The motion passed unanimously. Approval of Regular Meeting Minutes Mr. Wheat moved and Ms. Patterson seconded to approve the minutes from July 12, 2022, regular meeting as written. The motion passed unanimously. Communications Received A. National Register Nomination-Missouri State Penitentiary Historic District Ms. Senzee explained that the City received a piece of correspondence from the State Historic Preservation Office regarding the National Register Nomination for the Missouri State Penitentiary Historic District. The deadline for the City of Jefferson to address comments from the State Historic Preservation Office was August 15, 2022. We wanted to make October 14, 2022, Missouri Advisory Council on Historic Preservation. Due to the amount of information requested we are going to try for the January 2023 meeting. The SHPO wanted additional photos 2 and figures added to the register nomination. Ms. Senzee asked commissioners to review and provide comments. Demolition Clearance (Over 100 Years Old) A. 317 Stadium Boulevard Ms. Senzee gave an overview of the staff report and explained that the request is to demolish a single-family residence at 317 Stadium Boulevard. According to MidMOGIS, the structure was constructed in 1925. Upon further research, the property’s original address was 408 Russell Avenue. This property first appeared in City Directories in 1921. This property is owned by Capital Region Medical Center. Ms. Senzee explained that the staff recommendation is the approval of the demolition review application of 317 Stadium Boulevard. No one spoke in favor or opposition to this request. Mr. Berendzen moved and Dr. Greene seconded to approve the demolition clearance application for 317 Stadium Boulevard. The motion passed unanimously. B. 1732 Vieth Drive Ms. Senzee gave an overview of the staff report and explained that the request is to demolish a single-family residence at 1732 Vieth Drive. According to MidMOGIS the structure located at 1732 Vieth Drive was constructed in 1900. The property is owned by Jefferson City Manor Inc. Ms. Senzee explained that the staff recommendation is the approval of the demolition review application of 1732 Vieth Drive. Mr. Ben Scheulen, the owner of 1732 Vieth Drive, spoke regarding this request. They acquired the property a couple of years ago with the intent to expand our facility. That has been put on hold however we have had issues with trespassers and would like to clear off the property to prevent further issues. No one spoke in opposition to this request. Mr. Berendzen moved and Mr. Schaefer seconded to approve the demolition clearance application for 1732 Vieth Drive. Mr. Berendzen moved and Dr. Greene seconded to approve the demolition review application for 1736 Vieth Drive. The motion passed unanimously. D. 223 Capitol Court Ms. Senzee gave an overview of the staff report and explained that the request is to demolish a rental duplex at 223 Capitol Court. According to MidMOGIS the structure located at 223 Capitol Court was constructed in 1928. Ms. Senzee explained that the staff recommendation is the approval of the demolition review application of 223 Capitol Court. Mr. Berendzen moved and Dr. Greene seconded to approve the demolition review application for 223 Capitol Court. The motion passed unanimously. E. 411 W. Dunklin Street Ms. Senzee gave an overview of the staff report and explained that the request is to demolish a single-family residence at 411 W. Dunklin Street. According to MidMOGIS the structure located at 411 W. Dunklin Street was constructed in 1935. Ms. Senzee explained that the staff recommendation is the approval of the demolition review application of 411 W. Dunklin Street. Mr. Berendzen moved and Dr. Greene seconded to approve the demolition review application for 411 W. Dunklin Street. The motion passed unanimously. New Business 4 A. Section 106-202 E. Atchison Street Ms. Stratman explained that 202 E. Atchison Street is potentially receiving Community Development Block Grant funds to replace the existing gutters and downspouts. Ms. Stratman stated that a Section 106 Review is necessary because of the use of federal funds. Ms. Patterson moved and Mr. Schaefer seconded that adequate documentation has been provided and there will be no historic properties affected by the current project and is approved by this commission. The motion passed unanimously. B. Lohman House Doors Ms. Deetz explained that when the Lohman House was torn down years ago, Frank and Carol Burkhead took possession of the doors. The doors were being used in the Dallmeyer House on Capitol Avenue at the time of the tornado and were removed at that time. The Burkhead’s designated the doors for Historic Preservation Commission ownership. At this point Mr. Burkhead wants to dispose of the doors because they belong to the Historic Preservation