Ms. Arp, Mr. Muller, Mr. Colton, and Mr. Kaiser answered roll call. A quorum was present. City staff members present were City Manager Robert Strope and Community Development Director Lindley Kirkpatrick, AICP. Also present were County Commissioners Terry Gestrin and Tom Kerr, County Clerk Lee Heinrich, County Prosecuting Attorney Richard Roats, and County P&Z Administrator Cynda Herrick. BUSINESS AB 02-23 Impact Area Negotiations Chairman Gestrin called the meeting to order and announced that the Board of County Commissioners and City Council were conducting this informal public meeting to gather input from Impact Area residents regarding the ongoing Impact Area Agreement negotiations. Mr. Kirkpatrick summarized the terms of the current Impact Area Agreement, focusing on the status of the Impact Area Planning & Zoning Commission. He explained the proposed changes that the City Council and Board of County Commissioners agree upon, including: • The McCall Area Comprehensive Plan will apply in the Impact Area. • The McCall Zoning Code will apply in the Impact Area. • The County Commissioners will make final decisions in the Impact Area. Mr. Kirkpatrick stated that the City has proposed that a single P&Z review and make recommendations on planning and zoning applications in both the City and the Impact Area. The membership of the single P&Z would be jointly appointed by the Council and the Board, and would be made up of City residents and Impact Area residents. The single P&Z would make recommendations to the Board on Impact Area items and to the City Council on City items. Chairman Gestrin invited comments from the public. Thirteen members of the public addressed the Council and Board. All expressed their desire to see a separate Impact Area P&Z. Most expressed concern over adequate representation of Impact Area residents, a desire to have the County control development, and general displeasure with all things related to the City. Those who spoke included: Harold Lukecart, Bill Hardin, Kathy Jones, Tony Gill, Bob Dobson, Steve Bixby, Julie Eddins, Scotty Davenport, Doug Woods, Douglas MacNichol, Carl Ruhkala, Peter Johnson, and Don Green. Page 2 of 3 February 26, 2002 City Council Minutes Chairman Gestrin and Mayor Colton thanked those in attendance for their comments and stated that the City and County will continue to negotiate the terms of the Impact Area Agreement.
