CALL TO ORDER AND ROLL CALL
Mayor Colton called the regular meeting of the McCall City Council to order at 7:05pm.
Ms. Arp, Mr. Muller, Mr. Colton, and Mr. Kaiser answered roll call. A quorum was
present. City staff members present were Attorney Susan Buxton, Finance Director/City
Clerk Cathleen Koch and Deputy City Clerk Jean Allen.
AB 02-137 Library Board was removed from the agenda. An executive session was
added to the agenda.
PUBLIC COMMENT
The Mayor called for public comment. There was none.

Ms. Koch said the invoice approval list needed to be revised on page 11 to indicate that
CNI would be paid instead of Hillside Nursery. AB 02-145 Alcohol Beverage License
Transfer needed to be added to the consent agenda.
Mr. Colton moved to approve the Consent Agenda as amended. Mr. Kaiser
seconded the motion. At a roll call vote, Mr. Colton, Mr. Kaiser, Ms. Arp and Mr.
Muller voted aye. The motion carried.

BUSINESS
AB 02-129 Recreation Award
Brock Heasley said the Recreation Committee met and decided to present an award to
someone in the community outside the recreation department that is an outstanding
contributor to McCall recreation. The committee unanimously voted for Monir Desoky.
Mr. Heasley presented an award to Mr. Desoky.
AB 02-131 Ordinance No. 771 Beer & Wine Age Limits
Cathleen Koch explained that Ordinance No. 771 was presented to Council at a
previous meeting. The ordinance will make city code reflect the current state law
requiring the minimum age to sell, serve, and dispense liquor at twenty-one years of
age except as provided by law. Ms. Koch recommended the second and third reading
of Ordinance No. 771.
Ms. Arp pointed out that the ordinance needed to be made gender neutral. Ms. Koch
said it could be fixed.
Ms. Arp moved to suspend the rules, read by title only, the second and third
reading of Ordinance No. 771 as amended and authorize the Mayor to sign. Mr.
Colton seconded the motion. At a roll call vote, Ms. Arp, Mr. Colton, Mr. Kaiser,
and Mr. Muller voted aye. The motion carried.
Ms. Arp moved to adopt Ordinance No. 771 as amended and authorize the Mayor
to sign. Mr. Colton seconded the motion. At a roll call vote, Ms. Arp, Mr. Colton,
Mr. Kaiser, and Mr. Muller voted aye. The motion carried.

Ms. Arp congratulated Dan Pillard on the appointment as the President of the Idaho Golf
Course Superintendent's Association.

Mr. Colton asked about the letters complaining about the golf course. Mr. Pillard said
the committee would be addressing the letters.
Mr. Pillard and the Council Members also discussed the lifetime golf course passes.
Mr. Pillard would like to sale more passes to generate revenue for improvements.
EXECUTIVE SESSION
At 7:20pm, Mr. Muller moved to go into executive session per Idaho Code 67-
2345(1 fl to consider pending litigation. Mr. Colton seconded the motion. At a roll
call vote, Mr. Muller, Mr. Colton, Ms. Arp and Mr. Kaiser voted aye. The motion
carried.
At 7:30pm, Mr. Colton moved to come out of executive session. Ms. Arp seconded
the motion. At a roll call vote, Mr. Colton, Ms. Arp, Mr. Muller and Mr. Kaiser
voted aye. The motion carried.
The discussion concerned pending litigation.
ADJOURNMENT
Without further business, Mr. Colton moved to adjourn. Ms. Arp seconded the
motion. All Council Members voted aye. The motion carried. The Council
adjourned at 7:30pm.
