REGULAR COUNCIL MEETING, OCTOBER 3, 2022
CALL TO ORDER
Mayor Carrie Tergin called the October 3, 2022 City Council meeting to order at 6:00 P.M.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Deeken, Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer,
Ward, and Wiseman
Absent: None
ADOPTION OF THE AGENDA
Councilmember Ward motioned and Councilmember Spicer seconded the motion to
adopt an amended agenda, adding item 4(c.) under Miscellaneous – “German
American Day” proclamation presentation. The motion passed unanimously.
MISCELLANEOUS AGENDA ITEMS
a. Cole County Commissioner Sam Bushman and Jim Martin, Stars and Stripes
National Outreach Chair, presented the Stars and Stripes Award to the City of
Jefferson. Mayor Tergin accepted the award on the City’s behalf. City Administrator
Steve Crowell presented Mr. Martin with a City lapel pin.
b. Mayor Tergin presented the “Jefferson City HBCU Week” proclamation to Lincoln
University President Dr. John Mosely and Carlos Graham. Dr. Mosley introduced
other members of Lincoln’s staff in attendance. Mayor Tergin suggested moving the
Lincoln University Student Representative update to follow the proclamation
presentations so Dr. Mosely and guests could hear Octavia Ailsworth’s update.
c. Mayor Tergin presented the “German American Day” proclamation to Melva Fast
with the Old Munichburg Association.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Octavia Ailsworth made the following announcements:
Homecoming Recap: Homecoming Week concluded on Saturday October 1st, and it
was a success. Lincoln University appreciates the support and participation from the
Community for the Homecoming Parade, Football Game, as well as the other events.
Career Services -Career Fair: The College of Arts and Sciences will hold a career fair
on Tuesday October 4th with employers such as Accenture, the FBI, MO State Highway
Patrol, Mizzou Graduate Programs, and the Thurgood Marshall College Fund and more.
Talk Campus-Mental Health Services: Lincoln University has partnered with Talk
Campus, a free-to-download app to extend the mental health services available for
students. Talk Campus is a peer-to-peer mental health support network connecting
students with other students worldwide and a safe space only for students.

APPOINTMENTS BY THE MAYOR
There were no appointments at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
Susan Cook-Williams announced the Capital City Housing Conference scheduled for
October 25th from 9:00 A.M. to 4:00 P.M.at Capital West Christian Church Event Center.
There will be a presentation regarding the City of Jefferson’s recent housing study, two
nationally acclaimed speakers who will discuss the state of housing in the City as well
as solutions to move forward, and panel discussions featuring business leaders,
developers and citizens impacted by housing.
Ms. Cook-Williams also announced the “Roast and Toast” Habitat for Humanity
fundraiser scheduled for October 4th.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
City Council committee announcements:
• Committee on Administration – The next meeting is October 5th, 7:30 A.M. in the
Boone-Bancroft Room.
• Finance Committee – There is no update at this time.
• Public Safety Committee – The next meeting is October 25th, 7:30 A.M. in the
Police Training Room.
• Public Works & Planning Committee –The next meeting is October 13th, 7:30
A.M. in Council Chambers.
Mayor announcements:
• Porchfest was last weekend in the Forest Hill neighborhood. JC Parks Director
Todd Spalding said the weather was perfect and drew a large crowd.
• National Night Out events continue through October. Police Chief Eric Wilde
encouraged neighborhoods to contact the Police Department if they would like to
schedule a police officer at their National Night Out events.
• Pete Atkinson, local football coach legend, was recognized at the Melissa
Etheridge concert last weekend at the Capital Region Amphitheater. He was
featured in her “Breathe” music video.
• The October Community Bike Ride was last weekend.
• The 9/11 Memorial Stair climb is October 22nd at the Jefferson Building. There is
still time to register to participate in the fundraising event.

CONSENT AGENDA

Councilmember Lester motioned and Councilmember Ward seconded the motion to
approve the above items on the Consent Agenda with the following changes made to
the September 22 and 26, 2022 Budget Committee minutes: “Councilmember Lester
pointed out that funding from the Public Safety Tax repres ented a little over 15% of the
Public Safety operations budget and that correspondingly 15% of Holiday Pay should be
funded from the Public Safety Tax”. The motion passed unanimously.

INFORMAL CALENDAR

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET
AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF
NOVEMBER 1, 2022, TO OCTOBER 31, 2023, AND APPROPRIATING MONEY IN
THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY
GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET.
Councilmember Hensley requested the bill remain on the informal calendar until the
October 17th City Council meeting to give City Staff time to review all the changes made
in the Budget Committee meetings.

NEW BUSINESS
City Attorney Ryan Moehlman and Code Enforcement Manager David Helmick
presented an update on 407 E. Capitol Ave. The property, which is one of the Capitol
Ave properties under structural review, recently caught fire and received extensive
damages to the already declared dangerous property.
Councilmember Spencer motioned and Councilmember Fitzwater seconded the motion
to begin the demolition process. The motion passed by the following roll-call vote:

Ward, and Wiseman
Nay: None

A motion to adjourn was made by Councilmember Wiseman, seconded by
