HomeMy Public PortalAboutNovember 5 2008 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, November 5, 2008 Present: President Tim Trigg,Vice President Kara Thomas, Secretary Russ Evans, and Putnam County Library Ex-Officio Member Wes Wilson Absent: Dr. John Hennette, Greencastle Community Schools Ex-Officio Member Kelly Lewis, City Council Liaison John Lathe Also Present: Michael Smiley,Kyla Scheuermann, City Planner Shannon Norman,Friends of the Park Association of Putnam County representative Jan Firebaugh, DePauw University WGRE reporter Anna Whitelaw, Park Maintenance Supervisor David Bault,and Parks&Recreation Director Rod Weinschenk Call to Order The evening's meeting was called to order at 7:31 p.m. by President T.Trigg and held in the City Council meeting room of Greencastle City Hall. Public Input—None Robe-Ann Park Drainage Presentation Michael Smiley&Kyla Scheuermann presented to the board a power-point presentation that Mr. Smiley's completed as part of his summer internship. It addressed alternative storm water management solutions for Robe-Ann Park. His presentation captured storm water retention problems from the storms we received on July 3rd with .66 inches of rain and again on July 8rn with the 3-day, 1.87 inches of rainfall. They pointed out three problem areas in Robe-Ann Park: 1) Softball field, 2) circle turnaround next to restroom facilities, and the 3) triangle drive next to the skatepark. During their presentation,they presented innovative ways to capture the storm water and to use plant materials to aide the water into soaking into the ground prior to reaching the park's water ways and storm water sewers. The board members asked many questions. Following the presentation,the board thanked both for their time and energy in creating the presentation. Minutes Director R.Weinschenk presented minutes from the regular meeting held on Wednesday, October 1, 2008 which were approved on a motion from K.Thomas, second by R.Evans. All Ayes. Finances -Claims Transfers—On a motion from R.Evans, second by K.Thomas,the board approved the list of transfers presented by Director R.Weinschenk. All Ayes. Claims (1) Regular-On a motion from K.Thomas, second by R.Evans,the board approved the claims as presented. All Ayes. (2) Obsidian Screen Graphics—At the request of board president T.Trigg and due to a conflict of interest,the Obsidian Screen Graphics claim was submitted separately. On a motion from R.Evans, second by K.Thomas,the claim was approved. All Ayes,with an abstention from president T.Trigg. Friends Of The Park,Special Projects,and Old Business 1. Shelter#1 Replacement Project—J.Firebaugh, Shelter Project Chair for the Friends of the Park Association of Putnam County, gave an update on the construction of a new park shelter in Robe-Ann Park. The old shelter has been demolished and hauled off, with site preparation completed. Although scheduled,construction of the new shelter has not started due waiting for completion of another Area 30 project. 2. Phase III: Albin Pond Trail& SRTS Project—R.Weinschenk gave a short review of the land acquisition and time schedule for the Albin Pond Trail project. 3. LWCF Grant Project: Big Walnut Community Park—R.Weinschenk reported that he will be seeking quotes on the Disc Golf equipment. Personnel Assistant Director's Position—Director R.Weinschenk presented the job description for the board's review and has submitted it to City Attourney Laurie Hardwick for review. Once approved,he will send out job announcements to the Banner Graphic and the Indianapolis Star to seek qualified candidates for the job. New Business Park Maintenance Steward David Bault reported that we have swapped out utility trucks and picked up a used pickup complete with side tool boxes from the building inspection department, which inherited it from the water department. This truck will replace the navy blue 1986 GMC pickup purchased from the State Correctional Facility in 2002. Director's Report Director R.Weinschenk reviewed his monthly director's report. He reminded all members that the December meeting will begin with judging of three holiday contests: 1) Santa Claus Woodcarving Contest,2) Gingerbread House Decorating Contest,and new one this year 3) Santa Claus Lego Building Block Contest. Judging will take place 'V2-hour prior to the start of the meeting. Adjournment On a motion from K.Thomas, second by R.Evans,the park board meeting was adjourned at 8:27 p.m. All Ayes.
