IN THE COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. Call to Order. Mayor Koch called the meeting to order at 9:00 A.M. II. Pledge of Allegiance. The Pledge of Allegiance was led by the Mayor. III. Roll Call. Present and William F. Koch, Jr Participating: Joan K. Orthwein Fred B. Devitt III Muriel J. Anderson Chris D. Abrams Mayor Vice Mayor Commissioner Commissioner Commissioner Town Manager Town Clerk Police Chief P.B. Co. Commissioner IV. Minutes of the Regular Meeting of April 9, 2009. Commissioner Anderson moved and Commissioner Orthwein seconded that the minutes be approved as circulated and all voted AYE. V. Additions, withdrawals, deferrals, arrangement of agenda items. There were no changes requested. VI. Public Requests. A. Introduction of new Palm Beach County Commissioner representing District IV, Steven L. Abrams. Mayor Koch introduced Palm Beach County Commissioner Steven L. Abrams, who was recently appointed to represent District IV, and one of his aids, Freddie Scott. Commissioner Abrams reminded that he had been Mayor in the City of Boca Raton and understood the challenges facing municipal elected officials. He encouraged the Commissioners to contact him whenever they felt he could be of assistance to Gulf Stream. He mentioned that in the past there had been regular meetings of the Mayors and Managers of the municipalities in District IV at the District IV office and he questioned if Gulf Stream was in favor of continuing with them. The Commissioners and Town Manager stated they were very much in favor of this continuing. Mayor Koch thanked Commissioner Abrams and Ms. Scott for their attendance and willingness to assist Gulf Stream. Regular Meeting & Public Hearing Town Commission -May 8, 2009 Page 2 VII. Announcements. A. Regular Meetings and Public Hearings 1. June 12, 2009 @ 9 A.M. 2. July 10, 2009 @ 9 A.M. 3. August 14, 2009 @ 9 A.M. C4. September 11, 2009 @ 9 A.M. 5. October 9, 2009 @ 9 A.M. 6. November 13, 2009 @ 9 A.M. 7. December 11, 2009 @ 9 A.M. Commissioner Wheeler reminded that he would not be present at the meeting on June 12, 2009 but would be available by phone. Commissioner Orthwein stated she would not be present at the July 10, 2009 meeting but would be available by phone. Commissioner Anderson advised she would not be able to attend the September 11, 2009 meeting. The Town Clerk advised that it is possible that the September meeting may have to be changed if it conflicts with the budget meetings of the school board or the county commission. VIII. Reports. A. Town Manager 1. Update on Town Hall Improvements Town Manager Thrasher reported that the improvements are 95% completed with the exception of a few housekeeping chores. In reply to a question from Mayor Koch, he advised that the entire project will be within the budget authorized by the Commission and that on completion, he would have a detailed report. B. Architectural Review & Planning Board 1. Meeting Dates a. May 28, 2009 @ 8:30 A.M. b. June 25, 2009 @ 8:30 A.M. c. July 23, 2009 @ 8:30 A.M. d. September 24, 2009 @ 8:30 A.M. e. October 22, 2009 @ 8:30 A.M. f. November to be determined g. December 24, 2009 @ 8:30 A.M. Mayor Koch called attention to these dates. Q C. Finance Director 1. Financial Report for April 2009 Mr. Thrasher asked that the Financial Report be accepted as submitted, if there were no questions. There were no questions and Commissioner Orthwein moved and Commissioner Anderson seconded that the Financial Report be accepted as presented with all voting AYE. D. Police Chief 1. Activity for April 2009 In reply to a question from Commissioner Anderson, Chief Ward advised that the grand thefts consisted of lawn furniture and a Regular Meeting & Public Hearing Town Commission -May 6, 2009 Page 3 discarded washer /dryer and items from an unlocked garage, all in the same neighborhood in Driftwood Landing. IX. Items for Commission Action. A. Appointment of one Alternate Member to the ARPB In reply to questions from the Commissioners, the Town Clerk advised there had been no letters of interest received regarding the opening for an Alternate Member on the ARPB. The Commissioners expressed their appreciation to the Coastal Star for mentioning the opening in their latest edition. B. Items by Mayor & Commissioners Mayor Koch advised that the Coastal Star had given the Town a very large copy of the picture of the polo fields that had appeared in a recent publication of the paper and that it is being framed to hang on the wall of the Chambers. He thanked the Coastal Star for this thoughtful deed. Commissioner Devitt questioned the need for so many No Parking Signs along County Road. He was advised that there is not adequate parking provided at the neighboring development and often contractors, and sometimes residents, park on the