CALL TO ORDER AND ROLL CALL
Mayor Colton called the special meeting of the McCall City Council to order at 10:00
am. Ms. Arp, Mr. Muller, Mr. Colton, and Mr. Eimers answered roll call. A quorum was
present. City staff members present were City Manager Robert Strope and Finance
Director/City Clerk Cathleen Koch.
BUSINESS
AB 02-151 BDPA Workshop
Mr. Strope explained that he was not able to answer the in depth questions asked at
the last Council meeting. He thanked BDPA for coming to the meeting.
Mr. Eimers asked if a statistical technique was used to come up with the salary
structure. Andrea Fogleman said there were three basic methods to analyze data for
compensation studies. The methods include a regression analysis, weighted average
and overall on the average method. The first 2 methods require additional research
and would increase the cost. The overall on the average method is what was used.
Ms. Fogleman said she has used all three methods and the three methods usually
come out with similar results. Mr. Eimers said it was BDPA's job to convince him that
the method they used was appropriate.
Mr. Strope explained the benefit of implementing a salary structure. He explained that
there would be cost savings associated with the implementation. Mr. Strope also
clarified the method of reward for those employees not receiving a step increase.
However, there will be a bonus/incentive program.
Ms. Arp moved to implement the Classification and Compensation Plan Study as
recommended. Mr. Eimers seconded the motion. At a roll call vote, Ms. Arp, Mr.
Eimers, Mr. Colton, and Mr. Muller voted aye. The motion carried.
ADJOURNMENT
Without further business, Mr. Colton moved to adjourn. Mr. Eimers seconded the
motion. All Council Members voted aye. The motion carried. The Council
adjourned at 11:05 am.
