HomeMy Public PortalAboutJuly 2 2008 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, July 2, 2008 Present: Vice President Kara Thomas, Secretary Russ Evens,Dr. John Hennette, and Greencastle Community Schools Ex-Officio Member Barbara Bryan Absent: President Tim Trigg and Putnam County Library Ex-Officio Member Wes Wilson, and City Council Liaison John Lathe Also Present: National Night Out representatives Linda Merkel and Patty Harmless, Civil Engineering Consultants representative Garth Hughes,Banner Graphic Correspondent Adam Coates, Park Maintenance Supervisor David Bault, and Parks&Recreation Director Rod Weinschenk Call to Order The evening's meeting was called to order at 7:32 p.m. by Vice President Kara Thomas and held in the City Council meeting room of Greencastle City Hall. Minutes Director R.Weinschenk presented minutes from the regular meeting held on Wednesday, June 4, 2008. On a motion from J.Hennette, second by R.Evens,the minutes were approved as presented. All Ayes. Finances - Claims 1. Claims—A motion to approve the claims as presented by Director R.Weinschenk was made by J.Hennette, second by R.Evens. All Ayes. 2. Park Loan—Director R.Weinschenk presented a memo from the City Clerk Treasurer Teresa Glenn that stated"due to the delay in receiving budget approval for 2008 and therefore no tax levy distributions, the Park and Recreation Fund will need to borrow money from the Rainy Day Fund for operations" in the amount of "$150,000", which will be "paid back upon receipt of funds from property tax distributions" (see attached memo). On a motion from R.Evens, second by J.Hennette, the board made the request of Teresa Glenn to borrow money from the Rainy Day Fund for park operations. All Ayes. 3. Pool Punch Passes—On a motion from R.Evens, second by J.Hennette, the board approved a request from Director R.Weinschenk to keep the punch passes at$25.00 instead of raising them to $30.00 on July 5`11. The board approved the request, All Ayes. Special Park Request National Night Out—Linda Merkel with National Night Out presented a request to make the National Night Out Program that will be held in Robe-Ann Park on Tuesday, August 6 from 6:00-9:00 p.m. a"Tobacco Free"event. She covered the history of National Night Out and reviewed the events that will take place that night, which include free swimming at the Greencastle Aquatics Center from 7:00-9:00 p.m. On a motion from R.Evens, second by J.Hennette,the board declared the event"Tobacco Free". All Ayes. Jaycee Park Dam Director R.Weinschenk introduced Garth Hughes with Civil Engineering Consultants who was asked to discuss a problem with the principal spillway at Jaycee Park. The 1 N.Locust Street PO Box 607 Greencastle,IN 46135 City of Greencastle 765-653-9211 765-653-8707 fax Memo To: Rod Weinschenk, Park Director Fran: Teresa Glenn, Clerk-Treasurer Date: July 1, 2008 Re: Temporary Loan Rod, As per our conversation on Tuesday, July 1, 2008, and due to the delay in receiving budget approval for 2008 and therefore no tax levy distributions, the Park and Recreation Fund will need to borrow money from the Rainy Day Fund for operations. This is a temporary loan to be paid back upon receipt of funds from property tax distributions. My recommendation is to borrow an additional$150,000. This is in addition to the previous loan of$60,000 and should allow adequate funds for Park operations through September 2008. We have requested a tax levy in the amount of$389,543 for the Park and Recreation Fund for 2008. Keep in mind that we may not receive all that we have asked for and therefore expenses should continue for only necessary items. Please contact me with any questions regarding this issue. Thank you. 1 spillway pipe made of corrugated steel has rusted out and needs to be replaced. He •-� reported that the trash rack and antivortex collar are missing. A simple fix will need to have approximately 6 feet of water drained from the pond and cost from $2,000-5,000, with more work needing to be done within the next 5-years. Doing it right, meaning slip lining the pipe with a vinyl sleeve which should fix the problem forever, will cost approximately$1 5,000-1 8,000. Director R.Weinschenk reviewed the financial situation of the city right now and asked if a possible breach is imminent and whether the problem needed to be fixed immediately and could wait until later this fall. Mr. Hughes stated that he did not feel a breach was imminent and that the fix could wait another few months until the finances were in order. The board will consider the repairs later this fall. Friends Of The Park, Special Projects, and Old Business 1. FOTP Flagpole Committee—Director R.Weinschenk introduced a project that is being spearheaded by committee member Russ Evens. R.Evens described the project that will be installed outside the centerfield fenceline of the softball field at Robe-Ann Park. On a motion from J.Hennette, second by K.Thomas,the project was approved. All Ayes. 2. Director's Report- Director R.Weinschenk reviewed his monthly director's report included in the packet, which highlighted: a. Celebrate 4 Committee's July 4th Activities ,.� b. Land& Water Conservation Fund Grant project for Big Walnut Community Park c. Upcoming rescheduled date for the Celebrate Kids Fishing Day at Jaycee Park and other upcoming recreation programs New Business 2009 Fiscal Year Budget—Director R.Weinschenk presented his proposal for the 2009 parks and recreation department's operational and park non-reverting fund budgets for the boards review. After reviewing the proposals, the board authorized R.Weinschenk to present them to Mayor Sue Murray and Clerk Treasurer Teresa Glenn on a motion from J.Hennette, second by R.Evens. All Ayes.
