HomeMy Public PortalAboutAugust 2 2006 Regular Sessiin Greencastle Board of Park Commissioners Minutes of the Regular Meeting August 2,2006 Present: President Dr.John Hennette,Vice President Leslie Hanson, Secretary Tim Trigg, and Kara Thomas Also Present: Joy Marley, William Dory,and Parks&Recreation Director Rod Weinschenk Call to Order The evening's meeting was called to order at 7:30 p.m. by Board President John Hennette and was held in the City Council meeting room of Greencastle City Hall. Public Input—William Dory gave an update of his Eagle Scout Project,which will involve gleaning trash,junk and other debris from the wooded areas of Big Walnut Sports Park. He reported that he is still awaiting approval from the Boy Scout Council,but should have it by August 17t'. He presented a rough drawing of a new"Big Walnut Sports Park"sign he proposes to make of wooden planks. He has requested a meeting with the BWSP Board of Directors. Rod Weinschenk presented Mr. Dory with a set of minutes from the July park board meeting. Approval of Minutes from July,2006 On a motion from L.Hanson, second by T.Trigg,the minutes from the July 5,2006 Regular Meeting were approved as presented. All Ayes Finances: 1. Transfers-None 2. Approval of Monthly Claims&Invoices—On a motion from T.Trigg, second by K.Thomas, claims were approved as presented. All Ayes. Personnel—Authorization to post Assistant Director's position 1. Resignation-Director R.Weinschenk presented a letter of resignation from Lori Newsom, Assistant Director. 2. Job Description—Director R.Weinschenk presented a copy of the Assistant Director's job description for the board's review. 3. Authorization to Post—On a unanimous vote,the board authorized R.Weinschenk to post the Assistant Director's position via newspaper and the Indiana Parks&Recreation Association(IPRA)websites. Friends Of The Park,Special Projects,and Old Business 1. Clearwater Property—Director R.Weinschenk reported that the closing will be held on Thursday,August 3,2006. He will attend the closing with City Attorney Laurie Hardwick. When asked what his early plans included for the property,he responded, a. Evaluate the existing structures with their possible removal b. Clear the site,haul in dirt and turning it to green space. c. Add three evergreens on the corner,and d. Relocate the"Robe-Ann Park"sign in front of the evergreens. Following discussion,R.Weinschenk did request confirmation of approval for Laurie Hardwick and he to sign the needed documents to close on the property. On a motion from T.Trigg, second by K.Thomas, approval was granted. All Ayes. 2. People Pathways a. Safe Routes to School Grant Request—R.Weinschenk reported no new news has been received in regards to the SRTS Grant request hand delivered to Michael 8-2-06 Minutes—page two O'Loughlin with INDOT in July. We should hear an announcement sometime in October. b. Phase III: Albin Pond Trail Project—R.Weinschenk reported that the new appraisals have been ordered for purchasing the properties affected by the Phase III project. We hope to begin purchasing by December. C. Phase IV: The Campus Link Project—We are seeking additional information which was requested at our meeting Brenda Fox and Janette Wilson,INDOT. 3. Ivy Tech Community College at Rokicki Park Project—No report. Recreation Programs 1. Adult Softball Programs a. Men's Softball League—The men's league drew 15 teams and the season is will close this month. b. Women's Softball League—The women's league drew 5 teams and the season tournament will finish this week. c. Coed Softball League—Registrations are being sought for the upcoming fall Coed Softball League,which will begin the tail end of August,following the men's, women's and church league seasons. 2. SPARK(Summer Program of Awareness and Recreation for Kids)—This program wrapped up mid-July and saw higher than average daily attendances. 3. Mommy&Me—In the absence of the Assistant Director,director R.Weinschenk hired Angela Ladd from Cloverdale, one of the mothers who attends the Mommy&Me program, to organize and supervise the program. New Business/Miscellaneous-None ' ..i Director's Report R.Weinschenk presented his monthly Director's Report for the board's perusal.
