HomeMy Public PortalAboutJune 1 2005 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, June 1 2005 Present: President Leslie Hanson,Vice President Tim Trigg,Becky Harlan, Secretary Dr. John Hennette, City Council Liaison Russ Evans Absent: Putnam County Library Ex-Officio Member Margot Payne and Greencastle Community Schools Ex-Officio Member Barry Fisher Also Present: Amy Robinson—Putnam County Tobacco Cessation,Bill Dory- Executive Director of the Greencastle&Putnam County Economic Development Center, and Parks&Recreation Director Rod Weinschenk Call to Order The Greencastle Board of Park Commissioners meeting was called to order at 7:00 p.m.by President L.Hanson in the Greencastle City Hall council room. Public Input A. Robinson with the Putnam County Tobacco Cessation was joined by a group of young citizens who made a presentation in regards to tobacco-free park facilities. Each stressed a point in regards to the downfalls of smoking and tobacco use. The park board thanked them for their presentation. Tobacco-Free Parkfest Park Board President L.Hanson requested the board reconsider their stance on the subject as described in the May 19th minutes. She would like to see the board take a stand on the subject, beginning with the Parkfest Concert series. Vice President T.Trigg stated that since the Parkfest Concerts began the following week,he felt it was too late to discuss the issue now but would be open to further discussion in regards to next year's event. The board agreed. Minutes Upon review,the minutes for the May 4 regular meeting and the May 19 special meeting were approved on a motion from J.Hennette, seconded by B.Harlan. All Ayes. Claims On a motion from B.Harlan, seconded by J.Hennette,the claims were approved as presented. All Ayes. Greencastle Aquatics Center Filter Renovation Update Director R.Weinschenk gave an update in regards to the filter renovation project and felt we should be up and running by Saturday,June 4. Special Pool Requests—None Friends of the Park,Special Projects and Old Business 1. LWCF Grant Update—Director R.Weinschenk was pleased to announce that earlier in the day, he had hand delivered the department's application for grant funding through the State of Indiana Department of Natural Resources Land and Water Conservation Fund. It was received with a smile and encouraging words from Bob Bronson, Outdoor Recreation Director. 6/1/05 Minutes—page two 2. People Pathways—Updates were given in regards to each of the differing phases of the People Pathways projects. R.Weinschenk stated some minor improvements needed to be done on Phase II: Sports Park Link and that we are still awaiting the striping of Phase V: BWSP Loop Trail. 3. Sunrise Properties—Garth Hughes,Civil Engineering Consultants, gave an update in regards to the reconfiguring of Calbert Way Park. He presented drawings of the park pointing out the new shape of the park and location of the park shelter. The board unanimously approved the design and sent their blessings with G.Hughes to the Tech Review Board of the City of Greencastle. 4. Skatepark Project—R.Weinschenk reported that the skatepark parking lot has been started, but not yet completed. He will follow up with Spike Excavating in regards to a target completion date. 5. Tree Donation—R.Weinschenk stated that he has been approached by Henry Smith in regards to a tree that Bittles and Hurt would like to donate to the park. This is a sister tree to one planted on their property that was damaged in a storm. They would like to have matching trees on site, so will donate the remaining one to the park. Weinschenk has targeted BWSP for the planting. New Business—None Director's Report R.Weinschenk passed out his written report and gave a verbal overview. He also review some upcoming programs the department is offering,which include: Blastball,Men's&Women's Softball Leagues,Youth Tennis Instruction,Learn-To-Swim Lessons, and S.P.A.R.K. �!
