Minutes of the Regular Meeting
December 6,2006
Present: President Dr. John Hennette, Vice President Leslie Hanson, Secretary Tim
Trigg, and Kara Thomas
Absent: Putnam County Library Ex-Officio Member Margot Payne, Greencastle
Community Schools Ex-Officio Member Barry Fisher, and City Council
Liaison Russ Evans
Also Present: Joy Marley, FOTP People Pathways Chair, Assistant Director Amanda
Thorn, Parks Maintenance Laborer David Bault, and Parks& Recreation
Director Rod Weinschenk
Call to Order
The evening's meeting was called to order at 7:30 p.m. by President Dr. John Hennette
and was held in the City Council meeting room of Greencastle City Hall.
Holiday Contest Awards
President John Hennette and Assistant Director Amanda Thorn announced the winners in
the two contests,presenting awards to those participants present. The winners were:
1. Gingerbread House Contest
l st Place: Staci, Sedrick and Whitney Weinschenk, Greencastle
2nd Place: Catherine, Angie and Leo Weeks, Greencastle
r-'1 3rd Place: Webelos Den,Pack 99 Cub Scouts, Greencastle
2. Santa Claus Carving Contest
1st Place: Linda Boatwright, Poland,
Public Input-None
Minutes
1. November 1,2006 - Director R.Weinschenk presented minutes from the regular
board meeting held on November 1, 2006. The minutes were accepted on a motion
from T.Trigg, second by K.Thomas. All Ayes.
2. November 29, 2006 - Director R.Weinschenk presented minutes from the special
board meeting held on November 29, 2006. The minutes were accepted on a motion
from K.Thomas, second by L.Hanson. All Ayes.
Finances
Transfers—Director R.Weinschenk presented a list of transfers needed to bring some of
the parks department lines into black,prior to the end of the year. On a motion from
L.Hanson, second by T.Trigg the list was approved. All Ayes.
Claims - Director R.Weinschenk presented a list of monthly claims against the
department. On a motion by L.Hanson, second by K.Thomas the claims were approved.

Safe Routes to School Grant
R.Weinschenk announced that we have received the Safe Routes to School Grant through
the Indiana Department of Transportation that we applied for to be used toward the
second part of the Phase III: Albin Pond Trail Project. Joy Marley, Peoples Pathway
Committee Chair under Friends of the Park Association, stated that Michael O'Loughlin ,
1NDOT administer of the grant, complimented the park board on their planning and
foresight into the implementation of their trail projects, which helped toward the decision
to receive the grant.
Clearwaters Property
Director R.Weinschenk, in response to a previous request,presented a number of
proposals for the use of the Clearwaters building and property. After some discussion
and lead by a motion by L.Hanson, the board instructed Director R.Weinschenk to tear
the existing building structures down,place picnic tables on the concrete slab, and
replace the parking lot with green grass, replacing green areas lost to the aquatics center,
playgrounds and skatepark projects. The motion was seconded by K.Thomas, and passed
All Ayes.
R.Weinschenk explained that the department will begin clean-up of the grounds, with the
building removed this spring following an auction of City of Greencastle surplus items.
Jaycee Park Renovations
Director R.Weinschenk requested permission to hire Hurley Construction to finish
remodeling the bathroom and kitchen facilities at Jaycee Park. On a motion from
L.Hanson, second by T.Trigg, the board tabled the decision until it could be verified by
the City Attorney as to whether the project is a"public works"project and would need
additional bids. The motion passed, All Ayes.
Community Center Trips
L.Hanson inquired into the trips made by members of the citizen's advocacy group
investigating the possibility of a Greencastle, Putnam County,community center.
R.Weinschenk spoke on the investigative tours made to the Brazil YMCA and Plainfield
Recreation and Aquatics Center by Mayor Nancy Michael, City Attorney Laurie
Hardwick, group member Bryan Pohlar, and Parks &Recreation Director R.Weinschenk.
An additional trip to the Greenwood YMCA, Greenwood Community Center and
Franklin Cultural Arts and Recreation Center has been scheduled for Monday, December
18.
New Business
Ballard Lane Trail—J.Marley reported that as part of the city's industrial park project
located on the east side of Ballard Lane, a new trail will be constructed which could be
eventually be extended to Jaycee Park.

Phase I Trail—L.Hanson asked J.Marley if she was happy with the way the Phase I trail
looked at the First Financial Bank at the corner of Indianapolis Road and 10`h Street.
J.Marley stated she was concerned about the "banked"corner and cut through the trail.
R.Weinschenk will inquire as to the status of the trail.
Recreation Programs
The board received updates on the following programs from Amanda Thorn, the new
Assistant Director: Toddler Turkey Time, Santa Calls, Winter Wonderland Craft Time,
and upcoming Mommy&Me programs. Director R.Weinschenk highlighted the Youth
Basketball Program.
Adjournment
On a motion from L.Hanson, second by T.Trigg,the meeting was adjourned at 8:35 p.m.
