The station consists of three (3) separate wet wells and Gorman Rupp suction lift pumps at each wet well. The pumps are powered by 3-100 hp motors. The pumps can start simultaneously. The generator unit shall be housed in a non -walk-in enclosure rated for 150 mph winds with double wall sub -base fuel tank with a capacity of 500 gallons. Quotes shall be provided on one or more of the following size configurations and shall include installation, switch gear, and any interface necessary with the existing motor control center: 1. Three pumps, start in one step with reduced voltage autotransformer starters: 350KW/ 437.5KVA; 2. Three pumps, start in one step with Solid State Soft Starts (300%): 400KW/ 500KVA; 3. Three pumps, start in one step with full voltage across -the -line starters: 600KW/ 750KVA. The project is a 2011 fiscal year capital improvement project for the City's wastewater treatment plant, which is operated under contract with CH2M Hill - OMI. See attached Vicinity Map and Generator Site Plan (preliminary). The work shall meet all applicable local, state, and national codes. Scope of Work: The project work will include the following items: 1. Provide and install Generator unit in approximate location shown and as described above; 2. Construct concrete slab for Generator unit as required; 3. Site preparation, to include clearing (grass), grading, necessary compaction under slab, and regrassing (sod); 4. Removal of existing engine units (2) and disposal; modifications at pump connections as required to finish. A site visit is mandatory prior to submitting a proposal for this work. With these modifications we can offer an emergency generator system at 300KW that will run all three pumps. Proposal: We are pleased to present the following for your consideration: 1) Provide and install a Caterpillar Diesel Generator Set, 300KW / 375KVA, Type C-9, standby rated, 480/277V with 500 gallon double wall sub base fuel tank and exterior rated non -walk-in enclosure, wind load rated for 150 MPH winds. 2) Provide and install a Caterpillar 600A automatic transfer switch, 277/480V UL rated for Service Entrance installation with a NEMA 3R exterior rated enclosure to replace the existing Service Entrance Main Breaker. We intend to reuse the existing backboard and Power Co, metering. 3) Retrofit three 100HP motor starter sections in the existing Allen Bradley Motor Control Center with Allen Bradley electronic soft starters and reuse the existing output contactors to accommodate generator sizing. 4) Upgrade control section of the existing Allen Bradley Motor Control Center to accommodate the newly retrofitted starters and accommodate generator sizing. Demolish all controls in this section associated with the existing natural gas engines, rebuild and update as required for a complete and operable system. 5) Provide and install a new underground feeder and control wiring as required from the new Transfer Switch to the new Diesel Generator Set and equip with control power as required. 6) We are providing an 8" concrete pad sized to accommodate the new generator set complete with a concrete block retainer wall as required to avoid erosion issues with the installation on this steep hill. 7) A complete set of drawings will be provided detailing modifications and additions, including site, control and power elevations and schematic drawings. 8) A startup and system testing will be provided to demonstrate a complete and operable system, operator training can be provided at that time. 9) We are providing a factory startup on the Generator Set in order to obtain the two year warranty offered by Caterpillar, we will provide a one year warranty on the remainder of the installation on the components we are upgrading. 10) Fuel for Generator Startup by others. 2 Director !drone D. THIS AGREEMENT made as of the 02 day of APRIL in the year 2012 by and between, the CITY OF CRESTVIEW, FL., (hereinafter called OWNER) and BJL SOURCES, INC. (hereinafter called CONTRACTOR), WITNESSETH THAT OWNER and CONTRACTOR in consideration of the mutual covenants hereinafter set forth, agree as follows: Article 1. WORK. The CONTRACTOR shall perform all Work as specified or indicated in the Contract Documents for the completion of the Project generally described as follows: EMERGENCY GENERATOR INSTALLATION AT LLOYD STREET PUMP STATION Article 2. ENGINEER. Director of Engineering, or his designee, will act as Engineer in connection with this Project in accordance with the Contract Documents. The Project has been designed by: City Engineering Department. Article 3. CONTRACT TIME. The Work shall be completed (Final) within an agreeable timeframe on which the Contract time commences. Article 4. CONTRACT PRICE. Owner shall pay Contractor for performance of the Work in accordance with the Contract Documents in current funds as follows: Unit Prices per Bid Proposal included. Article 5. APPLICATIONS FOR PAYMENT. Contractor may submit Applications for Payment in accordance with Article 14 of the General Conditions. Applications for Payment will be reviewed and approved by Engineer as provided in the General Conditions. Article 6. PROGRESS AND FINAL PAYMENTS. Owner shall make progress payments on account of the Contract Price on the basis of Contractor's Applications for Payment as approved by Engineer. All progress payments will be on the basis of the progress of the Work measured by the schedule of values provided for in paragraph 14.01 of the General Conditions. 6.1 Prior to Substantial Completion, progress payments shall be in an amount equal to 90% of the Work completed, and 90% of stored materials that have been paid for, less any Reduction in Payment as provided in paragraph 14.02 of the General Conditions. 6.2 Upon Substantial Completion, Owner shall pay an amount sufficient to increase total payments to Contractor to 98% of the Final Contract Price, less any Reduction in Payment as provided in paragraph 14.02 of the General Conditions. 6.3 Upon final completion of the Work, including receipt of "As Built" drawings, Contractor's Final Affidavit, Warranty and settlement of all claims, Owner shall pay the remainder of the Final Contract Price. D. Other Insurance Provisions: The policies are to contain or be endorsed to contain the following provisions: 1. General Liability and Automobile Liability Coverage's: (a) The City, its officials, employees and volunteers are to be covered as additional insured's as respects: liability arising out of activities performed by or on behalf of the contractor; products and completed operations of the contractor; or automobiles owned, leased, hired, or borrowed by the contractor. The coverage shall contain no special limitations on the scope of protection afforded to the City, its officials, employees or volunteers. (b) The contractor's insurance coverage shall be primary insurance as respects the City, its officials, employees and volunteers. Any insurance or self-insurance maintained by the City, its officials, employees or volunteers shall be excess of contractor's insurance and shall not contributed with it. (c) Any failure to comply with reporting provisions of the policies shall not affect coverage provided to the City, its officials, employees and volunteers. (d) Coverage shall state that the contractor's insurance shall apply separately to each insured against whom claim is made or suit is brought, except with respect to the limits of the insurer's liability. 2. Workers' Compensation and Employer's Liability Coverage: The insurer shall agree to waive all rights of subrogation against the City, its officials, employees and volunteers for losses arising from work performed by the contractor for the City. 3. Each insurance policy required by this clause shall be endorsed to state that coverage shall not be suspended, voided cancelled, reduced in coverage or in limits except after thirty (30) days prior written notice by certified mail, return receipt requested, has been given to the City. E. Acceptability of Insurers: Insurance should be placed with insurers having a Bests' rating of A -Excellent and Xiii Financial Size. F. Verification of Coverage: Contractor shall furnish the City with certificates of insurance and with original endorsements affecting coverage's required by this appendix. The certificates and endorsement for each insurance policy are to be signed by a person authorized by that insurer to bind coverage on its behalf. The certificate and endorsement are to be on forms provided or approved by the City and are to be received and approved in final form by the City before work commences. Appendix 18-2c G. Subcontractors: Contractor shall include all subcontractors as insured's under its policies or shall furnish separate certificates and endorsements for each subcontractor. All coverage's for subcontractors shall be subject to all of the requirements stated herein. H. Bidder's Qualifications: If insurance is required pursuant to an invitation for bid or request for proposal (RPP), bidder shall submit with his/her bid or proposal evidence that he/she can meet the requirements of this appendix.