Commission, we have to vote on how to dispose of the doors. Ms. Deetz asked if Mr. Burkhead would consider donating them to the Historic City of Jefferson Salvage Shop with the condition that they go to somebody that is rehabbing a house that the doors are appropriate for. Mr. Burkhead would consider that if the Commission approved the disposition of the doors. Ms. Senzee stated that she needs to consult with the City’s Law Department because anytime there is property owned by the City, there is a process for how you dispose of it. Since the doors are owned by the Historic Preservation Commission, I do not know the process. Ms. Deetz suggested tabling this item to the next regularly scheduled meeting. Mr. Wheat moved and Ms. Patterson seconded to table this item for the next regularly scheduled meeting. The motion passed unanimously. Other Business A. Historic Legacy Code Update Ms. Senzee explained that the City Council passed the Historic Legacy District by ordinance at their last meeting. The staff is currently drafting an application that can be utilized when someone is proposing to form this district. B. Code Revision Committee Update Ms. Deetz stated that the code revision committee is making great progress in the last months. Ms. Deetz explained that the committee is looking at setting application fees. Ms. Senzee explained that the committee is focusing on the enforcement portion of the code. She explained that the draft code will need to go before several review bodies before it can be passed on to Council. C. Historic East Re-Survey and W. Main Street Phase II Survey Update 5 Mr. David Taylor the Consultant, for these surveys, failed to meet the milestones. The City was asked to return the grant. The State Historic Preservation Office was aware of the issues the City was having during the entire process. The City also received a Historic Preservation Fund Grant for Phase III of the W. Main Street Survey. The SHPO is allowing us to use those grant funds to redo Phase II. Public Comment No public comments. Dates to Remember A. We were one of the 11 applicants to receive the grant. We based our application off of the structural assessment that was completed in 2020. That structural assessment surveyed 100 properties within the Missouri State Capitol Historic District and the Old Munichburg Commercial District. Both districts are listed on the National Register of Historic Places. The purpose of the grant is to take contributing buildings within those historic districts and offer revitalization incentives to local property owners. It is one of the only brick and mortar type grants that the National Park Service offers. The City of Jefferson was awarded a total of $675,000. The total amount of funding that is available for the actual projects is $640,830. The City of Jefferson received a total of 6 applications. Once the applications have been scored and 2 selected the next process is to get formal designs which can be taken out of their grant award. We will share those designs with the National Park Service to make sure the project standards are complying with the Secretary of Interior Standards for the treatment of Historic Properties. Once that process has taken place, there will be an environmental review process to ensure that the projects are compliant with the National Environmental Policy Act, as well as, the National Historic Preservation Act. There will be a formal procurement process, as well. Staff will hold an administrative workshop for the recipients of this grant. Ms. Senzee explained that if the property was identified as red, yellow or green there were points assigned. Out of the 100 buildings surveyed for the structural assessment 59 percent came back as red or yellow. The Commission’s role tonight is to go through the applications case by case and as a group come up with assigned points. The property owners in attendance will be allowed to speak about their application at the beginning of the scoring process. The total amount requested was $698,424. This is approximately $57,594 over what is budgeted towards these projects. The Commission has the option to ask the property owner if they would be willing to accept a lesser amount. That is where you could have some latitude with your scoring. Mr. Berendzen stated that he was looking a pro-rated scoring. All six applications merit funding of some degree. Ms. Boston suggested that since property owners are present we can get feedback from them tonight about taking a prorated or lesser amount. Ms. Karen Bretz, Cole County Historical Society, 109-111 Madison Street, spoke on behalf of their application. Their project consists primarily of labor so they are not faced with the rising cost of materials. Ms. Bretz stated that they are open to taking a prorated amount. The application for the Cole County Historical Society, 109-111 