Mayor Muller called the special meeting of the McCall City Council to order at 7:25pm.
Mr. Muller, Mr. Colton, and Mr. Venable answered roll call. A quorum was present. City
staff members present were Attorney Dave Bieter, City Manager Robert Strope, City
Planner Lindley Kirkpatrick and Acting City Clerk Cathleen Koch.
AB 00-4'1 Notice of Award J Ditch Phase II
Mr. Kirkpatrick explained that the purpose of the meeting was to identify the Iow bidder
for J Ditch Phase II. St. Clair Construction submitted the apparent Iow bid, for
$3,895,546.26. JUB has reviewed the bids and found a mathematical error that
increased the bid to $3,900,913.66.
Mr. Kirkpatrick mentioned that capacity could be added cheaply because of the way the
bid was structured. He stated that other modifications and deletions to the project
would be pursued to reduce the project cost.
City staff has been working to identify where the money would be coming from for the
project. Money is available in the sewer fund and there are additional BOR funds from
phases I and II.
Mr. Muller asked what the cost would be to add capacity to the holding pond. Matt
Uranga of JUB said that to go from 268 million gallons to 277 million gallons it would
cost $38,318 for the additional 9 million gallons. The cost is a little over $4,000 per
million gallons.
Mr. Colton pointed out that the final payment would hit next fiscal year. George Wagner
said that the contract allows 170 days to substantial completion, which is October 20,
2000.
Mr. Colton moved to authorize JUB and City staff to negotiate with St. Clair
Contractors for a contract for construction of the J Ditch Phase II holding pond
project and issue a notice of award. Mr. Venable seconded the motion. At a roll
call vote, Mr. Colton, Mr. Muller and Mr. Venable voted aye. The motion carried.
Mr. Colton welcomed Mr. Strope, the new City Manager, to his first City Council
meeting.

Bill McMurray, resident, asked if the notice of award or the notice to proceed was a
trigger for the sewer suspension to be lifted. Mr. Kirkpatrick confirmed that the notice to
proceed, which would be issued in 7 days, would be the trigger.
Mr. Colton noted that he was impressed by the quantity and quality of the bidders on
the project.
Without further business, Mr. Muller moved to adjourn. Mr. Colton seconded the
motion. All Council Members voted aye. The motion carried. The Council
adjourned at 8:40pm.
