HomeMy Public PortalAboutMarch 4 2009 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, March 4th, 2009 Present: President Tim Trigg, Vice President Kara Thomas, Secretary Russ Evans, Putnam County Library Ex-Officio Member Wes Wilson Absent: Dr. John Hennette, and Greencastle Community Schools Ex-Officio Member Kelly Lewis Also Present: Park Maintenance Supervisor David Bault,Assistant Director Cathy Stiles, Banner Graphic reporter Jared Jernigan, WGRE reporter Emily Riggs, and Parks & Recreation Director Rod Weinschenk Judging Brickmania Contest Beginning at 7:00 p.m.,the park board members began judging the entries in this year's Brickmania Building Brick Series Contest. Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by President T.Trigg and held in the City Council meeting room of Greencastle City Hall. Motion: R.Evans, second: K.Thomas. All Ayes. Minutes 4 ( February 4th Regular Meeting- Director R.Weinschenk presented minutes from the regular meeting held on Wednesday, February 4th,2009 which were approved on a motion from R.Evans, second by K.Thomas. All Ayes. 3-4-09 Minutes—page two Finances 1. Claims -Director R.Weinschenk presented a list of claims against the department for the board's approval. The claims were approved on a motion from K.Thomas, second by R.Evans. All Ayes. 2. 2009 Progam Fees—Because the December 2008 property tax draw or the 2009 certified budget has not yet been received from the state, in lieu of conversations with other municipal parks&recreation departments, and since it is unclear how the upcoming budget issues will affect our department, Director R.Weinschenk asked the board to leave on the table discussion of the remaining 2009 program fees until we receive a certified budget from Indiana Department of Local Government Finance. On a motion from R.Evans, second by K.Thomas, the board again tabled further discussion regarding 2009 program fees. All Ayes Special Park Use Request Director R.Weinschenk read into the record a request received from Cub Master Phillip Asbell with the Greencastle Cub Scouts Pack 99 and Greencastle Boy Scouts Troop 99 to hold a local scout camporee in Robe-Ann Park on May 9-10. Because these events have been successfully held in the park the past two years,the board approved the special request on a motion from R.Evans, second by K.Thomas. All Ayes. Old Business 1. Shelter#1 Replacement Project—Friends of the Park Shelter Committee Project Chair Jan Firebaugh was unable to attend,but provided an e-mail report and photographs of the shelter project as the Area 30 Building Trades Class progresses with its construction. 2. Phase III: Albin Pond Trail& SRTS Project Update a. INDOT—Director R.Weinschenk informed the board of City Attorney Laurie Hardwick's and his morning conversation with INDOT representatives. We have two properties that are still being negotiated, and that we can expect an August 2009 Bid Letting with construction to begin as early as September 2009. b. Area 30 Heavy Machinery Class—Director R.Weinschenk reported that he toured the Albin Pond Trail route with the heavy machinery class from Area 30. They were excited about the project and will begin as soon as locates have been conducted along the route. They should have the trees cleared by April 1st, with removal following. c. Putnam County Sheriff's Department—Russ Evans announced that Sheriff Steve Fenwick has volunteered trustee labor to help complete the removal of the trees along the route. R.Weinschenk will pass that information on to Scott Levesy with the Area 30 Heavy Machinery Class who will begin the project as early as Monday, March 9th. 3. LWCF Grant Project—Director R.Weinschenk reported that he has a meeting scheduled with a representative the Greencastle Civic League for Thursday, March 5 at Big Walnut Sports Park to discuss funding for the wildflower and butterfly garden. The baskets for the disc golf course are in the garage and can be assembled at any time, with installation yet this spring. 4. ALCOA/InDNR Community& Urban Forestry Tree Planting Partnership Grant-Director R.Weinschenk reported that he received word today that we have been funded in the amount of the requested$4,380.00 from the ALCOA/IDNR Tree 3-4-09 Minutes—page three Partnership Grant. Although we must wait for the contract before proceeding with the project, we hope to complete the project as part of the Arbor Day and Earth Week Celebrations. It was noted that Kara Thomas' first grade class from Ridpath Primary School will walk to the park to plant one of the trees. 5. Spear Corporation Contract-To meet the Virginia Graeme Baker" federal pool regulations passed last November, the Greencastle Aquatics Center was inspected by Spear Corporation last we to assess the main drain covers. R.Weinschenk stated he expects the covers to be re-engineered, with a possible fix announced as early as two weeks. R.Weinschenk stated that following the inspection, he was told to expect an$800 bill instead of the $1,500.00 as discussed at the last meeting. Director's Report Director R.Weinschenk reviewed portions of his March Director's Report, which included: 1. Summer Part-Time Hires — Advertisements for summer positions have been delayed due to budget constraints, but should hit the paper in the next two weeks. 2. Recreation Programs a. Brickmania Program(s) b. A Chinese New Year Celebration- The program was offered on Wednesday, February 4th from 2:00-5:00 p.m. at the Putnam County Library, this program drew 17 participants and their families from varying age groups. c. Exploration Station — Valentines Day! — This program was held on Monday, February 9th in the Kiwanis Room at the Putnam County Library and provided art, snacks, music and a lot of play. d. Youth Basketball—The Youth Basketball Program finished its scheduled with its awards presentations on Saturday, February 21. e. Easter Egg Hunts i. Eggfest - Friends of the Park will host their annual Eggfest in the Park after Dark on Friday, April 3ra ii. Annual Easter Egg Hunt — The GPRD Annual Easter Egg Hunt will be sponsored by Carpenter Realtors, Wal-Mart, Greencastle McDonalds, Bright Futures and Friends of the Park Association of Putnam County will be held on Saturday morning, April 4th. iii. Call Volunteers - Volunteers are needed to help stuffing plastic eggs over the next month, laying and supervise the hunting of the eggs during both events. f. Parks i. Service to the Community Workers—We have been able to take advantage of a local Service to the Community work plan and have received three young ladies who have been assigned 30-hours a week. They have been a great help with park maintenance and with some of our office work. S ii. Park Gates — Director R.Weinschenk reminded everyone that the gates at Jaycee Park and Robe-Ann Park (Tennessee and Wood St Street entrances)are closed until April 1 3-4-09 Minutes-page four 4001 Assistant Director's Recreation Report Assistant Director C.Stiles updated the board on some upcoming programs, which include: 1. Arts Illiana Grant— C.Stiles described this grant opportunity which will support art projects targeting area youth. She described her hopes of running a Youth Mural Art Program through the department, which will target students in area middle and high schools with their projects displayed throughout the community. If funded the parks department will potentially have to fund the match, or approximately $750.00, but our hopes are to seek out local contributions. Director R.Weinschenk requested permission from the board to submit a preliminary letter of intent to the Illiana Art Program for funding to support the project. On a motion from K.Thomas, second by R.Evans the board authorized Director R.Weinschenk to sign the required documents. All Ayes. 2. Dr. Suess' Birthday Party—Thirty-two (32) youth attended the program held at the Putnam County Library. We had some volunteers from the College Mentors Program through DePauw University to help with program supervision. 3. Spring Break Out! — This program will be held during the Monday through Thursday the week of Spring Break, March 23-27, 9:30 a.m. to 2:30 p.m. We will be utilizing the Union Ball Room at DePauw University, who has graciously let us use it at no charge. Activities will include visiting the physics department, library and other buildings on campus.
