MEDINA CITY COUNCIL MEETING MINUTES OF NOVEMBER 18, 2008
The City Council of Medina, Minnesota m-et in special session on November 18, 2008 at
6:03 p.m. in the Medina City Hall.
I. Call to Order
Members present: Crosby, Smith, Weir
Members absent: Cavanaugh, Johnson
Also present: City Administrator Chad Adams, Planning Director Tim Benetti,
Public Works Superintendent Steve Scherer, City Attorney Ron Batty, and City Engineer
Tom Kellogg
II. Uptown Hamel Public Improvements and TIF District
Adams stated that United Properties mistakenly placed the foundation of their business
sign in the City's monument sign easement area. United Properties has agreed to allow
the City to use the foundation for our monument sign and they will relocate their business
sign to the designated area as approved per plans.
The Council directed staff to receive updated quotes for the monument sign using the
foundation that was placed in the easement area.
Adams stated that a frontage road is planned for the future to extend from the recently
constructed frontage road at the West Financial Credit Union to Highway 55 Rental.
The Council agreed to not pursue acquiring easements or completing the frontage road by
the July 9, 2009 TIF five-year rule deadline.
Adams and Benetti outlined the possible parcels to utilize or acquire for public parking in
the Uptown Hamel district.
The Council directed staff to report back to Council with an analysis/recommendation for
public parking, an updated cash flow analysis for the TIF District, and to meet with
prospective developers on future plans.
III. City of Greenfield Comprehensive Plan
Adams and Benetti provided a brief overview of the recommended comments to send to
the City of Greenfield.
The Council agreed to the comments presented in the staff memo and directed staff to
send the letter to the City of Greenfield.