Madison Street, received a total of 58 points. The total award requested is $162,684. The total prorated award is $149,270, which is a difference of $13,414. Mr. Jeff Howell, Executive Vice President of the Missouri State Medical Association, 113-115 Madison Street spoke on behalf of their application. He explained that the roof was fully replaced last year. This project includes what we feel will enhance the buildings exterior and its historical presence in the City. Mr. Howell stated that he is fine with taking a lesser amount. The application for the Missouri State Medical Association, 113-115 Madison Street, received a total of 59 points. The total award requested is $100,000. The total prorated award is $91,755, which is a difference of $8,245. Mr. Larry Kolb and Mr. Steve Rollins, owners of 114-122 E Dunklin Street, were present. Mr. Kolb spoke on behalf of their application. He explained that the main project is a three-story building at 120-122 E. Dunklin Street. The entire block was redone in 2010. The main project consists of replacing the back staircase. A good portion of the staircase is a wood structure with steel support and is falling apart. The building will also need tuckpointing. Three Story Coffee recently moved out so we want to redo the face of the building so that it matches what it looked in 1930. Mr. Kolb stated that they are willing to take a prorated amount. The application for the 114-122 East Dunklin Street Preservation, 114-122 E. Dunklin Street, received a total of 57 points. The total award requested is $40,000. The total prorated award is $36,700, which is a difference of 3,300. 3 E&G Investments, property owner for the Dallmeyer/JCPenny Building, 206-210 E. High Street, were not present. The application for the Dallmeyer/JCPenny Building, 206-210 E. High Street, received a total of 68 points. The total award requested is $200,000. The prorated award is $183,505, which is a difference of $16,495. Jubilee Village, LLC, owner of 114-A E. High Street, were not present. The application for 114-A E. High Street received a total of 60 points. The total award requested is $97,800. The prorated award amount is $89,735, which is a difference of $8,065. Mr. Rick Prather, spoke on behalf of the application at 300 E. High Street/301 Monroe Street. He stated that this is the Cole County Democrat Building. Fred Vogel Insurance is the current occupant. The project would consist of replacing the roof, tuckpointing and updating the windows. Mr. Prather stated they are willing to take a prorated amount. The application for the Cole County Democrat Building, 301 E. High Street/301 Monroe Street, received 56 points. The total award requested is $97,940. The prorated award amount is $89,865, which is a difference of $8,075. Mr. Berendzen moved and Mr. Wheat seconded to allocate prorated award amounts for each application as shown on the spreadsheet. CITY OF JEFFERSON HISTORIC PRESERVATION COMMISSION RESOLUTION 2022-01 SUPPORTING THE SURVEY GRANT APPLICATION THROUGH THE HISTORIC PRESERVATION FUND PROGRAM WHEREAS, the City of Jefferson has the opportunity to apply for an Historic Preservation Fund grant through the State Historic Preservation Office (SHPO) of the Missouri Department of Natural Resources; and WHEREAS, the City intends to apply for a Historic Preservation Fund grant to resurvey the Historic East; and WHEREAS, the grants, if awarded, would provide approximately $50,000 to the City for the purposes stated above; and WHEREAS, the grant would require the City to provide 40% match by means of cash or in- kind services; and WHEREAS, receiving said grant would benefit the City and historic preservation efforts. NOW THEREFORE, BE IT RESOLVED by the City of Jefferson Historic Preservation Commission supports the grant applications for the Historic Preservation Fund program. NOTE: RESPONSE SECTION ON THIS QUESTION SHOULD FILL A WHOLE PAGE The proposed project will resurvey the Historic East neighborhood in Jefferson City. The original survey was completed in 1992 and did result in the creation of the Capitol Avenue Historic District and the Hobo Hill Historic District. Within the survey boundaries there are multiple National Register sites: East End Drug, H.E. Gensky Grocery Store, John B. & Elizabeth Ruthven House, Kaullen Mercantile Company, and the Woodlawn and Jefferson City National Cemetery. However, the survey was approached in a manner that is not consistent with current best practices, making it difficult for the possibility of additional National Register Districts. The original survey map carved around potential resources for reasons that are not clear. In some cases, not all structures in a subdivision were included, making it difficult to maintain integrity for the neighborhood. The second reason the City of Jefferson would like to resurvey the Historic East