HomeMy Public PortalAboutJanuary 4 2007 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting January 4,2007 Present: President Dr. John Hennette, Vice President Leslie Hanson, Secretary Tim Trigg, and Kara Thomas Absent: Putnam County Library Ex-Officio Member Margot Payne, Greencastle Community Schools Ex-Officio Member Barry Fisher, and City Council Liaison Russ Evans Also Present: Joy Marley, FOTP People Pathways Chair, Assistant Director Amanda Thorn, Parks Maintenance Laborer David Bault, Banner Graphic Assistant Editor Adam Coates, and Parks &Recreation Director Rod Weinschenk Call to Order The evening's meeting was called to order at 7:32 p.m. by President Dr. John Hennette and was held in the City Council meeting room of Greencastle City Hall. Public Input-None Minutes December 6th, 2006 - Director R.Weinschenk presented minutes from the regular board meeting held on December 6, 2006. The minutes were accepted on a motion from T.Trigg, second by K.Thomas. All Ayes. Claims Director R.Weinschenk presented a list of monthly claims against the department. On a motion by L.Hanson, second by T.Trigg the claims were approved. All Ayes. Annual Board Reorganization Director R.Weinschenk reminded the board that they have traditionally reorganized the board for the President, Vice President and Secretary positions at their February's meeting. Old Business 1. Safe Routes to School Grant—Director R.Weinschenk reported that he met with INDOT in December and will be scheduling another meeting discuss the project. 2. Phase III: Albin Pond Trail Project-On Thursday, December 7th, we met with INDOT. Update: a. The updated title searches, appraisals and appraisal reviews have been completed for many of the parcels. The Russell property had to be broken into four pieces, with only three being appraised. The fourth was dropped from the project. These should be completed mid-January. b. We will then submit these to INDOT for their approval to begin purchasing property. c. We are still awaiting the environmental Phase I study ordered for one of the parcels and should be back shortly. That will determine if a Phase II study and clean-up plan is needed prior to purchasing the property. 3. Clearwaters Property—During the winter months we will be doing some clean-up of the property around the building, in and around the storage trailer, dismantling the out buildings, and cleaning up brush. The building will be used for storage for items to be auctioned off in the spring. After that the building will be torn down and the area returned to grass and trees. New Business Director R.Weinschenk informed the board that Park Board/City Council Joint Year-End Retreat The Greencastle Board of Park Commissioners met in retreat and discussed many items in evaluation of 2006, in preparation for 2007. No decisions were made. Please see the attached agenda. Adjournment On a motion from L.Hanson, second by T.Trigg,the meeting was adjourned at 9:22 p.m. All Ayes.
