HomeMy Public PortalAboutApril 6 2005 Regular Session Greencastle Board of Park Commissioners , .� Minutes of the Regular Meeting Wednesday, April 6, 2005 Present: Vice President Tim Trigg, Becky Harlan, Secretary Dr. John Hennette, City Council Liaison Russ Evans, and Greencastle Community Schools Ex-Officio Member Barry Fisher Absent: President Leslie Hanson, Putnam County Library Ex-Officio Member Margot Payne Also Present: Joy Marley—People Pathways Committee Chair of the Friends of the Park Association of Putnam County,John Zeiner—Sunrise Properties, Garth Hughes—Civil Engineering Consultants, Inc., Bill Dory - Executive Director of the Greencastle &Putnam County Economic Development Center, Adam Coates—Banner Graphic, Parks Maintenance Supervisor David Bault, and Parks& Recreation Director Rod Weinschenk Call to Order In the absence of President L.Hanson, the Greencastle Board of Park Commissioners meeting was called to order at 7:00 p.m. by Vice President T.Trigg in the Greencastle City Hall council room. Public Input-None Minutes Upon review, the minutes were approved on a motion from J.Hennette, seconded by B.Harlan. All Ayes. Claims On a motion from B.Harlan, seconded by J.Hennette,the minutes were approved as presented. All Ayes. Special Pool Request Gobin's Summer Enrichment Program requested the same accommodations for their summer program's use of the Greencastle Aquatics Center as last year. They will pay for swimming lessons for each of their participants,and get free entry to the aquatics center in the afternoons. On a motion from J.Hennette, second by B.Harlan,the request was approved. All Ayes. Sunrise Properties and Calbert Way Park Reconfiguring Calbert Way Park- B.Dory, on behalf of John Zeiner, presented a written plan in regards to the development of a bank lot with a drive-way that will split Calbert Way Park and possibly the movement of the existing park shelter. During discussion, R.Weinschenk stated he had a safety concern with the pathway crossing mid- block. He would like to see the pathway extended to the corner. T.Trigg stated that the board requested that particular change at the last meeting. They also requested that following a review of the Tech Review and Board of Zoning Appeals, the park board would like the opportunity to review any changes as well as the final plans. On a motion 4/6/05 minutes—page two from B.Harlan, second by J.Hennette and noting the requested change,the park board extended their"non-binding preliminary approval"of the proposal. All Ayes. Maintenance of Calbert Way Park—Mr. J.Zeiner extended a proposal to the park board from Dixie Chopper who will complete the mowing of Calbert Way Park when they mow the yard in front of their business, using Dixie Chopper mowers. Upon review, the park board accepted their proposal, with a request that David Zeiner who heads Dixie Chopper's facility maintenance crews meet with Parks & Recreation Director R.Weinschenk to discuss park boundaries. B.Fisher also asked J.Zeiner to keep track of costs, which may benefit both parties in regards to taxes and/or in-kind services matching grant opportunities. IDFA Brownfield Grant R.Weinschenk reviewed with the park board the Brownfield Grant the City of Greencastle received from the Indiana Development Finance Authority for a site assessment of the Beck's Produce Stand, formerly the Clearwaters' Property. This assessment will be completed to determine if the property is in fact a Brownfield Site. On a motion from B.Harlan, second by J.Hennette, the park board authorized V.P. T.Trigg and Secretary J.Hennette to sign the contract. All Ayes. Public Input Sessions Park Department Master Plan—No public input was received. Land & Water Conservation Project \.J 1. Public Input-No public input was received. 2. Disc Golf Course- R.Weinschenk did take the opportunity to discuss his findings in regards to land needed and costs for the Disc Golf Course that was mentioned during last month's meeting. He felt that a 9-hole course could be established at Big Walnut Sports Park encircling the wooded area on the south portion of the property. The course will replace the basketball course in this year's application. Seasonal Personnel Director R.Weinschenk made the following recommendations for hire, which were accepted on a motion from J.Hennette, second by B.Harlan. All Ayes. Aquatics Center Manager Jessie Menzel Concessions Manager Jennifer Beck Seasonal Park Maintenance Brandon Murpy People Pathways Update J.Marley People Pathways Chair covered the following topics: 1. News coverage—She mentioned the front page article printed in the Banner Graphic in regards to the People Pathways projects. She stated that the article generated a $250 donation toward the projects. 2. Area 30 plantings—She stated that the planting plans were approved and Area 30 will commence with the planters soon, with a dedication upon completion. 4/06/05 minutes—page three 3. Coleman Foundation Grant—She updated the board in regards to fulfillment of the Coleman Foundation Grant guidelines received for Phase IV. 4. Pathway Pounding—the annual 5 & 10 K runs held on the Greencastle-To-Fillmore Trail will be held on Saturday, April 23ra 5. Bike-A-Thon—The Cloverdale Cub Scouts will hold a Bike-a-thon fundraiser for a children's hospital on Saturday, April 30 on the Big Walnut Sports Park Loop Trail. Miscellaneous 1. BWSP Fences—B.Fisher inquired into the possibility of installing a fence between the pathway and soccer fields to protect the pathway users from getting hit from soccer balls. R.Weinschenk stated that he has already ordered signs warning pathway users of stray objects leaving the playing fields. He will investigate the cost of a fenceline. 2. BWSP Tornado Siren -R.Evens inquired as to whether the tornado siren has been wired yet. R.Weinschenk stated that a number of contacts have been made to wire the siren, however the job has yet to be completed. T.Trigg offered to follow up with McCloud Construction. 3. Robe-Ann Park Curbs -R.Evens inquired into the possibility of repainting the curbs at Robe-Ann Park, since they are flaking off. R.Weinschenk stated he would like to see the white curbs go back to natural color, but will ask Street Superintendent Paul Wilson for estimates to repaint the yellow curbs and parking lot lines throughout the /'N park. 4. CPSI Certification—R.Weinschenk reported that he had passed and been recertified in the National Playground Safety Institute's Certified Playground Safety Inspector's Course held in Cannel last month. He can continue inspecting the department's playgrounds. On a motion from B.Harlan, second by J.Hennette, the meeting was adjourned at 7:50 p.m. All Ayes.
