I. Call to Order. Mayor Koch called the meeting to order at 5:01 P.M. II. Roll Call. Present and William F. Koch, Jr. Mayor Participating Joan K. Orthwein Vice -Mayor Fred B. Devitt, III Commissioner Muriel J. Anderson Commissioner Chris D. Wheeler Commissioner Also Present and William H. Thrasher Town Manager Participating Rita L. Taylor Town Clerk Edward Allen Police Lt. III. Consideration of Adopted Tentative Millaae Rates and Adopted Tentative Budgets for Fiscal Year 2009 -2010. A. Explanation and discussion of Tentative Millage Rate as compared to the rolled back rate. Town Manager Thrasher stated that the roll back rate for 2009 -2010 is 3.0437 and explained that the budget was prepared using last year's millage rate of 2.8655, which is 5.86% below the roll back rate. It is a balanced budget with expenditures and revenues equaling $2,633,759. We have provided withdrawals from the Fund Balance in the amount of $101,789, he said. B. Comment from the Commission and the Public. Commissioner Wheeler stated for the record that it is a roll up rate when the millage rate increases and what the Commission did was reject a roll up rate and went with last year's millage rate. IV. Adoption of the General Fund FINAL Millage Rate for Fiscal Year 2009 -2010. Commissioner Wheeler moved and Commissioner Anderson seconded to adopt the General Fund final millage rate of 2.8655 for fiscal year 2009 -2010. There were no comments. Roll Call: Vice -Mayor Orthwein; Aye, Comm. Devitt; AYE, Comm. Anderson; AYE, Comm. Wheeler; AYE and Mayor Koch; AYE. V. Adoption of the FINAL Budgets for Fiscal Year 2009 -2010. A. General Fund Town Manager Thrasher explained that the General Fund budget is balanced at $2,633,759, but there is one change in the second item under Capital (C) & Maintenance (M) - Administration in which $24,000 was originally proposed for the Storage /Expansion Design. The staff is now asking for approval to spend that same amount of $24,000 for Accounting Fund Ware Server Change -out since it has just been learned that this will be necessary in the very near future. Budget Public Hearing Town Commission - September 23, 2009 Commissioner Wheeler moved and Commissioner Anderson seconded to adopt the Final Budget in the General Fund for fiscal year 2009 -2010, with the amendment as stated by the Town Manager, in the amount of $2,633,759. Enterprise Fund (water) Mr. Thrasher explained that there is a balanced budget for the Enterprise Fund with expenditures and revenues equaling $865,000. Commissioner Wheeler moved and Vice -Mayor Orthwein seconded to adopt the Final Budget in the Enterprise Fund for fiscal year 2009 -2010 in the amount of $865,000. There were no comments. Mayor Koch commented on the very large increase of 84% in the fire contract this year and, in spite of that increase, the Town has been able to come back with a budget which will allow them to continue to maintain the community in the manner in which they always have with no tax increase. He said that a lot of the credit goes to the commissioners and the staff. VI. Ordinances for Second Reading and Adoption. A.
