HomeMy Public PortalAboutJuly 7 2004 Regular Session Greencastle Board of Park Commissioners Meeting Minutes of the Regular Board Meeting Wednesday, July 7, 2004 Present: President Leslie Hanson, Vice President Tim Trigg, Secretary Dr. John Hennette, Becky Harlan, and Greencastle Schools Ex-Officio Member Barry Fisher Absent: City Council Liaison Russ Evans and Putnam County Library Ex-Officio Member Margot Payne Also Present: City Attorney Lori Robertson Hardwick, Friends of the Park members Lynn Wilson and Jan Firebaugh,Putnam County Tobacco Prevention and Cessation Program Director Amy Robinson, Eric Bernsee—Banner Graphic, Parks Maintenance Supervisor David Bault, and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Greencastle Board of Park Commissioners was called to order at 7:20 p.m. by President L.Hanson in the Greencastle City Hall council room. Public Input Jan Firebaugh spoke on her concern regarding the tobacco use at Robe-Ann Park. She has noticed considerable littering in the park in areas frequented by children and feels the park is becoming an ashtray. She would like the board to consider making all municipa' parks "Smoke-Free", because disposal of tobacco products has been abused it's time tc end the "privilege" in the parks. J.Firebaugh's request was recognized by the board, who thanked her for her input. Introductions President L.Hanson introduced Mr. Barry Fisher to the board as the Greencast Board's liaison appointment to the park board. Approval of Minutes On a motion from J.Hennette, seconded by B.Harlan, the minutes from t 2004 meetings were approved as presented. All Ayes. • Approval of Monthly Claims & Invoices vF Claims - Director R.Weinschenk presented monthly claims for ap opc from B.Harlan, seconded by J.Hennette, the monthly claims wer 12e4. Putnam County Tobacco Prevention and Cessation Park' Are r Amy Robinson, Program Coordinator,reported that during hold conjunction with the parks department's SPARK program a full of cigarette leftovers—i.e. 4,821 cigarette butts, 3 li' 7/7/04 Minutes—page two cigar butts, and 5 empty cigarette packages. She reported that the kids are referring to shelter#2 in the park as the"Butt Hutt" due to the number of cigarette butts found in the area. FOTP President L. Wilson reported that she cleaned the Emerald Palace picking up butts during the morning of July 4t. A.Robinson offered to help and assist the Greencastle Board of Park Commissioners and the parks department in implementing policies that were most appropriate in controlling the use of tobacco substances in the parks. Park& Recreation Director R.Weinschenk addressed A.Robinson's concerns stating the department already has policies in place in regards to smoking in the Emerald Palace, Skatepark, Tennis Courts,restrooms,playgrounds and the Greencastle Aquatic Center, however signage is an issue. He added that personnel policies are in place in regards to smoking. B.Fisher inquired into providing ashtrays for smokers and R.Weinschenk replied that the only area addressed is the front entrance of the aquatic center where a bucket of sand has been placed for extinguishing cigarettes. Park Board President L.Hanson stated she would like to see the programs offered by the department be smoke-free. T.Trigg thought it would be good idea to offer"Smokeless" events. R.Weinschenk offered a slogan in regards to the Backroad Bike Tour, "The only thing we want to see smoking are your tires!" �.J President L.Hanson inquired with City Attorney L.Hardwick if this issue could be investigated when the other park ordinances are reviewed. She will review them with the other policy rewrites. Big Walnut Sports Park Loop Trail Garth Hughes, Project Engineer, stated that we received one bid for the project which came in at approximately $100,000 higher than the estimate. He recommended that we -ebid the project and try to solicit additional candidates for the project,with a goal of 3-4 onstruction companies. )flowing the discussion to the possible reasons for the high bid led to the park board :ommending proof rolling instead of testing and to include and alternate bid of 3-inches sus 2-inches of asphalt, in the hopes of finding a"more economical alternative". Bid ping will be set for Monday, August 2 with award on the Wednesday, August 4 at the regular park board meeting. Usage Requests nt L.Hanson reported that the Putnam County Youth Church Group request to outh rally in Robe-Ann Park on September 7 has been withdrawn. 1 7/7/04 Minutes—page three Special Aquatic Center Pass Requests President L.Hanson reported that she has received an inquiry into the shortened season at the aquatic center and those people who purchased a season pass, which states that the pass is good through September 6th. Director R.Weinschenk recommended that we issue a coupon good toward next year's season pass. On a motion from B.Harlan, seconded by J.Hennette, the board approved issuing a coupon for a$15 discount on a 2005 season pass. All Ayes. People Pathways Phase IV: The Health Link—People Pathways Chair J.Marley updated the board on the partnerships that have already been secured toward the 80/20 or$227,000.00 match for the $905, 410.00 enhancement fund grant received last December. The Coleman Foundation has provided a$24,000 Challenge Grant for the design and engineering phase of the project. This has been matched by DePauw University with a cash match of $24,000 and in-kind services upto $80,000. The Putnam County Hospital has also been solicited as a potential sponsor and has requested a September 2004 follow-up presentation from J.Marley. President L.Hanson commended J.Marley on a"jaw dropping"job of securing the match monies and reported that the City of Greencastle will meet with the council in August or September to request an appropriation from CCI funds (Cigarette tax money). President L.Hanson requested attendance at the meeting by the other board members if possible. President L.Hanson added that once the funding is in place, we can go forth with the selection of a project engineer. National Road Heritage Trail—People Pathways Chair J.Marley informed the board that Greencastle and the Phase I and II: Greencastle-to-Filimore Trail has been included in a the proposed route for the National Road Heritage Trail which will cross Indiana East-to-West,passing through Indianapolis and ending in Terra Haute. J.Marley requested a letter from the board in support of the project. The board will examine the proposal at August's meeting. Aquatics Center Settlement Contract Director R.Weinschenk informed the board that a settlement was reached between the City of Greencastle and Lifeguard Josh Hagen in regards to some punch passes that were taken from the aquatics center. City Attorney L.Hardwick stated that she drafted a contractual agreement in settlement of the situation and J.Hagen has already made restitution for the passes and it needed to be approved by the park board. On a motion from B.Harlan, seconded by J.Hennette,the contract was approved. All Ayes. July is Parks & Recreation Month R.Weinschenk passed a Proclamation to the board, which the Mayor has agreed to sign at �-� the next City Council Meeting proclaiming July as Recreation and Parks Month in 7/7/04 Minutes—page four 0.10 Greencastle. The proclamation was accepted unanimously, All Ayes. Director's Report R.Weinschenk presented a written report covering the last month's activities for the board's review.
