HomeMy Public PortalAboutApril 6 2011 Regular Sesson • Greencastle Board of Park Commissioners Minutes of the Regular Meeting Monday, April 6, 2011 Present: President Dr. John Hennette, Vice President Kara Thomas, member Tim Trigg, City Council Liaison Phyllis Rokicki, Putnam County Library Liaison Wes Wilson, and Greencastle Community School Corporation Liaison Monica Fennell Absent: Secretary Russ Evans • Also Present: Tonya Sanders - WREB, Jenny Bradshaw & Rachel Ronus — American Cancer Society, Jan Firebaugh, President Assistant Director Troy Scott, Parks &Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by President J. Hennette and held in the council room at Greencastle City Hall. Public Input "Making Strides Against Breast Cancer"—J. Bradshaw&R. Romas with the American Cancer Society presented a request to hold a fundraiser 5K Run/Walk on Saturday, October 29, 2011 to raise funds for breast cancer research. Board members expressed interest, but worried it might conflict with the Halloween Fun Run, which takes place the same weekend. Parks Director R. Weinschenk suggested the organizers contact Rebeckah Howard, who coordinates the Halloween run, and see if the two events can be done in conjunction with one another. J.Bradshaw was open to the idea and would make the contact. On a motion from T.Trigg, second by K.Thomas, the board tabled further discussion until the May meeting. All Ayes. Minutes K.Thomas motioned, with second by T.Trigg, to accept the minutes from Wednesday, March 2,2011 as presented. All Ayes. Claims The monthly claims were approved as presented on a motion from T.Trigg, second by K.Thomas. All Ayes. Special Park Usage Requests 1. Summer Enrichment Program—The board entertained a written request from Gayle Hansen, Executive Director, of the Gobin Church Summer Enrichment Program. This annual request to reserve Learn-to-Swim Program for the SEP participants and allowing free afternoon swim was approved on a motion from K.Thomas, second by T.Trigg. All Ayes. 2. WREB 94.3 FM Days - Tonya Sanders, Account Executive, from WREB Radio Station Dates made a request to partner with the Greencastle Board of Park Commissioners to offer special pool admission rates and games at the Greencastle Aquatics Center at least three times during the season—June 9th, July 14th. and August 1 • • 11th from 5:30-8:00 p.m. Event would include 94-cent admission rates,free pizza (from area sponsoring restaurants), GAC Snack Shack drink&food specials, games • and give-aways. Director R.Weinschenk suggested going from 5:00-8:00, since the family swim begins at 5:00 p.m. On a motion from K.Thomas, second by T.Trigg the 110" request to hold.WREB Nights at the Greencastle Aquatics Center was approved. All Ayes. 3. Celebrate Parks & Recreation Month — The board gave approval to J.Firebaugh, president of the Friends of the Park Association of Putnam County, Inc. to give-away popsicles on July 14th, in conjunction with WREB to "Celebrate Parks & Recreation Month". All Ayes. • Parks Department 5-Year Master Plan 1. Presentation of GPRD 5-Year Master for final review—Director R.Weinschenk presented copies of the official Greencastle Parks &Recreation Department 5-Year Master Plan and a letter received from Greg Beilfuss, State and Community Outdoor Recreation Planner with the Department of Natural Resources Division of Outdoor Recreation. The letter dated March 29, 2011 stated the plan meets the DNR's requirements for local parks&recreation master plans and cover sheet e-mail stated"Thanks for all your hard work on this plan; it really shows!" 2. Approval of Resolution 2011—Director R.Weinschenk presented Resolution 2011 which was read and passed adopting the Parks&Recreation 5-Year Master Plan on a motion from T.Trigg, second by K.Thomas. All Ayes. 3. Assurance of Compliance—Director R.Weinschenk presented a copy of the "Assurance of Compliance Section 504 of the Rehabilitation Act of 1973"that was presented at the last meeting to secure President J.Hennette's signature. This will be mailed to the G.Beilfuss with the DNR. Old Business/FOTP 1. Maple Berry Park Sign — J.Firebaugh gave an update in regards to the sign proposed for Maple Berry Park. They are awaiting an initial proposal, to include a design and estimate. 2. EggFest - J.Firebaugh presented a reminder of the upcoming Eggfest: Teen Egg Hunt in the Park after Dark, which has been set for Friday evening, April 15th. Help will be needed during the event to lay and supervise the eggs. • PCYSA—Split rail addition to Big Walnut Sports Park • Albin Pond Trail Projects—DePauw University Inter-Faith Group , • Maple Berry Park Sign—FOTP Project New Business 1. LWCF Grant Request—With the 5-year master plan filed and accepted the Greencastle Parks &Recreation Department is eligible to apply for a Land& Water Conservation Fund Grant through the Indiana Department of Natural Resouce's Division of Outdoor Recreation. Director R.Weinschenk asked the board what kind of projects they would like to see completed. The park board stated they would like to see additional improvements completed at Big Walnut Sports Park,which could include: a. ASA Softball Field-Additional adult softball field with ASA regulation • fences &lights • . 2 • • b. Disc Golf—Nine additional holes for the disc golf course c. Dog Park—For the dog enthusiast and a new facility to Putnam County would be a designated dog park with fences, closing gates, trees, drinking fountain, benches and Dog-i-Pot Station d. Basketball Court—Constructing a basketball court in the vicinity of the park shelter located in the center of the park with 10' regulation baskets and court markings e. Soccer restrooms—Constructing a set of modern restrooms to serve the • PCYSA Soccer Program f. Playground additions—Utilizing some of the funds to construct an addition to the playground centrally located in the park 2. Program Fees—Assistant Director T.Scott discussed the programs and program fees to be included in the Greencastle Parks & Recreation Department's 2011 Program and Event Guide. Director R.Weinschenk apologized that a"draft" copy of the brochure was unavailable,not yet back from the printers, in order to meet state regulations the fees needed to be approved by the park board. On a motion from K.Thomas, second by T.Trigg,the fees were approved. All Ayes. Although they would probably receive a copy of the program and event guide through the local schools, R.Weinschenk stated he would make it available at the next meeting. Director's Report Director R.Weinschenk gave a short report and then turned the floor over to Assistant Di_ T.Scott of the past andupcoming recreation Director who gave a quick review of some �.��, yuS� upcoming programs. Next Meeting The next meeting of the Greencastle Board of Park Commissioners will be held Wednesday evening, May 4, 2011 at 7:30 p.m. in Greencastle City Hall.
