HomeMy Public PortalAboutJanuary 5 2011 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, January 5, 2011 Present: President Russ Evans, Vice President Dr. John Hennette, Secretary Kara Thomas, Tim Trigg, Putnam County Library Liaison Wes Wilson, and newly appointed Greencastle Community School Corporation Liaison Monica Fennell Absent: City Council Liaison Phyllis Rokicki Also Present: Jared Jernigan — Banner Graphic, Bobby Coburn — WGRE DePauw University, and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by President R.Evans and held in the council room at Greencastle City Hall. Public Input- None Minutes T.Trigg motioned, with second by K.Thomas, to accept the minutes from Wednesday, December 1, 2010 as presented. All Ayes. Claims The monthly claims were approved on a motion from J.Hennette, second by K.Thomas. Vote: 3-0-1 abstention from T.Trigg due to an Obsidian Screen Graphics invoice listed for payment. Old Business Director R.Weinschenk highlighted some of the projects the Friends of the Park Association of Putnam County have set on their agenda for next week's, Monday, January 10th meeting at 12:00 Noon in the upper meeting room of city hall. The agenda includes discussion on a possible project to install a small identification sign at Maple Berry Park on the south side of Greencastle and funding plantings at Big Walnut Sports Park with the project to be completed by Area 30 Landscaping Program. He will be attending the meeting. Director's Report 1. Albin Pond Trail Project - Director R.Weinschenk gave a quick review that after 10-years in the making the project is constructed, however the financial paperwork is not yet complete. 2. Recreation Programming - Director R.Weinschenk explained that Assistant Director Troy Scott was on vacation and gave a quick review of some of the upcoming recreation programs. He included fliers for each program. a. Amelia Earhart Day — Scheduled for Tuesday, January 11, this program is being held in cooperation with the Putnam County Public Library. The program will be free and discuss Amelia Earhart's journey across the Atlantic and her tragic flight to cross the Pacific Ocean. Aerodynamics will be discussed with construction of paper airplanes. 2010-01-05 Minutes—page two b. Brickmania Programs - Director R.Weinschenk explained that since January tends to be a cold month, many of the upcoming programs will be meeting inside. He also added that January 28, 1958 was the birth date of the Lego Building Block, so the department has a number of programs based around this favorite toy. i. Brickmania: It's A Lego Winter! - Promoting a winter-theme, children building a snowman, this program will be held at Deer Meadow Primary School on Thursday evening, January 13 from 6:00-7:30 p.m. Fee: $10.00 per person. ii. Brickmania: Lego Brick Building Workshop — The first of this winter's building sessions will be held on Sunday, January 23 from 1:00-p.m. to 4:00 p.m. at City Hall. Fee: One handful of Legos or financial contribution to purchase more Legos! iii. Brickmania: Birthday Bash! — Here's one that sure will be fun, celebrating the January 28, 1958 birthday of the Lego Building Block. Since it is a birthday party cake and ice cream will be served. Fee: Free! iv. Brickmania: Lego Brick Building Workshop — The second of this winter's building sessions will be held on Sunday, February 13 from 1:00-p.m. to 4:00 p.m. at City Hall. Fee: One handful of Legos or financial contribution to purchase more Legos! c. Greencastle Walk & Talk Program — This program is designed to get people out and about during the coldest month of the year. Offered from February 1 to March 31, 8:00-10:00 a.m. Tuesdays and Thursdays, we will partner with DePauw University and utilize the DePauw University Indoor Track and Tennis Facility. This program is open to active Seniors and Adults. Fee: $25.00 per person, which will include an official walk and talk identification badge, t-shirt, walking journal, water bottle, snack once a week and a guest speaker once a month. d. Greencastle Night with the Indiana Pacers — To the benefit of the Greencastle Youth Basketball Program, the Indiana Pacers have agreed to hold a Greencastle Night with the Indiana Pacers on Friday evening, February 4th, 2011. Tip off time is 7:00 p.m. with the Pacers playing the Portland Trailblazers. This program will return $3.00 per ticket to the Greencastle Youth Basketball Program. e. Greencastle Youth Basketball Program — We start our Saturday morning schedule this weekend and will be in the gym from 8:00 a.m. to 7:00 p.m. Annual Board Retreat At this time the board began their annual review of the accomplishments from the previous year, 2010, and a discussion of where they would like to go in the upcoming year of 2011. Ideas solicited included: 1. Softball Program a. Umpire Clinic — We need to try and recruit some additional umpires for the adult softball programs. If we could set up some umpire clinics that �.✓ would promote new umpires for both the adult and youth programs. . 2010-01-05 Minutes—page three b. Attract more players—He felt that many of the local players are playing in other communities, like Avon. R.Weinschenk felt that better and earlier advertisement of our programs would help keep locals here. c. Softball lighting — R.Evans would like us to see if we can improve the lighting at Robe-Ann Park. He has received many comments in regards to dark spots in the playing field. 2. LWCF Grant — T.Trigg would like to see a grant written for additional improvements at Big Walnut Sports Park. This could include: i. Additional adult softball field ii. Shade Trees iii. 9 additional holes for the Disc Golf Course—shorten some of the existing holes and add more in and around the forested area. 3. Maple-Berry Park — finish the east side of the park located behind Mamma Nunz Restaurant(tie to LWCF Grant?). 4. Create a Downtown Park—examine the chance to construct a downtown park in the vacant lot and what may be another empty lot (Mason Jeweler's Building) next to it. This could be the potential home of the depaitinent's Y.A.R.T. Program. 5. Jaycee Park a. Utilize the Jaycee Park building b. Establish a Jaycee Park Master Plan 6. Special Meeting - RWeinschenk informed the board that he has been scheduled ,.� to meet with the City Council during the last week of January. After a review of individual schedules and the inability to establish a meeting date for continuing the retreat, R.Weinschenk requested the board send him ideas over the next few days, in which he will organize and send out as a list of goals on Monday, for their review. If the board needs to meet again in special session, R.Evans will establish that need. Next Meeting The next meeting of the Greencastle Board of Park Commissioners will be held Wednesday evening, February 2,2011 at 7:30 p.m. in Greencastle City Hall.
