HomeMy Public PortalAboutNovember 4 2009 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday,November 4,2009 Present: President Russ Evans,Vice President Dr.John Hennette, Secretary Kara Thomas, Tim Trigg, and City Council Liaison Phyllis Rokicki Absent: Putnam County Library Ex-Officio Member Wes Wilson, Greencastle Community Schools Ex-Officio Member Kelly Lewis Also Present: Christine Digangi - WGRE DePauw University, Matt Welch — DePauw University Newspaper, Assistant Director Troy Scott and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by Board President R.Evans and held in the City Council meeting room of Greencastle City Hall. Public Input The monthly meeting was started with a public input session soliciting ideas, concerns and comment for updating the Greencastle Parks&Recreation Department's 5-Year Master Plan. No comments were received. Parks & Recreation Director R.Weinschenk did remind everyone that a survey instrument was listed on the City of Greencastle's website,which will be used to update the 5-Year Master Plan. Minutes Director R.Weinschenk presented minutes from the regular meeting held on Wednesday, October 7,2009. Tim Trigg stated that the minutes had being present,when if fact he was absent from the meeting. On a motion from J.Hennette, second by K.Thomas, the minutes were approved with the noted change. All Ayes. Claims Director R.Weinschenk presented a list of claims against the department for the board's approval. An addition error was found, so the board approved the claims with the correction. R.Weinschenk will present a corrected claim voucher for signatures at the next meeting. A motion was made by J.Hennette, second by K.Thomas. The motion passed: 3 in favor, 0 against, 1 abstention(T.Trigg abstained, due to an Obsidian Screen Graphics claim). Old Business 1. Shelter #5 Project — R.Weinschenk informed the group that Area 30 Partnership Center completed the facelift project to Shelter #5. They replaced the roof and siding to match Shelter #1. The parks department covered disposal of the shingles and roofing material and purchased one nail gun, which will be added to the department's inventory. The parks department will paint the support posts to match the color of the siding. 2. Holiday Lights — Friends of the Park will also pay approximately $400.00 to install an electrical outlet underneath the evergreen tree in Robe-Ann Park. Located on the corner across from the DAR Log Cabin, this will present a great entryway display for the holidays. R.Weinschenk stated that if the FOTP installed elecuicity, the parks department will make sure there are lights on the tree. 3. Holiday Light Fundraiser — Assistant Director Troy Scott described a fundraiseing opportunity that will help fund the purchase of the Christmas lights. More information to come. Director's Report 1. People Pathways a. RFP's - "Request for Proposals" for the professional inspection during the construction phase of the Albin Pond Trail project were drafted, submitted to �..� INDOT who released them to the public. Approximately 10 RFP's were received. b. INDOT Quarterly Reports — Quarterly Reports for the Phase III, Part 1: Albin Pond Trail, Phase III, Part 2: Safe Routes to School Trail and the Phase IV: Campus Link Trail Project were submitted to Joe Spear from the Crawfordsville INDOT office. 2. DNR/ALCOA Grant Project—While 14 of the 17 trees in the grant have been planted, we received word on Monday that the two Black Gum and the Kentucky Coffee trees will be delivered on Friday afternoon. Monday, November 16th, 4:30 p.m. has been designated as our planting date. R.Weinschenk asked for help in planting the trees. I have started the closeout procedures for this project which will need to be submitted the end of December. 3. BWSP Signs — No update was available in regards to the en.try sign for Big Walnut Sports Park. 4. Ivy Tech Dedication — Director R.Weinschenk reminded the board that they were all invited to the Ivy Tech Dedication scheduled for Thursday,November 5h. 5. Greencastle Youth Basketball — Registration forms for the Youth Basketball Program were distributed through the schools mid-October with this week being the deadline for submittal. We will begin evaluating forms and forming teams the first of next week with a volunteer coaches meeting set for Thursday, November 19th at City Hall. Practices will begin the week following Thanksgiving and games following the students return from Christmas holiday break. 6. Recreation Programs — Assistant Director T.Scott reported updates on the following programs Holiday Edition of Mommy & Me, Pumpkin Carving Contest, and the upcoming holiday contests Gingerbread House and Santa Claus Contests.
