HomeMy Public PortalAboutCouncil Minutes 2003 11/05MINUTES McCall City Council Special Meeting Wednesday, November 5, 2003 Table of Contents Call to Order and Roll Call Public Comment Consent Agenda Payroll Report for Pay Period Ending October 24, 2003 AB 03-166 City Manager Appointment of City Clerk Business AB 03-167 Canvassing of Votes AB 03-168 Council Vacancy Executive Session Adjournment CALL TO ORDER AND ROLL CALL Mayor Colton called the regular meeting of the McCall City Council to order at 7:00 p.m. Mayor Colton, Council Member Arp (On Conference Telephone), and Council Member Muller answered roll call, Council Member Eimers was excused. A quorum was present. City Manager Robert Strope was present in his dual role as City Manager and City Clerk. CONSENT AGENDA Mayor Colton moved to approve the Consent Agenda. Council Member Arp seconded the motion. All Council Members voted aye (3-0). The motion carried. BUSINESS AB 03-167 Canvassing of Votes Robert Strope presented the results of the November 4, 2003 Special Election for Local Option Tax and General Election for City Council Members. Bonnie Bertram and Bill Robertson were the winners of the two 4-year terms and Jerry Greer was the winner of the 2-year term. The Local Option Tax received 52% in favor votes, but fell short of the 60% required to pass. Page 1 of 2 , 2003 City Council Minutes Results: Bonnie Bertram 363; Bill Robertson 361; Marilyn Arp 312; Ralph Colton 224 for the 4-year term. Jerry Greer 198, Christie Gorsline 187, Scotty Davenport 126, Rand Walker 95 for the 2-year term. Local Option Tax 350 in favor, 321 against-52%- -48%. Mayor Colton moved to accept the numbers as presented and proclaim the results presented by the City Clerk as final. Council Member Muller seconded the motion. All Council Members voted aye (3-0). The motion carried. AB 03-168 Council Vacancy Mayor Colton stated that the Council had indicated a desire to appoint the high vote getter to the vacant Council seat following the election and asked if the other Council Members present recalled the same thing. All indicated they did. Mayor Colton moved to approve the recommended action designating Bonnie Bertram to fill the vacant McCall City Council seat and direct staff to take all actions required to seat the new Councilmember at the November 13 City Council meeting. Council Member Muller seconded the motion. All Council Members voted aye. The motion carried. REPORTS City Manager — Robert Strope. Mr. Strope requested the Council allow the staff to delay presenting the report on annexation until the December meeting given the absence of Mr. Eimers and to also delay the presentation of the golf course request for proposal submissions until the December meeting. All members of the Council concurred with the request. ADJOURNMENT Without further business, Mayor Colton moved to adjourn. Council Member Muller seconded the motion. All Council Members voted aye.
