hanson,Vice President Tim Trigg, Secretary Dr.John Hennette,

Absent: Greencastle Schools Ex-Officio Member Jeff McCall

Call to Order
The regular meeting of the Greencastle Board of Park Commissioners was called to order at 7:00
p.m. by President L.Hanson in the Greencastle City Hall council room.
Public Input Session
1. Putnam County 4-H Dog Club Fundraiser-Tina Hall with the Putnam County 4-H Dog
Club requested the use of the Greencastle-To-Fillmore Trail portion of the People Pathways
on Saturday,May 22°1 for a Dog Walk Fundraiser for new club agility equipment.
Registration will begin at 8:30 a.m.with the event beginning at 9:00 a.m. On a motion from
B.Harlan, seconded by T.Trigg the request was approved. All Ayes.
2. Jaycees Easter Egg Hunt—David Bault requested the use of Robe-Ann Park on Saturday,
April 3rd, 10:00 a.m. for the Greencastle Jaycees Annual Easter Egg Hunt. Rain date will
Sunday,April 4th,2:00 p.m. On a motion from T.Trigg, seconded by J.Hennette,the request
was granted. All Ayes.
3. Women's/Coed Softball League Request—Adam Cohen,Big Walnut Sports Park Board
President,made an inquiry as to whether the Greencastle Board of Park Commissioners and
the Parks&Recreation Department would be interested in organizing the women's softball
and coed softball leagues this upcoming season. He explained that the current organizers are
in arrears,the board didn't want to penalize the players,and wanted to offer an alternative.
On a motion from T.Trigg, seconded by B.Harlan,the board instructed R.Weinschenk to
pursue the women's and coed slow-pitch softball program. The motion passed unanimously.
R.Weinschenk requested of A.Cohen a reservation of Tuesday and Thursday evenings for the
women's program.
4. Tornado Siren—A.Cohen informed the board that a tornado siren and a future lightning
detection system will be installed at Big Walnut Sports Park, for the users of the park and
nearby residences.
Approval of Minutes
On a motion from J.Hennette, seconded by B.Harlan the minutes from the regular board
meeting held on Wednesday,February 4th and the special meeting held on Wednesday,February
25th were approved as presented. All Ayes.

Approval of Monthly Claims& Invoices
In his presentation of the monthly claims,R.Weinschenk pointed out that we will no longer be
paying fuel taxes on our Midland Coop invoices,which made a change to the monthly claim
docket. The total expenses for the month will be$23,565.21. On a motion from B.Harlan,
seconded by T.Trigg the monthly claims were approved. All Ayes.
2004 Program and Activity Fee Schedule
R.Weinschenk presented a proposal for fees for all 2004 programs offered through the
department,which listed a change increasing fees for the youth basketball program by
$2.50/person. On a motion from J.Hennette, seconded by T.Trigg the proposal was accepted as
presented. All Ayes.
Putnam County Courthouse Annex Greenspace Maintenance Agreement
R.Weinschenk provided a copy of the agreement,which included the recommended changes from
City Attorney Laurie Hardwick. The board's reviewed,authorized and then signed the
agreement. The maintenance agreement will be presented to the Putnam County Board of
Commissioners at their meeting scheduled for the 15th of March. Putnam County Attorney Tim
Bookwalter has already received it.
Friends Of The Park,Special Projects,and Old Business
1. 5-Year Master Plan Amendment—R.Weinschenk provided a fmal draft of the 2004
amendments approved in February's park board meeting.
2. People Pathways—Russ Evans stated that he has received and inquiry as to why the
trails weren't cleared for snow. R.Weinschenk responded that,at this time,the Parks&
Recreation Department was not removing snow from the existing trails. He has began
researching other communities policies on trails similar toPeople Pathways Phase III:
Albin Pond Trail Project where the trail provides pedestrian access to schools. He did
add at this time,he does not have the proper equipment to remove snow from the trails.
3. Big Walnut Sports Park
a. 2004 LWCF Grant Application—Terry Killen with Gove Associates guided us
through the public input session for BWSP on Wednesday,February 4t'. Park
Board President Leslie Hanson and I met with Terry Killen,again on February
19th,to discuss the master plan. A meeting has been scheduled between
President L.Hanson,Garth Hughes,Bill Dory,Pat Martin and R.Weinschenk for
Friday morning,March 5 to discuss the Land&Water Conservation Grant
application.
b. Maintenance—Weinschenk reported that our park maintenance staff have
trimmed trees,repaired 3 picnic tables,and aerated the soccer fields this past
week. Mowing will be completed as Mother Nature requires.
4. Maple Berry Park Development Project
a. Phase I(West end)Development—5-6 businesses were represented at last
weeks pre-bid meeting, so hopefully we will get some good competitive bids.
The bid opening will be held Friday afternoon,March 5th at 1:00 p.m. at City
Hall.
b. Playground Equipment-The playground structure ordered for Maple Berry
Park has arrived and will be put into storage until needed.

c. Cemetary Help—R.Weinschenk reported that Randy Robinson, Cemetary
Superintendent,has offered to maintain Maple Berry Park,while we adjust to the
new park maintenance schedule. R.Weinschenk stated that he has accepted the
offer.
5. Jaycee Park—President Leslie Hanson shared with the board a letter from Chad
Remsburg,President of the Greencastle Jaycees in regards to Jaycee Park. She reported
that she,City Council Liaison Russ Evans and R.Weinschenk met with Jaycees President
Chad Remsburg, Treasurer Tim Geirke,and member Staci Baird last week to discuss the
care of Jaycee Park. Due to a decline in active membership,the Greencastle Jaycees
have undergone a self-evaluation and feel they can no longer maintain the park to the
level at which it should be kept. The Jaycees are requesting to be let out of their 40-year
lease with the City of Greencastle and have asked the Parks&Recreation Department to
undertake the daily maintenance of Jaycee Park.
R.Weinschenk was asked to discuss the legal aspects with City Attorney Laurie
Hardwick and to discuss insurance issues with Marty Denton from HBG Insurance.
Directors Report
R.Weinschenk gave a brief report on current and upcoming programming.

Minutes of the Special Board Meeting
Tuesday, April 13, 2004
The special Greencastle Board of Park Commissioners meeting was posted due to address
agenda items on the Greencastle City Council meeting. Quorum was not met,thus no
meeting of the Park Board was held.
