A request by White Cab for a taxi rate increase to standardize
the rates with the raise approved by the City of Miami was presented
by Mr. Maley. On motion of Mr. Villeneuve, seconded by Mr. Taplin,
the rates requested of 50¢ for the first one -sixth mile and 100 for
the following one -sixth mile were approved by
ORDINANCE. NO. 150
on vote of Messrs. Beatty, Printup, Taplin and Villeneuve voting,
"yes"; Mr. White voting, "no".
Mr. Maley said that he did not wish to do the complete job if
widening 96th Street as approved at the September 26, 1970 Council,
inasmuch as the storm sewer system should be reworked and the entire
street needs resurfacing. He said at this time he wished only to
adjust the curb radius at the Hal Harbour Shops entrance. The
Council agreed to Mr. Maley's decision.
There being no further business on motion of Mr. Taplin, second-
ed b: Mr. Printup, and unanimously voted the meeting was adjourned
at 11:15 A.M.

A Special Meeting of the Bal Harbour Council was held for the
purpose of discussing the beach restoration program on Friday, Janu-
ary 22, 1971, at 3:10 P.M. in the Village Hall.
Present: Messrs. Beatty, Printup, Taplin, Villeneuve and White
Also present were Fred W. Maley, Village Manager; Mary T. Wetter-
er, Village Clerk; Thomas H. Anderson, Village Attorney; and George
Whittaker and Henry von Oesen, Consulting Engineers for the project.
Mr, von Oesen reviewed with the Council the Engineering Report
covering the present status of the oceanfront and their recommenda-
tions for restoration of the beach, which will take approximately two
years for the entire project. The estimated cost of the project is
$4,500,000 based on $51,360,000 for the extension of the south jetty
at Baker's Haulover; two groins, #137,000; and sand fill, S3,227,000.
The status of the project at present is that the Village must wait
for Dade County Public Works Director, Mr. John McCue, to review the
Report and make his recommendations to the County Manager who will in
turn request the Dade County Commission to certify the project. The
Village must have the Dade County certification to take to the Corps

of Engineers. After certification by the Corps it will be placed
before the U. S. Congress to be considered for Federal partici-
pation. However, the jetty can be started after tentative appro-
val by the County, State and Corps of Engineers.
In regard to financing the project it is estimated that Bal
Harbour will contribute $618,000 from Resort Tax Revenue and Local
Assessments; Dade County, $400,000; State of Florida, .81,000,000;
and Corps of Engineers, $2,482,000. Mr. Anderson suggested that
Mr. Maley obtain a letter from the First National Bank of Miami
and Community National Bank stating just what they will require from
Bal Harbour to make the construction loan. It was also suggested
that the Miami Beach First National Bank be contacted to see if
they would be interested in participating.
It was noted that the completed beach will be the property of
the State of Florida. However, the beach will be administered by
the Village. Also discussed was the problem with the Federal
Government due to the limited access to the beach. Mr. von Oesen
explained that there would be a demarkation line between the State
owned land and private ownership; the upland owner would control
forty to sixty feet in front of the bulkhead along the completed
beach. The Federal Government will probably require public access
every one-half mile. It was suggested that a sidewalk, walled off
from the Harbour House North property, could be constructed on the
Dade County thirty-five foot easement along the liaulover Inlet.
If the government regulations can be met it would result in greater
financial participation by the Government.
There being no further business the meeting was adjourned at
5:15 Y.M. on motion of Mr. White, seconded by Mr. Taplin.

1971, at 9:30 A.M. in the Village fail.
