HomeMy Public PortalAboutTask Order #4 CH2M HillTASK ORDER 4 THIS TASK ORDER IS ISSUED PURSUANT TO THE STANDARD MASTER AGREEMENT FOR PROFESSIONAL SERVICES DATED FEBRUARY 10, 2015 (AGREEMENT), FOR THE CITY OF CRESTVIEW, FLORIDA, WHICH IS INCORPORATED HEREIN BY THIS REFERENCE, WITH RESPECT TO Professional Engineering and Consulting Services to Prepare a Multi -sector Generic Permit Notice of Intent and update the Stormwater Pollution Prevention Plan Article A. Purpose The purpose of Task Order 4 is to authorize and direct CH2M HILL Engineers, Inc. (CH2M) to proceed with the professional engineering and consulting services to prepare a Notice of Intent (NOI) for a Multi -sector Generic Permit (MSGP) for discharges of stormwater associated with industrial activity and to develop a Stormwater Pollution Prevention Plan (SWPPP). The Florida Department of Environmental Protection (FDEP) has the authority to implement the National Pollutant Discharge Elimination System (NPDES) program in Florida. For the industrial stormwater program, FDEP has adopted the 1995 version of the Environmental Protection Agency (EPA) MSGP (62-621.300(5)(a), F.A.C.) and the applicability requirements that are listed in 40 CFR Part 122. The Crestview Wastewater Treatment Facility (WWTF) obtained coverage under the MSGP in 2011. The coverage expires every 5 years and is due for renewal. In order to obtain permit coverage under the FDEP MSGP, the City of Crestview (City) will need to submit a notice of intent (NOI) to FDEP. Coverage is granted 2 days after the NOI is submitted. Additionally, one of the MSGP requirements is to prepare, and maintain onsite, a SWPPP that addresses best management practices to minimize pollution of stormwater discharges from the site. A SWPPP was developed at the time of initial permit coverage and it will be updated as part of this project. The scope of work to complete these two items is described it Article B. Article B. Scope of Services The scope of services provided with this task order is detailed below. Task 1. Complete MSGP N01 CH2M will collect information needed for the NOI, complete form templates and submit hard copy forms for the "Crestview Responsible Official" signature. The City will be responsible for the $500 permit fee submission to FDEP upon completion of the permit application. Task 2. Stormwater Pollution Prevention Plan Update The FDEP MSGP requires the development of a SWPPP that addresses the following topics: " Pollution Prevention Team " Description of Potential Pollutant Sources " Measures and Controls " Comprehensive Site Compliance Evaluation The original SWPPP for the Crestview WWTP, developed in 2011, will be reviewed and updated as required by the regulation. The scope of work assumes that there have not been major changes to the WWTP site since 2011 and only minor changes are needed for the plan update. The specific subtasks include the following: " One day site visit to observe material management practices and potential stormwater pollution sources to confirm content of current Plan, to perform non-stormwater discharge certification, and to observe outran location. This site visit is assumed to be conducted within 1 week of notice to proceed. " Using the current SWPPP electronic documents, CH2M will prepare a Draft SWPPP for review by the City and will deliver by PDF via email. " CH2M will utilize the site layout drawing used in the 2011 plan unless the City provides another base map electronically. " Conduct one conference call with the City to discuss review comments. " Incorporate comments from the City and finalize the SWPPP. Four (4) hard copies will be delivered to the City. Article C. Project Schedule Work will begin upon execution of this task order and will be completed within 60 days of execution, with an assumed 2 week review period of the Draft SWPPP by the City. Article D. Compensation As compensation for providing the services described in Article B. Scope of Services in this task order amendment, the CLIENT shall pay CH2M, in accordance with Article 2 of the Agreement, a lump sum amount of $9,500. Article E. Authorized Representative The Authorized Representatives designated below are authorized to act with respect to Task Order 4.