is due to the damage sustained from the 2019 EF-3 tomado. Several structures were demolished by, or subsequently after, the storm. The City is interested in accessing what historic resources remain and if those resources remain intact. The Historic East neighborhood lies directly east of Jefferson City's downtown. The neighborhood tapers from commercial to residential with mixed used structures along main thoroughfares. During the City's formative years, the Capitol and the Missouri State Penitentiary (MSP) were the economic drivers that initiated original development in those respective areas. Rapid growth (1880-1940) to sustain two State institutions attribute to the mixture of commercial, mixed use, and residential in the Historic East neighborhood. Easily identifiable as two distinct development locations, the Historic East and Capitol areas eventually met at their respective boundaries and merged into what exists today. The boundaries for the resurvey of the Historic East will carve out those areas that have already been listed. It will also attempt to capture resources that were left out of the original survey. The western most boundary will be Adams Street; northern boundary will be High Street and E Capitol Avenue; eastern boundary will extend to Benton Street and Clark Avenue; southern boundary will be the State Highway 50/63. Jefferson City's heritage helps generate our current identity and communal pride. Recognizing and understanding our history, helps us plan for future successes. Our historical architecture and resources cannot be replaced if they are damaged or lost. A reconnaissance survey will help identify these resources, promote their value and encourage using preservation as an economic development tool. The City is seeking grant funding to fund the third phase of the West Main Street Survey project. The proposed project is Phase III of a multi -phase approach to surveying the neighborhoods along and off of West Main Street. Phase III will focus on the High Point, Wolffs, Jefferson Heights, and Carlins Addition subdivisions. The City is interested in assessing National Register District eligibility. Carlins Addition subdivision was formed in 1899, High Point Place subdivision was formed in 1915, Wolffs subdivision was formed in 1917, and the Jefferson Heights subdivision was formed in 1946. The proposed subdivisions to be surveyed are bounded on the north by West Main Street, on the East by Havana Street, Hart Street and West McCarty Street, on the South by Industrial Drive, and on the west by Ridgewood Drive and Vista Road. The structures located within the subdivisions are smaller and more vernacular in terms of architectural style. They are characteristics of working class homes built in the late 19th and early 20th centuries. Residential structures are generally one-story, one -and -a -half story, or two stories in height. The vast majority of the houses have a front porch; turned porch columns and balustrades are frequent. Several structures sit on raised foundations made of native stone. A number of homes feature architectural details such as fish scale shingles, carved wooden entry doors, turned balusters and columns, and leaded or stained glass windows. The High Point Place subdivision features 1920's kit homes. This project is being conducted with the goal of getting as many resources listed to the National Register of Historic Places as possible due to the need for restoration and new development in the area. As identified in the Statewide Comprehensive Historic Preservation Plan, the City of Jefferson would like to strengthen utilizing historic preservation as an economic development tool. This project will accomplish Goal 2: Strengthen and enhance historic preservation as an economic development tool. The project will help accomplish Goal A.14, as identified in Jefferson City's Historic Preservation Plan, by continuing to organize surveys to document historic resources, maintain an inventory to support ongoing study, recognition, and designation efforts to support City procedures where historic resources come into play. 14. The proposed area is in the City of Jefferson's Old Town District which offers numerous financial incentives for residential, commercial and rental properties constructed prior to December 31, 1959. The Historic Preservation Commission reviews demolition applications and Community Development Block Grant applications to assess the potential of harming historic resources city-wide through Section 106 Reviews. The City is also strengthening its relationship with the Historic City of Jefferson, a non-profit organization with like-minded goals. 16. The main threat to the proposed survey project area is new development. In 2016, site plans for new condominiums along the Missouri River bluff was controversial for those that lived in the area.
