HomeMy Public PortalAboutCouncil Minutes 2004 12/02 AMMINUTES McCall City Council Special Joint Meeting with the Airport Advisory Committee December 2, 2004 Table of Contents Call to Order Work Session • Work session with Airport Advisory Committee to discuss issues facing the airport Business • AB 04-175 Airport Advisory Committee Appointment Adjournment CALL TO ORDER AND ROLL CALL Mayor Eimers called the regular meeting of the McCall City Council to order at 12:05 p.m. Mayor Eimers, Council Member Bertram, Council Member Muller and Council Member Robertson were present. Council Member Greer was excused. A quorum was present. City staff members present were Kevin Delaney, Airport Manager; Dan Irwin, City Clerk; and Lindley Kirkpatrick, City Manager. WORK SESSION Jason Lewis, Armstrong Consultants, gave an overview of the future plans for projects at the airport. He stated that the triangle project is scheduled for completion in 2005, an update to the Airport Master Plan will be made in 2006, additional land will be acquired in 2007, and rehabilitation to the runway and taxiways will be performed in 2008. Council Member Robertson asked if the final plan for the triangle project allowed enough space for the demand of T-hangers. He stated that he would like to see more public discussion in regards to the design of the project before it is presented to the City Printed 12/17/2004 Page 1 of 4 December 2, 2004 City Council Minutes Council. He recommended that the Committee hold a meeting to ensure all the interested parties have input on what they would like the project to entail. Council Member Bertram asked how the Committee decided on the final plans for the triangle project. Lori MacNichol, Airport Advisory Committee Chairperson, stated that the applicants on the waiting list were contacted to determine what configuration would be most appropriate to address the future needs of the airport. Kevin Delaney stated that the individuals on the waiting list were called and surveyed as to what configuration style would adequately fit their needs. The results of the survey were compiled and the Committee made its recommendation based on the findings. Council Member Bertram stated that based on the input she has received; she would like to see smaller hanger spaces developed so that smaller aircraft owners would be able to purchase the spaces. Mr. Kirkpatrick stated that the Committee had recommended a greater number of small hanger spaces than was recommended in the survey. Jerry Robinson stated that he felt the decision to approve the final triangle project plan was rushed. He stated that he doesn't think anyone on the Committee was entirely comfortable with the recommendation. Mayor Eimers stated that if the committee is uncomfortable with their original recommendation, additional public input should be obtained before submitting the recommendation to the City Council. Mayor Eimers was excused from the meeting at 1:50 P.M. The Airport Advisory Committee approved a motion to reconsider the plan for the triangle project and to schedule a public meeting on December 14th with individuals on the waiting list, the general public and all current lease holders. BUSINESS AGENDA AB 04-175 Airport Advisory Committee Appointment Kevin Delaney, Airport Manager, stated that he had contacted all seven candidates and informed them of the Committee's joint meeting with the City Council. He stated that he made contact with the last applicant on Monday at 10:00 A.M. Printed 12/17/2004 Page 2 of 4 December 2, 2004 City Council Minutes Council Member Robertson stated that he received complaints from the potential candidates about the lack of notice given to them in regards to the meeting. Lori MacNichol, Airport Advisory Committee Chairperson, stated that the Airport Advisory Committee made the recommendation of appointing Gordon Eccles and John Seevers to the Committee after reviewing the resumes of the seven candidates and offering them the opportunity to speak at the previous Committee meeting. She understood that the Council wanted the Committee to allow the opportunity for all of the candidates to have the opportunity to speak. She was under the impression that the Committee candidates would have been contacted shortly after the City Council meeting and notified of the joint meeting. She stated that the Committee would be willing to reschedule the joint work session with the City Council in order to allow all of the candidates the opportunity to speak at the meeting. Council Member Muller stated that he is still willing to uphold the recommendation made by the Airport Advisory Committee. He stated that the Committee puts in a lot of work for the Council and he is comfortable with their recommendation. Council Member Bertram stated that the joint meeting was advertised to the community at the last Council meeting. She stated that two additional seats on the committee will become available in March and the other applicants could apply again at that time. Council Member Robertson stated that the catalyst for the work session was due to the complaints the Council received in regards to the committee member selection process, but that the Council also expressed the need to learn about the issues facing the airport. Council Member Muller moved to approve the appointment of John Seevers to serve a term on the Airport Advisory Committee set to expire on January 31, 2006. Council Member Bertram seconded the motion. In a voice vote, all Council Members voted aye. The motion carried. Council Member Robertson thanked Jerry Robinson for his dedicated service on the Airport Advisory Committee. ADJOURNMENT Without further business, Council Member Robertson declared the joint meeting adjourned. The Council adjourned at 2:40 p.m. c,,, Kirk L.
