HomeMy Public PortalAboutJuly 9 2007 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting July 9, 2007 Present: President Leslie Hanson, Vice President Tim Trigg, Secretary Kara Thomas, Dr. John Hennette, Absent: Putnam County Library Ex-Officio Member Wes Wilson, City Council Liaison Russ Evans and Greencastle Community Schools Ex-Officio Member Barry Fisher Also Present: Brenda Skates, Tonya Spencer, Bruce Cooper, Cole Pohlar, Brian Pohlar with Hannum, Wagle& Cline, Banner Graphic Reporter Adam Coates, and Parks& Recreation Director Rod Weinschenk Call to Order The evening's meeting was called to order at 8:10 p.m. on Monday, July 9, 2007 by President L.Hanson in the City Council meeting room of Greencastle City Hall. It should be noted that the meeting was moved from its regular scheduled night, due to lack of quorum. Public Input 1. Jobi's Fight For Life- Tonya Spencer discussed Jobi's Fight For Life Fundraiser that she will be holding on Saturday, September 15, 2007 in Robe-Ann Park. She discussed the details of the event which will consist of a motorcycle Poker Run, Walk-A-Thon, Blair Carmon and the Belleview Boys concert, motorcycle and car show, Lovely Lady Riders Modeling Show followed by a live band concert. She requested free shelter rental and approval for the live band shows. Director R.Weinschenk inquired about the LLR Modeling Show being held in a municipal park setting and asked for reassurance that it would be a family oriented activity. Ms. Spencer reassured the board that the modeling show would be appropriate for all ages. On a motion from T.Trigg, second by J.Hennette, approval was given to hold the • event in Robe-Ann Park. The shelter fee was waived. All Ayes. 2. 4-H Fair Parade Food Booth— r-0 tir 3 t5 od booth in Mary Rogers Field Park, located next to city hall,during the 4-H Fae the request to set up a ir Parade as a fundraiser for Family Youth Development Program. Chicken and BBQ ribs will be served beginning at around 5:00 p.m. and selling during the parade. On a motion from J.Hennette, second by K.Thomas, the request was approved. All Ayes. 3. National Night Out—President L.Hanson inquired about the National Night Out activities scheduled for Robe-Ann Park on Tuesday evening, August 8, 2007. Director R.Weinschenk informed the board that the program is being co-sponsored by the department and will consist of bringing a number of law enforcement and emergency agencies together in setting to promote a positive evening of fun-filled activities. The Greencastle Aquatics Center will be open free of charge that evening, with fun activities for all. • 7-9-07 Minutes—page two U Park Improvement Projects Director R.Weinschenk requested to take things a little out of order, since Brian Pohiar with Hannum, Wagle& Cline was in the audience to discuss two improvement projects for Big Walnut Sports Park. The plans for the Land&Water Conservation Fund Grant were discussed, followed by plans to construct a drive to the Bob Flanigan Bandshell in Robe-Ann Park. Both sets are coming along and will should be complete in August. Minutes Director R.Weinschenk presented minutes from the regular board meeting held on Wednesday, June6, 2007. The minutes were accepted on a motion from K.Thomas, second by T.Trigg. All Ayes. Finances Claims-Director R.Weinschenk presented a list of monthly claims against the department. On a motion by T.Trigg, second by J.Hennette the claims were approved. All Ayes. Budget—The board had short discussion in regards to the budget and that presentation to the council is expected. Personnel—District ASA Commissioner Director R.Weinschenk gave a follow-up presentation in regards to him serving as the ASA District Commissioner. He would be responsible for registering teams and umpires through Indiana Amateur Softball Association. Part of the fees paid by teams and umpires registered would remain in the department. He informed the board that he had discussed it with City Attorney Laurie Hardwick and has a list of other park directors who hold the same position throughout the state. The board approved his request on motion by T.Trigg, second by J.Hennette. All Ayes. Old Business 1. People Pathways a. Phase HI: Albin Pond Trail Project- QEPI Contract—QEPI has completed the second Environmental Brownfield Phase II study and we are awaiting the final written document for the Russell property. b. Phase IV: Campus Link Trail Project—No change of status. c. Safe Routes to School Grant—No change of status. We are still awaiting the contract from INDOT, and survey documentation gathered by the schools, in regards to current and potential pedestrian and bicycle users. 2. Log Cabin —Director R.Weinschenk reported that per the Banner Graphic the log cabin that Lee Stewart, Ken Eitel and Marilyn Clearwaters discussed at the June meeting was accepted and will be constructed in Cloverdale's municipal park. 3. Lightning Detectors—Four lightning detectors were received from Officer Epple of the Greencastle Police Department. They will be used at 1) Greencastle Aquatics Center, 2)Robe-Ann Park softball field, 3)BWSP adult softball field concession stand, and the 4)parks& recreation department administrative office. 1 7-09-07 Minutes—page three 4. R Brooke Cash Memorial Softball Fund—On Saturday, July 7, R.Brooke Cash was killed in a motorcycle accident. He was an avid softball fan playing in both the Men's and Coed Softball Programs offered by the Greencastle Parks& Recreation Department. His family has listed the Greencastle Parks&Recreation Department's ASA softball program as the recipient of all memorial funds. City Clerk& Treasurer Theresa Glenn will set up a special line in the Park Non-Reverting Softball Fund. Next Meetings The next monthly board meeting has been scheduled for Wednesday evening, August 1, 2007 at 7:30 p.m. in Greencastle City Hall.