grass along the west side of the road. Staff has had confrontations over this practice and signs were installed. Chief Ward advised that they are placed according to DOT standards but perhaps at some later time this spacing could be revisited. Mayor Koch reported that the Gulf Stream Golf Club had agreed to place sod along Golfview Drive which will improve the appearance of this much used street. Town Manager Thrasher said he would appreciate any comments regarding the budget for 2009 -2010 that he is in the process of preparing. The Mayor remarked that a 30% reduction would be nice. Commissioner Wheeler seriously pointed out that cuts are taking place world wide and he believed that government should not take this lightly and feel they are different just because they have the ability to tax. He encouraged all to O look at this downturn in the economy with a critical eye where the budget is concerned. He added that he has always maintained that where salaries are concerned, people should be paid market. He just asked that it be remembered that taxpayers voted to reduce taxes and to look at the budget seriously with these things in mind. Commissioner Orthwein brought up the problem of golf cart safety. She stated that she has been receiving many complaints about the careless operation of golf carts by children and adults as well. Chief Ward reminded that the Town had tried to address this but found that the state has exempted those that are unlicensed from almost every Regular Meeting & Public Hearing Town Commission -May B, 2009 Page 4 regulation except that the operator must be 14 years of age or older. In addition they have prohibited any regulation by municipalities that is more restrictive than the state regulation. He added that the school has sent a letter to parents asking that the children not be permitted to drive Othe carts on school property, but that does not help with the problems the Town is confronted with. Commissioner Devitt observed that towns have the option to not allow golf carts on the local streets if they so desire. But, that would also prevent those going to play golf from driving their carts to the clubs. Commissioner Wheeler believed the problem can only be solved by getting the attention of and cooperation from the parents. Commissioner Orthwein stated that when these incidents are reported to her, she advises that they call the police and have the police talk to the parents. Chief Ward advised that they do talk to parents but it is impossible to get full cooperation without an enforcement tool to back it up. There was discussion with regard to requiring the carts be insured but it was felt the additional coverage would not be costly enough to prompt parents to be more restrictive with the use of the cart. Mayor Koch thought perhaps the Civic Association might assist with encouraging the parents to better control the manner in which the carts are operated. There was no solution to this safety problem but Chief Ward said that he would continue to research how this is approached in other areas of the state. X. Public. There was no public comment. XI. Taylor Town Clerk NOTICE OF APPLICATION FOR DEVELOPMENT APPROVAL NOTICE IS HEREBY GIVEN that the Architectural Review and Planning Board of the Town of Gulf Stream will hold a Public Hearing on Thursday, June 25, 2009 at 8:30 A.M., and the Town Commission will hold a Public Hearing on Friday, July 10, 2008 at 9:00 A.M., both in the Commission Chambers of the Town Hall, 100 Sea Road, Gulf Stream, Florida, at which the following will be considered: An application submitted by William Wietsma, agent for Quarter Track LLC, owners of property located at 555 Palm Way, Gulf Stream, Florida, legally described as Lot 20, Polo Cove Subdivision, for the following: 1. LAND CLEARING PERMIT to clear building site for for construction of new structures. 2. SPECIAL EXCEPTION to permit 300 sq. ft. of covered un- enclosed roof projection that exceeds the maximum permitted floor area ratio. 3. LEVEL 3 ARCHITECTURAL /SITE PLAN REVIEW to permit the construction of a two -story single family Gulf Stream Bermuda style dwelling with 2 car garage, consisting of 5,568.5 square feet and a swimming pool. The Architectural Review and Planning Board shall make a recommendation to the Town Commission, and the Town Commission shall make a final decision regarding the subject application at the meetings noticed above. These meetings may be adjourned from time to time and place to place as may be necessary to hear all parties and evidence. The complete application materials are on file in the Office of the Town Clerk located at 100 Sea Road, Gulf Stream, Florida 33483, and may be reviewed during regular business hours, which ^ generally include non - holiday weekdays from 9:00 A.M. to 4:00 P.M.
