HomeMy Public PortalAboutDecember 5 2007 Regular Session h Y Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, December 5, 2007 Present: President Leslie Hanson, Vice President Tim Trigg, Secretary Kara Thomas,Dr. John Hennette Absent: Putnam County Library Ex-Officio Member Wes Wilson, Greencastle Community Schools Ex-Officio Member Barry Fisher, and City Council Liaison Russ Evans Also Present: People Pathways President Joy Marley,Banner Graphic Reporter Adam Coates,Assistant Director Amanda Thorn, Park Maintenance Steward David Bault, and Parks &Recreation Director Rod Weinschenk Call to Order The evening's meeting was called to order at 7:30 p.m.by President L.Hanson in the city council meeting room of Greencastle City Hall. Awards The following awards were distributed to our holiday program participants: 1. Santa Claus Woodcarving Contest First Place - Linda Boatright (fifth year in a row) 2. Gingerbread House Contest recipients First Place: Staci, Sedrick and Whitney Weinschenk Second Place: Pack 99 Cub Scouts Bear Den Third Place: Angie, Leo and Catherine Weeks People's Choice: Pack 99 Cub Scouts Webelos Den Public Input-None Minutes November-Director R.Weinschenk presented minutes from the regular board meeting held on Wednesday,November 7, 2007. On a motion by T.Trigg, second by J.Hennette, the minutes from the meeting were accepted as presented. All Ayes. Board Liaison-President L.Hanson updated the board that the new board liaison from the Greencastle Community School Corporation will be Barb Bryan. Finances Claims - Director R.Weinschenk presented a list of monthly claims against the department. On a motion by J.Hennette, second by K.Thomas,the claims were approved as presented. It should be noted that T.Trigg abstained due to a claim for his business, Obsidian Screen Graphics, listed on the claim docket. Transfers—A list of transfers were presented to the board to bring all line items into positive balances. The transfers were accepted on a motion from K.Thomas, second by T.Trigg. All Ayes. 12/5/07 minutes—page two Friends Of The Park, Special Projects,and Old Business —' 1. Indiana Brownfields Program Grants a. Petroleum Remediation Grant for Maple Berry Park—East Brownfield Site: Director R.Weinschenk informed the board that the IWM Consulting Group returned to remove the contaminated soil,will fill in the hole with a limestone sand mixture, and covering it with limestone gravel. b. Petroleum Remediation Grant for Greencastle: Clearwaters Garden Center: Director R.Weinschenk informed the board that we have received unofficial word from Brad Gentry from IWM Consulting Group that the Clearwaters site is clean. Unofficially there was only one soil boring that showed traces of petroleum residual,but it wasn't enough to warrant remediation. The official word will follow. He stated that we can begin development of the projects that we have scheduled. 2. Mary Rogers Field Park Project—We are awaiting sign designs from Toni Tomlinson. 3. Big Walnut Sports Park Projects a. Asphalting- Wabash Valley Asphalt Company has been working diligently at Big Walnut to complete the project. All parking areas and roadways have been paved with the 2%2",with the top 1'/2"waiting until spring due to the colder weather. All pathways included in the project have been completed with a 3"base of asphalt. b. Master Gardeners—President L.Hanson informed the board that the Master Gardeners have discussed the Big Walnut Sports Park butterfly garden as a possible community improvement project. The contact is Melissa Archer. 4. Phase III: Albin Pond Trail/SRTS a. ROW Funds -Right of Way funding has been authorized from the federal government through INDOT for the Albin Pond Trail. b. Property Appraisals - We are to proceed with updating the current appraisals by soliciting information from three real estate agents and passing it to John Newlin for value comparisons. Once completed and with authorization from INDOT,we will be ready to extend"offers to purchase". c. Civil Engineering Consultants—Garth Hughes has submitted the first set of check plans and received comments back. He is revising the plans and will submit a second set of check plans to INDOT for their review. 5. Phase III: Safe Routes to School Project a. Russell Property-The Russell Property has been cleaned and that process will be closed with the approval of the invoice on this month's claim docket. b. Contract—On Monday,December 3,Mayor Michael received and passed on the signed copies of the contract between INDOT and the City of Greencastle. c. Next Steps ... 1) Property Appraisals—As with the Phase III: Part 1,we are to proceed with updating the current appraisals with information from three real estate agents and passing it to John Newlin for value 12/5/07 minutes—page three comparisons. Once completed and with authorization from INDOT, we will be ready to extend "offers to purchase". 2) Preliminary Plans- Garth Hughes has submitted the first set of preliminary plans(almost check plans)and received comments back. He is revising the plans and will submit the second set of plans to INDOT for their review. 3) Timelines—Although two totally separate projects in INDOT's eyes,we are both hoping to be able to submit the two projects for bidding at the same time to save money on mobilization. 6. Phase IV: The Campus Link Trail a. Funding—It is my belief that funding for this project has been included in the proposed EDIT plan for consultant selection and preliminary design in 2009, land acquisition in 2010, and construction in 2011 and 2012. b. DePauw University—We received word this week that the portion of trail located on DePauw University's property will be constructed with a stone base this spring. It will be constructed in part of a pathway from athletic fields to the new ethics building. Because this will be an upgrading of their property, it shouldn't have great affects on the TEA Grant.Phase III Part 2: Safe Routes to School Project Director's Report 1. Youth Basketball Program—The parks& recreation youth basketball program will begin their game schedule this Saturday with games played at TZ Intermediate, Deer Meadow Primary and the High School Auxiliary Gymnasium. Over 250 children registered for the program. 2. Mommy & Me Program 2007—We will be wrapping up the last session of Mommy and Me Program these next two weeks. This session approximately five children have participated regularly,with four others attending occasionally. 3. Santa's Little Helpers -This is a program has been organized by our Bonner Scholar Rachel Krampe. The program will be held this Thursday evening from 6:00-7:00 p.m. at the Putnam County Library. 4. Santa Wood Carving Contest—Drew one entry. Linda Boatwright from Poland, Indiana won for the fourth year in a row. Three entries were provided for exhibition only by Director R.Weinschenk. 5. Gingerbread House Contests—Again this contest was popular with our young Cub Scout organization, drawing three entries. The number of houses has increased to six this year,with one for display only by Assistant Director Amanda Thorn and Bill Roche. 6. Santa Calling—We have been able to establish a line to the North Pole for this Saturday morning, December 8th, 10:00-12:00 Noon. Resignation President L.Hanson resigned both the board president position as well as her position on the park board,due to her expected extensive travels throughout the upcoming winter months. To show their appreciation of the many years she has served on the board,the board members presented her with a 3-season jacket embroidered with"Greencastle Parks&Recreation Department".
