HomeMy Public PortalAbout11/18/2014 Special City Council MinutesMEDINA CITY COUNCIL SPECIAL MEETING MINUTES OF NOVEMBER 18, 2014 The City Council of Medina, Minnesota met in special session on November 18, 2014 at 6:00 p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN. I. Call to Order Members present: Martin, Martinson, Anderson, Weir Members absent: Pederson Also present: Hamel Fire Department Chief Jeff Ruchti, City Administrator Scott Johnson, City Planner Dusty Finke, Public Works Director Steve Scherer, and Public Safety Director Ed Belland. II. Hamel Fire Siren Discussion The City Council was updated by Hamel Fire Chief Jeff Ruchti and Public Safety Director Ed Belland on the use of the siren by the Hamel Fire Station. The siren is now only used for fire calls between 7:30 a.m. and 5:30 p.m. each day and to make residents aware of severe weather. Staff was asking for direction on the use of the siren for fire calls during the day. Staff was directed to work with the Hamel Fire Department to use the siren for severe weather emergencies only by the end of 2015. III. Building Code 1306 Discussion Staff provided the City Council with background information on Building Code 1306 which requires sprinkling of new facilities and existing facilities that change uses. The City Council and staff discussed the impacts of the code provision, safety of the structures, cost for the upgrades, and the impact of the code provisions on redevelopment. Staff was directed to pull existing permits to review the costs associated with sprinkling improvements, review which cities have adopted 1306, and start discussions with consultants on the impacts of the code provision. IV. Affordable Housing Task Force/Study Discussion The City Council discussed the pros and cons of holding a study on affordable housing outside of the comprehensive plan process. The proposed study would focus on the public relations and education pieces of affordable housing. Staff was directed to bring the study up for further discussion during the 2015 City Goals discussion. V. Whistle -less Crossing Options Discussion Staff provided background information on whistle -less crossing intersection upgrades. Council directed staff to set aside reserve funds for the future upgrades and have adjacent developers contribute to the upgrades.
