Minutes of the Regular Meeting
May 5,2006
Present: President Dr.John Hennette,Vice President Leslie Hanson, and Secretary Tim
Trigg,Kara Thomas,and City'Council Liaison Russ Evans
Absent: Putnam County Library Ex-Officio Member Margot Payne and Greencastle
Community Schools Ex-Officio Member Barry Fisher
Also Present: People Pathways Chair Joy Marley,Friends of the Park Association of Putnam
County Mary Fields representative Amy Robinson,Tegan Gebert,and Parks&
Recreation Director Rod Weinschenk
Call to Order
The evening's meeting was called to order at 7:37 p.m.by Board President John Hennette and
was held in the city council meeting room of Greencastle City Hall.
Public Input—None
Approval of Minutes from April 5th,2006
On a motion from L.Hanson,second by K.Thomas,the minutes from the April 5th,2006 Regular
Meeting were approved as presented. All Ayes
Finances:
1. Transfers-On a motion from K.Thomas,second by L.Hanson,the board approved transfer
requests needed to fund the 2006 appropriations in the Parks&Recreation Department's
operational budget. All Ayes.
2. Approval of Monthly Claims&Invoices—On a motion from L.Hanson,second by
K.Thomas,claims were approved as presented. All Ayes.
Special Pool Requests-None
Authorization and Approval of Summer Employee Hire List
On a motion from L.Hanson,second by K.Thomas,the list of summer hires was approved as
presented. All Ayes.
Friends Of The Park,Special Projects,and Old Business
1. Update re Aquatics Center Repairs—R.Weinschenk reported that John Wood Builders,
Inc.would be starting the project soon and should be completed by our Memorial Day
weekend opening. He took the opportunity to solicit opinions from the board in regards to
the color choice of the shingle to be installed during the project. First, second and third
choices were given to expedite the project.
2. Land &Water Conservation Fund Grant for Big Walnut Community Park—Director
R.Weinschenk reported that we have received official written contracts with InDNR
signatures,so we can begin the project with land appraisals.
3. People Pathways Phases
a. Phase Ili&IV Updates-Director R.Weinschenk gave a short update in regards to
Phases III and IV.
b. Safe Routes to School Grant Program—J.Marley reported on a new grant
opportunity that may be used toward the Albin Pond Trail Project Part#2,which was
eliminated due to limited funding. This grant is a 100%grant to help install

sidewalks and pathways which provide students with"safe routes to school".
R.Weinschenk will serve as contact for the project.
4. Mary's Field Project—A.Robinson and R.Weinschenk presented a short update in regards
to the Mary's Field Park Project.
5. Ivy Tech Community College at Rokicki Park—No new news.
Recreation Programs
Director R.Weinschenk gave a short program updates in regards to the following programs:
Egg Fest in the Park After Dark held on Friday evening,April 7t;Annual Easter Egg held on
Saturday morning,April 8th, 10:00 a.m.; "Mommy&Me"Program;Adult Coed Softball
Tournament to be held on May 6&7; Men's and Women's Softball Leagues and the upcoming
aquatics season.
New Business/Miscellaneous
Real Estate—On a motion from L.Hanson, second by T.Trigg,the board gave authorization to
Director R.Weinschenk and City Attorney Laurie Hardwick to sign documents in regards to the
purchase of real estate on behalf of the Greencastle Board of Park Commissioners for the Phase
III: Albin Pond Trail and Clearwaters Project. All Ayes.
Director's Report
R.Weinschenk presented a monthly Director's Report for the board's perusal.

The board closed the meeting at 8:47 p.m.on a motion from T.Tigg, second by L.Hanson. All
Ayes.
