Minutes of the Regular Meeting
November 1,2006
Present: President Dr. John Hennette,Vice President Leslie Hanson, Secretary Tim
Trigg, and Kara Thomas
Absent: Putnam County Library Ex-Officio Member Margot Payne, Greencastle
Community Schools Ex-Officio Member Barry Fisher, and City Council
Liaison Russ Evans
Also Present: Assistant Director Amanda Thorn and Parks& Recreation Director
Rod Weinschenk
Call to Order
The evening's meeting was called to order at 7:30 p.m. by President J.Hennette and was
held in the City Council meeting room of Greencastle City Hall.
Public Input-None
Minutes
Upon review of the minutes from the October regular meeting, L.Hanson pointed out that
the minutes stated that she ran the meeting when in actuality T.Trigg opened, ran the
meeting, with adjournment at 7:40 p.m., not 7:50 p.m. R.Weinschenk noted the
corrections. Upon those changes,the minutes were accepted upon a motion from
K.Thomas, second by T.Trigg. All Ayes.
Finances
1. Claims—On a motion from T.Trigg, second by L.Hanson,the claims were
accepted. All Ayes.
2. Transfers-R.Weinschenk stated that the transfers will be provided for December
review.
Friends of the Park, Special Projects, and Old Business
1. Eagle Scout Project—R.Weinschenk reported that the project has been
completed and William Dory is awaiting approval from the Boy Scout Council in
regards to his award.
2. Clearwater Property—R.Weinschenk reported that he has been unable to meet
with a construction business to evaluate the Clearwaters building in answer of the
question as to whether the building can be converted to a shelter.
3. Phase III: Albin Pond Trail—L.Hanson inquired into a question in regards to a
parcel of land to be purchased with the Albin Pond Trail Project and the
possibility of"contamination". R.Weinschenk stated that a question has surfaced
in regards to one parcel in question. After some discussion, L.Hanson made the
motion to order a Phase I Brownfield Study on the parcel in question. The motion
was seconded by K.Thomas, which passed "All Ayes". R.Weinschenk will
''� discuss the matter with City Engineer Glen Morrow.
4. Phase IV: The Campus Link Trail—R.Weinschenk reported that Mayor Nancy
Michael was approached by a citizen's group to construct a memorial in
remembrance of members of the armed services who have served and/or lost their
lives in the line of duty. The proposed trailhead along the Phase IV Trail Project
is a potential site. He will provide updates as the project progresses.
5. Land & Water Conservation Fund Grant Project—R.Weinschenk reported
that a land description was reviewed and corrected by ASA Land Surveys. An
appraisal has been ordered for the property. A"nutshell"timeline for the project
may have roads constructed in the Fall of 2007.
6. Ivy Tech Community College at Rokicki Park Project—R.Weinschenk
reported no new news.
7. Mary's Field Project—L.Hanson reported that the group has received a grant
from the Putnam County Foundation in the amount of$2,500.00, which will be
used as seed monies for the construction of the meditation gardens.
Director's Report
R.Weinschenk presented a monthly Director's Report for the board's perusal.
Adjournment
The board closed the meeting at 8:10 p.m. on a motion from K.Thomas, second by
T.Trigg. All Ayes.
