Ms. Arp, Mr. Muller, Mr. Colton, Mr. Eimers, and Mr. Kaiser answered roll call. A quorum was present. City staff members present were City Manager Robert Strope and Deputy City Clerk Jean Allen. PUBLIC COMMENT The Mayor called for public comment. There was none. CONSENT AGENDA Minutes of September 5, 2002 Minutes of September 12, 2002 Invoice Approval List Dated September 23, 2002 Payroll Report for Pay Period Ending September 13, 2002 AB 02-133 Idaho Department of Lands Community Transportation Enhancement Grant Application AB 02-134 Notice of Award AIP Project No. 3-16-0023-08 AB 02-114 Ordinance No. 768 parking Violation Fees AB 02-115 Resolution 02-22 parking Fees Mr. Colton moved to approve the Consent Agenda. Mr. Eimers seconded the motion. At a roll call vote, Mr. Colton, Mr. Eimers, Ms. Arp, Mr. Muller, and Mr. Kaiser voted aye. The motion carried. BUSINESS AB 02-129 Recreation Award This award is being presented to someone who has been an outstanding contributor to McCall recreation outside of the Recreation Department. The recreation council unanimously voted for this individual. This individual started an extremely successful program from scratch and just wants kids exercising. This award will be presented semi annually. Table until next meeting. Page 2 of 4 September 26, 2002 City Council Minutes AB 02-135 Transportation Advisory Committee Jim Arp from the Transportation Advisory Committee passed out a handout of the Transportation Advisory Committee's Annual Report for 2002 and a copy of the Mission Statement. Mr. Arp gave an extensive update from the handout, regarding the TAC's Duties and Project Participation. Mr. Arp asked for support from City Council and the City staff members. This will improve the ability to assist the maintenance and development in the City. AB 02-136 Public Art Attached is a summary of the McCall Arts and Humanities Public Art Project. Jenny Keiser-Ruemmele provided a brief overview of the project and asked Council's endorsement of the concept as well as a commitment to designate a member of the Council to serve on the selection panel. Mr. Colton moved to endorse the Arts and Humanities Public Art Project and designate Ms. Arp as the City Council representative member of the Selection Panel. Mr. Eimers seconded the motion. All Council Members voted aye. The motion carried. AB 02-132 Paver and retaining wall contract for the Old McCall Jail Mr. Strope said we received two bids in the range of $25,000. We only have about $18,000. We will do a change order to reduce the amount. Ms. Arp asked what would be changed to reduce the cost. Ms. Coyle said we will reduce the width of the walking path through the park. Mr. Colton moved to award the contract to Seeco and authorize the City Manager to sign. Mr. Eimers seconded the motion. At a roll call vote, Mr. Colton, Mr. Eimers, Ms. Arp, Mr. Muller, and Mr. Kaiser voted aye. The motion carried. Mr. Strope said he would check into it. Mr. Eimers asked Mr. Strope to follow up with the owner of the Best Western on an inquiry. Mr. Eimers stated he should not be involved. Mr. Eimers asked Mr. Strope to contact Mr. Lyons about a rumor. City Councilor — Mayor Colton None ADJOURNMENT Without further business, Mr. Eimers moved to adjourn. Mr. Kaiser seconded the motion. All Council Members voted aye. The motion carried.
