Leesburg Receives Distinguished Budget Presentation Award
for 37th Consecutive Year
Leesburg, VA (August 10, 2022) – The Government Finance Officers Association (GFOA) has
awarded the Town of Leesburg its prestigious Distinguished Budget Presentation Award for the
Town’s Fiscal Year 2023 budget. Leesburg has received this award every year since 1986. It is
the highest form of recognition in governmental budgeting.
The GFOA Distinguished Budget Presentation Award recognizes organizations that meet the
highest principles of governmental budgeting. Recipients must satisfy nationally recognized
guidelines for effective budget development and presentation. These guidelines are designed to
assess how well an organization’s budget serves the multiple roles of policy document, financial
plan, operations guide, and communications device. Budget documents must be rated as
“proficient” or “outstanding” in all four categories, and in the 14 mandatory criteria within
those categories, to receive the award.
As part of this award, the Town of Leesburg was presented with a Certificate of Recognition for
Budget Preparation.
“GFOA raises the bar on winning this award each year, so it is always a significant
achievement,” said Director of Finance and Administrative Services Clark Case. He
acknowledged the long hours that staff puts in in order to produce the award-winning budget
document. “It is both a financial and an operating plan for the Town. Just one more reason to
be proud of Leesburg.”
The Government Finance Officers Association is a non-profit professional association serving
over 18,000 government finance professionals in North America. The GFOA Distinguished
Budget Presentation Award is the only national awards program in governmental budgeting.
