Minutes of the Regular Meeting
Wednesday,August 6, 2008
Present: President Tim Trigg, Vice President Kara Thomas, Secretary Russ Evens,
and Putnam County Library Ex-Off cio Member Wes Wilson
Absent: Greencastle Community Schools Ex-Officio Member Barbara Bryan, Dr.
John Hennette,and City Council Liaison John Lanie
Also Present: Randy Parker, Joy Marley, Darryl Runnells, Park Maintenance Supervisor
David Bault, and Parks&Recreation Director Rod Weinschenk
Call to Order
The evening's meeting was called to order at 7:30 p.m. by President T.Trigg and held in
the City Council meeting room of Greencastle City Hall.
Minutes
Director R.Weinschenk presented minutes from the regular meeting held on Wednesday,
July 2, 2008. The board found two mistakes and tabled approval, so Director
R.Weinschenk could present corrected minutes at the September meeting. All Ayes.
Finances
Claims—A motion to approve the claims as presented by Director R.Weinschenk was
made by R.Evens, second by K.Thomas. All Ayes.
Special Park Request
1. End of Summer Cruise In—Scott and Lisa Eaton from Greencastle Custom
Cycle requested permission to hold the 2nd Annual Cruise In at Robe-Ann Park on
Saturday, September 13, 2008 beginning at 5:00 p.m. The event will include a
"cool car, truck and motorcycle" show, which drew 86 cars and 14 motorcycles
last year and Johnny Cash and Marilyn Monroe impersonator stage entertainment.
There will be no charge to participate in the event, however they are requesting a
couple of non-perishable food items for the Senior Center Food Pantry. They also
requested that once the attendee circle is established that the main gate off of
Highway 231 be closed. On a motion from K.Thomas, second by R.Evens,the
event was approved. All Ayes.
2. Matt Hicks Concert—Randy Parker was in attendance and requested free usage
of the bandshell for a"free to the public" Tribute to Elvis Concert by up and
coming country singer, Matt Hicks. At the board's request, Director
R.Weinschenk reviewed the rental fees for the bandshell ($25) and shelter#1
($20). On a motion from R.Evens, second by K.Thomas, the board approved the
request requiring a$25 rental fee for the bandshell. R.Parker would not need to
pay for shelter#1. All Ayes.
3. "Get out the Vote"—Darryl Runnells was present to request to set up a Voter
Registration table at the softball field at Robe-Ann Park. This would be a non-
partisan registration to just remind people to register for the upcoming elections.
On a motion from R.Evens, second by K.Thomas, the request was approved. All
Ayes.
Friends Of The Park, Special Projects, and Old Business
1. FOTP Flagpole Committee—R.Evens reviewed the project with the board ...%
informing them that the first pole was snapped off in the big windstorm that blew
through Greencastle. A more expensive and larger pole has been erected in its place.
2. Director's Report- Director R.Weinschenk reviewed his monthly director's report
included in the packet,which highlighted:
a. National Night Out! —National Night Out Program was held in Robe-Ann Park
on Tuesday,August 5 from 6:00-9:00 p.m. a"Tobacco Free" event, which
attracted approximately 1,000 people. It was a"Tobacco Free"event.
b. Land& Water Conservation Fund Grant project for Big Walnut Community Park
c. Softball Field Scoreboard Project
d. Celebrate Kids Fishing Day at Jaycee Park and other upcoming recreation
programs
New Business
1. People Pathways—FOTP People Pathways Coordinator Joy Marley was in
attendance and along with Director R.Weinschenk gave an update in regards to the
progress of the People Pathways Projects.
2. Extended Pool Season—R.Weinschenk discussed with the board their request to
extend the swimming season through Labor Day this year. He has secured Lifeguard
management and staff through Monday, September 1 and could offer extended hours,
which would include:
a. Adult Lap Swim—Monday through Friday 11:00— 1:00 p.m.
b. Open Swim—Fridays 4:00-8:00 p.m.
c. Regular Hours - Saturday, Sunday and Labor Day Open Swim12:00-5:00
p.m., Family Swim 5:00-6:30 p.m., Open Swim 6:30 -8:00 p.m.
d. Soggy Doggy Day—This special program for area dogs has been scheduled
for Tuesday, September 2.
3. AED for Aquatics Center—R.Evens informed the board that he is working on a
grant application through the Putnam County Community Foundation for an AED for
the Greencastle Aquatics Center. He has been in contact with Stephanie Hoffa,
Aquatics Manager. The board thought that was a great idea.
Adjournment
On a motion from J.Hennette, second by R.Evens, the park board meeting was adjourned
at 8:46 p.m. All Ayes.

Dear Greencastle Park Board,
I would like to obtain, on the behalf of Greencastle Cub Scout Pack 99 and Greencastle
Boy Scout Troop 99, your permission for our pack and troop to have a local scout
camporee at Robe Ann Park. The camporee will consist of a possibility of 60 cub scouts
ages 7 to 11 and their required adult guardian and 12 boy scouts and their required adult
troop leaders. The campers will be covered by an insurance policy,which can be
produced if needed, through the Wabash Valley District of the Boy Scouts of America.
The date of the campout has been set for the evening of September 13, 2008,through the
morning of September 14, 2008. The date will allow the scouts to enjoy the scheduled
car show at the park and the Johnny Cash/Marilyn Monroe concert that will be held later
that evening.
Charcoal grills will be used for any cooking and I will assure you that the scouts will
leave the grounds cleaner than when they arrived.
Due to the availability of restroom facilities, soft ground, and familiar in-town location,
,.� Robe Ann Park will be a perfect location for what will be many scouts' and their
guardians' first campout experience. If you have any questions you may direct them to

Dear Rod,
I appreciate the opportunity I have been given to work for Greencastle Parks and
Recreation. I have enjoyed building relationships with members of the community and
helping to provide great recreation experiences. At this time I have chosen to pursue
other career interests, please accept my resignation effective Friday, September 12, 2008.
I wish the Parks and Recreation Department well in its efforts to continue meeting the
needs of current and future residents of Greencastle.
