Minutes of the Regular Meeting
Wednesday, February 4th, 2009
Present: President Tim Trigg, Vice President Kara Thomas, Secretary Russ Evans,
Dr. John Hennette, Putnam County Library Ex-Officio Member Wes
Wilson, and Greencastle Community Schools Ex-Officio Member Kelly
Lewis
Absent: None
Also Present: Friends of the Park—Shelter#2 Project Chair Jan Firebaugh, Park
Maintenance Supervisor David Bault,Assistant Director Cathy Stiles, City
Attorney Laurie Robertson Hardwick, Banner Graphic reporter Jared

Call to Order
The evening's meeting was called to order at 7:33 p.m. by President T.Trigg and held in
the City Council meeting room of Greencastle City Hall.
Public Input—Commissioner R.Evans presented the Greencastle Parks& Recreation
Department with an AED purchased from Operation Life. This AED will be used at the
Greencastle Aquatics Center and Z.Bowers and M.Carter gave a quick demonstration of
how it is used. The intentions of this unit is to be used at the aquatics center during the
summer months,but be moved to the softball field and parks &recreation department in
the off-season.
Minutes
1. January 7th Regular Meeting- Director R.Weinschenk presented minutes from the
regular meeting held on Wednesday, January 7th,2009 which were approved on a
motion from K.Thomas, second by J.Hennette. All Ayes.
2. January 15th Park Board Retreat-Director R.Weinschenk presented minutes from
the special park board retreat held on Thursday,January 15th,2009 which were
approved on a motion from K.Thomas, second by J.Hennette. All Ayes.
Finances—Director R.Weinschenk presented a list of claims against the department for
the board's approval. The claims were approved on a motion from R.Evans, second by
J.Hennette. All Ayes.
ALCOA/IDNR Tree Partnership Grant
1. Application -Director R.Weinschenk presented an application for the ALCOA
/IDNR Tree Partnership Grant, which could be used to remove dying Ash trees in
Robe-Ann Park and replace them with 16 new trees of varying species. Although it is
a 50/50 grant,the city would only have to present approximately $1,000 for a$9,000
benefit, since it would be matched with cash donations, volunteer and in-kind
employee and equipment service hours. On a motion from J.Hennette and second by
R.Evans,the park board authorized Director R.Weinschenk to submit an application
for the ALCOA/IDNR Tree Partnership Grant. The motion passed, "All Ayes".
2. Ridpath Volunteers -Kara Thomas volunteered to have her first grade class from
Ridpath Primary School walk to the park to plant one of the trees. R.Weinschenk
thanked her for volunteering her class.
Spear Corporation Contract
To meet the Virginia Graeme Baker"federal pool regulations passed last November, the
Greencastle Aquatics Center will need to have the drain covers inspected, re-engineered
and fixed. R.Weinschenk stated that due to the age of our facility, there is a good chance
our facility is not in compliance and that changes will need to be made. R.Weinschenk
presented a contract from Spear Corporation out of Roachdale for$1,500.00 to complete
the assessment. On a motion from K.Thomas, second by J.Hennette the motion passed.
All Ayes.
2009 Progam Fees
1. Aquatics Fees—R.Weinschenk presented a copy of the fees charged during the 2008
fiscal year for programs. After some discussion,the board decided the only two
changes at this time in aquatics fees is 1)raising the base charge for a family season
pass from $130.00 to $140.00,keeping the$20.00 for each additional person added to
the pass; and 2) Lowered the 10-punch pass from $30.00 to $25.00.
2. Remaining Fees -Director R.Weinschenk described the financial situation between
the state, county and city governments. Because of conversations with other parks&
recreation departments from other communities and since it is unclear how the
upcoming budget issues will affect our department,he asked the board to table
discussion of the remaining 2009 program fees until we receive a certified budget
from Indiana Department of Local Government Finance. On a motion from R.Evans,
second by J.Hennette,the board tabled further discussion regarding 2009 program,
fees. All Ayes.
Friends Of The Park, Special Projects,and Old Business
1. Shelter#1 Replacement Project—J.Firebaugh, Shelter Project Chair for the Friends
of the Park Association of Putnam County, gave an update on the construction of a
new park shelter in Robe-Ann Park. The trusses for the shelter roof have arrived and
construction will resume when the cold weather breaks.
2. Eggfest,2009! -A webpage has been developed for the Eggfest Fundraiser at
www.eggfest.org. A t-shirt design contest is being held and each visitor to the
website may place a vote. Anyone casting more than one vote will receive a"bad
egg"message. Eggfest has been scheduled for Friday evening,April 3`d
3. Phase III: Albin Pond Trail& SRTS Project—R.Weinschenk gave a short review
of the land acquisition and recent happenings with the Albin Pond Trail project. Area
30 Heavy Machinery Class has volunteered to take down the trees along the proposed
route as part of their instructional class. We have also received a number of calls
from volunteers who would like the wood to heat their homes.
4. LWCF Grant Project: Big Walnut Community Park
a. Disc golf goals—The goals have arrived and are being stored in the garage.
These will be assembled by volunteers from once the weather warms.
b. Wild flower and Butterfly Garden—Greencastle Civic League may be
interested in funding the butterfly and wildflower garden included in the
project.
Director's Report
Director R.Weinschenk reviewed portions of his February's Director's Report,which
included:
1. Tree Board Grant Meeting—held earlier in the evening, support was requested and
received for the ALCOA/IDNR Tree Partnership Grant application.
2. Greencastle Youth Basketball Program—the program has passed the mid-point and
will have three weeks left with the awards day scheduled for Saturday, February 21.
3. Pinewood Derby Workshop—The annual workshop conducted in partnership with
Greencastle Cub Scouts Pack 99 was held on Sunday,January 11 from 1:00 to 5:00
/,, p.m. in the parks department's shop. Twenty-seven(27) cars were worked on that day.
4. "Brick-Mania" Program(s)
a. Used Legos—He made a request for unused Lego Building Blocks
b. Workshops—the session held on January 25 attracted 27 young Lego users.
c. "Brick-Mania" Contest—R.Weinschenk reminded the board that they will be
judging the entries for the 2009"Brick-Mania" Contest at March's park board
meeting.
5. Recreation Programs-Assistant Director C.Stiles gave a report on additional
recreation programs that she has organized for the department. They include:
a. Mommy and Me—Two children and their parents attended the first session,
but inquiries have been received and more are expected as the program
progresses.
b. Chinese New Year's—Bonner Scholar Betty Cao and Assistant Director
offered this program at the Putnam County Library on Wednesday,January
28t. Seventeen(17)young people attended this event.
c. Annual Easter Egg Hunt—The Annual Easter Egg Hunt has been scheduled
for Saturday morning,April 4t.
New Business
Master Plan
1. Survey instrument-Director R.Weinschenk and Assistant Director C.Stiles are
working on a new survey instrument and will release it during upcoming basketball
programs.
2. Survey Monkey—They will be using Survey Monkey to conduct an online survey as
part of their program evaluations and to seek input for the master plan. The board
should look for an invoice for membership to Survey Monkey at a future meeting.

On a motion from K.Thomas, second by R.Evans,the park board meeting was adjourned
at 8:35 p.m. All Ayes.
