Minutes of the Regular Board Meeting
Wednesday, August 4, 2004
Present: President Leslie Hanson, Vice President Tim Trigg, Secretary Dr. John
Hennette, Becky Harlan and City Council Liaison Russ Evans,
Absent: Greencastle School Board Ex-Officio Member Barry Fisher and Putnam
County Library Ex-Officio Member Margot Payne
Also Present: City Attorney Lori Robertson Hardwick, Friends of the Park members
Lynn Wilson and Jan Firebaugh, Putnam County Tobacco Prevention and
Cessation Program Director Amy Robinson, Eric Bernsee—Banner
Graphic, Parks Maintenance Supervisor David Bault, and Parks &
Recreation Director Rod Weinschenk
Call to Order
The regular meeting of the Greencastle Board of Park Commissioners was called to order
at 7:08 p.m. by President L.Hanson in the Greencastle City Hall council room.
Public Input-None
Approval of Minutes
Executive Meeting- On a motion from T.Trigg, seconded by J.Hennette,the minutes
from Executive Session on August 4th were approved. All Ayes.
Regular Meeting
a. Corrections—The minutes should read that President L.Hanson turned the
meeting over to Vice President T.Trigg, who then called the meeting to order.
b. Approval - On a motion from B.Harlan, seconded by J.Hennette, the minutes from
regular meeting on August 4th were approved. All Ayes.
Approval of Monthly Claims & Invoices
Special Claim - Director R.Weinschenk presented a claim for a special check for ASA
sanction fees. On a motion from J.Hennette, seconded by B.Harlan, the claim was
approved upto 24 teams @ $20 each totaling $480.00. All Ayes.
Regular Claims - On a motion from B.Harlan, seconded by J.Hennette, the monthly
claims were approved. All Ayes.
Skatepark Birthday Party
Jan Firebaugh approached the park board inquiring into the possibility of holding a 1-
Year"Birthday Celebration"for the Greencastle Skatepark, complete with a radio
broadcast, cookies, balloons and treats. She requested that this activity be "Smoke-Free".
This could also double as a Friends of the Park recruiting tool. The request was approved
on a motion from T.Trigg, seconded by B.Harlan. All Ayes.

Phase V: Big Walnut Sports Park Loop Trail
Cross-State National Road Heritage Trail Project—People Pathways chair J.Marley
requested the park board's support on the cross-state trail project that includes the
Greencastle-to-Fillmore Trail and the local People Pathways system, including the BWSP
Loop Trail, in its plan. The request was approved on a motion from T.Trigg, seconded by
J.Hennette. All ayes. Weinschenk will secure signatures on a clean copy for J.Marley to
present.
Land Appraisal—President L.Hanson reported that Mike Hazleton, from Indianapolis, is
in the process of completing the land appraisal for the property of which the loop trail
will be constructed. It will be hand-delivered to the IDNR as soon as it is received.
Kiwanis Club Kars for Kids Car Show
Mike Murphy, Greencastle Kiwanis Club, requested use of the Robe-Ann Park for the
annual Kars for Kids Car Show on Saturday, October 9 or 16 (raindate). This activity is
completed as a fundraiser for the Riley Children's Hospital and is co-sponsored by the
Greencastle Parks & Recreation Department. The request was approved.
Old Business
Maple Berry Park Update—The petroleum residual clean-up project has been expanded
from a clean-up project to include a monitoring project. The grant should pick up 100%
of costs incurred.
2005 Fiscal Year Budget—September 2 and 16, meetings have been scheduled by the
council to discuss budget issues. A 16-line budget form should be available this week to
predict revenues versus expenses for 2005 budget.
Big Walnut Sports Park EDIT Request—R.Weinschenk was asked by the board to
prepare a document requesting $20,000 in EDIT funding to be used to offset the
absorption of BWSP maintenance into the general park budget.
New Business
Waterslide Rules—Councilor R.Evans inquired into clarification of waterslide
procedures pertaining to catching kids at the bottom of the waterslide, since he has seen it
"sometimes". Director RWeinschenk explained that catching kids is not to be done by
parents or staff members and that the kids should be 42-inches tall (tall enough to stand
up with nose out of water) or be able to swim a length of the deep end of the pool, before
going down the slide. This could lead to injuries or possible drowning situations.
Skatepark—Councilor R.Evans inquired into the cleanliness of the skatepark. He stated
his disappointment in regards to actions of the users throwing trash on the ground and not
using the trash receptacles provided. R.Weinschenk stated he will talk to the users and
post signs if necessary.
Personnel- Park Maintenance Laborer Dan Summerlot's 90-day probation was
completed and the park board accepted R.Weinschenk's recommendation to submit
Summerlot's name to the Board of Works for their approval accepting Summerlot onto
the full-time team.
