CALL TO ORDER
Mayor Carrie Tergin called the October 3, 2022 City Council “Pre-Meeting” to order at
5:45 P.M. to review the agenda.
ATTENDANCE
The following Councilmembers were present when the meeting convened:
Present: Deeken, Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Ward
Absent: Wiseman
DISCUSSION OF AGENDA ITEMS
Councilmember Deeken will lead the prayer.
Miscellaneous
- Cole County Commissioner Sam Bushman and Jim Martin, Stars and Stripes National
Outreach Chair will present the Stars and Stripes Award to the City.
- Mayor Tergin will present the “Jefferson City HBCU Week” Proclamation to Dr. John
Moseley and Carlos Graham with Lincoln University.
- Mayor Tergin will request a motion to the amend the agenda for a “German America n
Day” Proclamation presentation to Melva Fast with the Old Munichburg Association.
Presentation from Staff, Consultants & Invited Guests
- Susan Cook-Williams will announce the Capital City Housing Conference scheduled for
October 25th.
Lincoln University Student Representative
- Student Representative Octavia Ailsworth will be in attendance to announce upcoming
Lincoln University events.
Consent Agenda
- Councilmember Lester will motion to amend the budget minutes.

- City Staff presented their introduced bills.

- City Staff presented their pending bill.

Informal Calendar
- The bill sponsor, Councilmember Hensley intends to leave the bill on the informal
calendar until the October 17th City Council meeting.
New Business
- Ryan Moehlman, City Attorney will present an update on 407 E. Capitol Ave.
