HomeMy Public PortalAboutOctober 7 2009 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday,October 7,2009 Present: President Russ Evans,Vice President Dr.John Hennette, Secretary Kara Thomas, Tim Trigg, Putnam County Library Ex-Officio Member Wes Wilson, Greencastle Community Schools Ex-Officio Member Kelly Lewis and City Council Liaison Phyllis Rokicki Absent: None Also Present: FOTP People Pathways Chair Joy Marley, FOTP Shelter #5 Project Chair Jan Firebaugh, Assistant Director Troy Scott and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by Board President R.Evans and held in the City Council meeting room of Greencastle City Hall. Public Input The monthly meeting was started with a public input session soliciting ideas, concerns and comment for updating the Greencastle Parks&Recreation Department's 5-Year Master Plan. Joy Marley, Friends of the Park Association of Putnam County: People Pathways Committee Chair, made an inquiry into the board's position on the People Pathways Projects. She stated she would like to see the People Pathway goals kept in the 5-Year Master Plan, along with plans to support the INDOT TEA Grant funding of the Phase IV: Campus Link Trail Project. The Phase IV project will provide connections between the Ivy Tech Community College Campus, DePauw University's Ethics Center and Nature Park, the Walmart business campus, and on the Vandalia/National Road Heritage Trails to the east. The board thanked her for her input. Minutes Director R.Weinschenk presented minutes from the regular meeting held on Wednesday, September 2, 2009. Dr. John Hennette pointed out a cut-and-paste error, which stated we met at City Hall instead of the Big Walnut Sport Park. On a motion from K.Thomas, second by J.Hennette,the minutes were approved with the noted change. All Ayes. Claims Director R.Weinschenk presented a list of claims against the department for the board's approval. The claims were approved on a motion from J.Hennette, second by K.Thomas. All Ayes. Special Request Shelter Use with Music - Lauren E. Clark, Alpha Chi Omega(AXO) Social Chair&First-Year Experience mentor DePauw Theatre was present seeking permission to hold a shelter rental with D.J. music in Robe-Ann Park on early in the afternoon Saturday, October 10. On a motion from K.Thomas, second by J.Hennette,the request was approved. All Ayes. Program Fees Youth Basketball Fees - The park board held a discussion in regards to Greencastle Youth Basketball Program registration and sponsorship fees. After some discussion, the board decided on a$35.00 player registration and a $125.00 team sponsor fees. We will continue to discuss an r1 overall program sponsorship with the new Aaron's business. It is the board's hope that by keeping the fee low, we will attract more players to the program. On a motion from K.Thomas, second by J.Hennette,the fee changes. All Ayes. New Business 1. Shelter #5 Project — J. Firebaugh stated that Area 30 Partnership Center will begin the facelift project to Shelter#5 this next week. They will replace the roof and siding to match Shelter#1. The parks department will cover disposal of the shingles and roofing material, as well as provide the use of one nail gun. The FOTP will cover the cost of supplies. 2. Playground Concerns — K.Lewis made an inquiry into the rules for using the Emerald Palace Playground. He stated his wife witnessed some misuse by older children and wondered who should be notified to correct the behavior. R.Weinschenk stated he would be glad to correct it if notified. The department's view is that"it takes a town to raise a child" and he isn't afraid to hand out the "groundings". It is the same way we handle misuse or unruly behavior in the shelters, on the basketball courts, at the pool, or at the skatepark. If it gets to out of hand, users shouldn't hesitate to call the police at 911. Director's Report 1. Service-to-the-Community Workers — Assistant Director T.Scott reported that we have been utilizing workers from Old National Trail and the school's GRASP program to clean up and do work around the Robe-Ann Park. They will be very useful during leaf season. 2. Disc Golf Course a. Website Reviews — Ass't Director T.Scott stated that the disc golf course has received some positive reviews on the National Disc Golf website. There were some comments about the length of some holes and the lack of obstacles, but the newness was noted. b. Park Board Comments — Comments received during park board conversation included, better signage marking hole #1, scorecards and inclusion on the city's website. 3. BWSP Signs — An inquiry was made into the signs for Big Walnut Sports Park and R.Weinschenk stated that the only new information he has received is that Toni Tomlinson from Cloverdale will be completing the project. Ms. Tomlinson constructed the signs at both Robe-Ann and Mary Rogers Field Parks. .
