rite Minutes of the Regular Meeting
Wednesday, March 2, 2005
Present: President Leslie Hanson, Vice President Tim Trigg, Becky Harlan,
Secretary Dr. John Hennette, City Council Liaison Russ Evans, and
Putnam County Library Ex-Officio Member Margot Payne
Absent: Greencastle Community Schools Ex-Officio Member Barry Fisher
Also Present: Jan Firebaugh—Friends of the Park Association of Putnam County, Adam
Coates—Banner Graphic, Parks Maintenance Supervisor David Bault,
Parks&Recreation Director Rod Weinschenk
Call to Order
The Greencastle Board of Park Commissioners meeting was called to order at 7:00 p.m.
by President L.Hanson in the Greencastle City Hall council room.

Minutes
During a review of the minutes, T.Trigg noted that he did not make the motion for
himself for Vice President, but it was President L.Hanson. Upon the correction, the
minutes were approved on a motion from J.Hennette, seconded by T.Trigg. All Ayes.
Claims
On a motion from B.Harlan, seconded by T.Trigg the minutes were approved as
presented. All Ayes.
Big Walnut Sports Park
On a motion from T.Trigg, seconded by B.Harlan the park board authorized signing the
amendment to the annual maintenance contract for Big Walnut Sports Park. All Ayes.
Easter Egg Hunts
J.Firebaugh presented a request to create and hold an Easter holiday activity for the older
kids of Putnam County at Robe-Ann Park. This activity would entail hunting plastic
Easter Eggs by flashlight with a small entry fee charged. Proceeds would be used toward
the purchase of new entry way signs for the municipal park system. The board thought it
would be a great activity and authorized use of Robe-Ann Park.
Park Sign Committee
Director R.Weinschenk informed the board that Friends of the Park have adopted a
project to install new signs at the entry ways to the municipal parks. They have set
meetings with some area businesses who design and make signs and will be making a
formal presentation to the board at a future meeting. The board extended their thanks for
FOTP's help.

Dod2eball Fundraiser
Jan Firebaugh provided a presentation on this Friends of the Park activity, which will be
held at DePauw University on Saturday, April 16t. This project will be completed as a
fundraiser for the new park signs. Their goal is 20 teams at$60 per team.
People Pathways Updates
Phase III—Property appraisals are in and acquisition will commence soon.
Phase IV—A formal letter of request in regards to some changes in route and
construction timelines has been sent to INDOT, and we are still awaiting approval. A
meeting has been scheduled with INDOT regarding the intersection of 231 & 240,which
we will attend to request crosswalk accommodation for the Campus Link Trail.
Maple Berry Park
A photo opp will be scheduled with Greencastle Civic League in regards to the donation
of trees for Maple Berry Park and the Kiwanis Club for their donation of the basketball
hoop.
County Commissioner's Meeting
President L.Hanson asked the board to review the letter sent last year for a request of
financial support for the maintenance of Big Walnut Sports Park. President L.Hanson
and Director R.Weinschenk will attend the Monday, April 4th meeting at the request of
City Council members.
2005 Master Plan Update/LWCF Grant
R.Weinschenk reported that he will be meeting with members of the DNR in regards to
Land& Water Conservation Grant on Thursday, March 11. He stated that we may need
to update our Master Plan depending on changes in the grant request. A public input
sesson will be held at the next park board meeting.
Jaycee Park Community Building
Director R.Weinschenk asked for permission to hire Arvel Hinton to complete a cosmetic
renovation to the inside of the community building located at Jaycee Park at
approximately$1,325.00. The building is showing wear and felt it needed some repairs
before it is opened for rentals. President L.Hanson requested that the park board give
authorization upon certification of the department's 2005 budget. It was approved on a
motion from T.Trigg, seconded by J.Hennette. All Ayes.
Skatepark Parking Lot
Upon request,R.Weinschenk will follow up on a the skatepark parking lot project.
On a motion from J.Hennette, seconded by T.Trigg, the meeting was adjourned at 7:43
p.m. All Ayes.
