HomeMy Public PortalAboutCouncil Minutes 2001 02/15MINUTES McCall City Council Special Meeting Thursday, February 15, 2001 Table of Contents Call To Order and Roll Call Business Adjournment Page 1 of 3 February 15, 2001 City Council Minutes CALL TO ORDER AND ROLL CALL Mayor Muller called the special meeting of the McCall City Council to order at 9:05 am. Ms. Arp, Mr. Muller, Mr. Colton, and Mr. Eimers answered roll call. A quorum was present. City staff members present were City Manager Robert Strope, Finance Director/City Clerk Cathleen Koch, and City Planner Lindley Kirkpatrick. BUSINESS Mr. Strope explained that a number of developers who would like to have city water and sewer services outside the city limits have approached the City. The city does not have a clear policy decision in place for the extension of city services. Mr. Kirkpatrick clarified that the city would only be considering cases where people request services from the city. McCall City Code currently outlines who pays the costs for the extension of services and who must connect, but it doesn't talk about who can receive such services. Vern Brewer, Holladay Engineering, explained that there are two different popular models for the city to consider. The City can consider the government or the business models. Mr. Brewer outlined the differences between the two models: Government Model Minimum cost to residents Expand voter base Expand influence Expand tax base Expand growth influence Equitable cost/vote Business Model Maximize profits through non-residents Contain voter base Sell commodity Limit tax base Limit tax influence Inequitable cost/vote Ms. Arp asked if anybody uses a combination of both models. Mr. Strope explained that the City of Boise was providing services to an outside area that ultimately had no incentive to be annexed. The City of Rupert was also unsuccessful in annexing areas that were receiving services at the same cost as resident areas. Mr. Brewer stated that several cities have ordinances that only allow city services to be extended upon annexation. Mr. Eimers stated that the government model is the only model that makes sense. Mr. Colton pointed out the fact that there are areas within the city that are not hooked up to water and sewer. Page 2 of 3 February 15, 2001 City Council Minutes There was discussion about how maintenance of the water and sewer lines will be accomplished. A 5-year list will be put together to show priorities for maintenance. Mr. Kirkpatrick will prepare a draft ordinance to formally implement the policy to extend city services upon annexation. ADJOURNMENT Without further business, Mr. Eimers moved to adjourn. Mr. Colton seconded the motion. All Council Members voted aye. The motion carried.
