HomeMy Public PortalAboutMay 19 2005 Special Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, May 19,2005 Present: President Leslie Hanson,Vice President Tim Trigg, Secretary Dr.John Hennette, and Putnam County Library Ex-Officio Member Margot Payne Absent: Becky Harlan,City Council Liaison Russ Evans, and Greencastle Community Schools Ex-Officio Member Barry Fisher Also Present: Parks&Recreation Director Rod Weinschenk Call to Order The Greencastle Board of Park Commissioners meeting was called to order at 12:45 p.m. by President L.Hanson in the upper meeting room of Greencastle City Hall. Public Input M.Payne commented on the Speak Out in Wednesday's,May 18, 2005 Banner Graphic Newspaper in regard to the the park board replacing the filter system at the Greencastle Aquatics Center and not repairing sidewalks throughout town. T.Trigg asked President L.Hanson to issue a rebuttle comment as a Letter to the Editor column of the Banner Graphic. Although it hasn't been the policy of the board to address comments made through the"Speak Out"column, since the request was echoed by others in attendance, she stated she would draft a statement. Financing the Filter System R.Weinschenk updated everyone in regards to the filter and roof at the Greencastle Aquatics Cener. The City has the ability to finance equipment,but not capital improvements. He stated that the options for financing the filter repairs,will allow us to use the money accumulated in Park Non-Reverting for the roof repairs. After reviewing 1-year, 2-year and 3-year fmancing options through both Public Finance.com and National City Bank,the board chose National City Bank. On a motion from T.Trigg, seconded by J.Hennette,the board authorized Board President L.Hanson to sign the needed documents. All Ayes. Land & Water Conservation Fund Grant For the benefit of the Park Board and members of the audience, Greencastle Parks and Recreation Director Rod Weinschenk reviewed the LWCF grant application,highlighting the"program description"and"rating criteria". No new public input was received. Comments included: 1. Great Project—Feelings were shared about the future development of Big Walnut Sports Park and that the LWCF is a great opportunity to complete this development. 2. Scoring—Positive comments were received in regards to comparisons between the preliminary scores the 2003, 2004 and 2005 applications. With the inclusion of the disc golf course, our figures have us scoring higher than all previous applications we've submitted. 3. Objections-Upon a specific inquiry in regards to opposition to the project from President L.Hanson,no one objected to filing the grant request. She then presented and read Resolution No.2005-05/19,which stated,"the City of Greencastle Board of Park Commissioners approves the submission of the appropriate application forms and assurances to the State of Indiana Department of Natural Resources for this grant request". On a motion from board member T.Trigg, seconded by J.Hennette,the board accepted the proposed resolution authorizing submittal of the project application to the Indiana DNR Land&Water Conservation Grant Program and authorized Park Board President Leslie Hanson to sign all 11111 necessary paperwork. The motion passed unanimously. 5/19/05 Minutes—page two Smoke-Free Parks President L.Hanson introduced the topic stating she had been contacted by some concerned citizens that would like to see the municipal parks go"Smoke-Free"or better"Tobacco-Free". If not interested in a"Tobacco Free"facility,would the board consider requiring certain public activities be"Tobacco-Free"; Example: Civic League's Parkfest and/or the Celebrate"4" Committee's Independence Day Celebration. After discussion,the board stated that certain facilities located in the parks are already"Tobacco-Free", including the Emerald Palace and other playgrounds, Skatepark,tennis courts and Greencastle Aquatics Center, but was not willing to endorse an entire"Tobacco-Free"municipal parks system,at this time. They added that if the organizations using park facilities, similar to the Civic League or Celebrate"4"Committee, would like their activity"Tobacco-Free"all they would have to do is ask and the board would support the request, however they were not willing to require the events to be"Tobacco-Free". Community Center President L.Hanson informed the board that she has been contacted by a representative from a citizen's advisory committee for a local community center. The CAC group requested that the Greencastle Board of Park Commissioners host a meeting to seek citizens input in regards to amenities that the community would like to see included in a community center, possibly on June 16. The board requested that a representative of the CAC group present their request at the next regular board meeting scheduled for 7:00 p.m. on Wednesday,June 1,2005.
